【2021年の旭川いじめ事件は、警察・学校・教育委員会の職務怠慢であると考えます。】

■旭川いじめ事件
・いじめていたグループが被害者に自慰強要、わいせつ画像・動画を強要・脅迫、SNS・グループラインに拡散した。

・警察が事情聴取時に、いじめていたグループのスマートフォン本体のわいせつ画像・動画は削除したが、わいせつ画像・動画のPC・専用アプリのバックアップデータまで削除していないかった。
・いじめていたグループはバックアップデータを復元し、再びSNS・グループLINEで拡散した。

・いじめていたグループは当時14歳未満の少年もいたため、刑事責任を問えず「触法少年」として厳重注意、その他メンバーも証拠不十分で厳重注意処分になってしまった。

・学校、教育委員会が「いじめはなかった」と発信。

・学校は被害者遺族の「弁護士立ち会いの元での謝罪会」を3度拒否。

・被害者・いじめていたグループ数名が在学していた中学校の教頭が「わいせつ画像」を撮影していたが警察に提出をしていなかった。

・学校は虐めは無かったと言うプリントを保護者に配布して、いじめを隠蔽していた。

【2020年の児童自殺者が479人中ほぼ半分がイジメが原因】
■時代に合った学校・警察・教育委員会・政府が今後変えるべき点
【警察】
・全国の犯罪者の身体にGPS・マイクロチップを入れる
・警察はきちんと被害者の要望を聞き、バックアップデータ等を抹消すること。
・警察が学校に出向き、いじめ・犯罪の指導を行う
・子供が集まる場所、 閑散している場所の巡回を増やす。
・非道な“イジメ”を“加害者”が認めている以上、重い罰を与える。

【学校・教育委員会】
・授業等で使用する目的のための電子端末のID、パスワードは生徒個人個人で別のものにする
・学校で配布するプリント類は７年保存(確定申告書類と同じく)
・市教育委員会、県教育委員会で発行したプリント類はすべて７年保存(確定申告書類と同じく)
・第三者委員会が発足した際、経過報告を被害者家族に迅速に行う。
・教職員がいじめを傍観していた、早急な対応をしなかった、体罰を行った場合は、罰則を与える
　(決定権は市長または文部科学大臣とし、厳しい罰則で懲戒免職とする)
・市教育委員会、県教育委員会がいじめの早急な対応をしなかった場合は、罰則を与える

・学校にスクールポリス設置、学校の朝礼や道徳の時間でいじめ事件・犯罪を教育。
・学校が生徒・保護者にイジメ相談窓口を定期的に発信、プリント・メール・LINEで配信。
・学校内の監視カメラ設置。
・スクールカウンセラー、ソーシャルワーカーの人員確保、育成、教育・指導。
・​臨床心理士の資格があるカウンセラーの育成。
・警察直通の非常ボタンを職員室に設置。
・スクールロイヤーの強化、増員
・第三者委員会を設置する際には、必ず県外の有識者を入れてください。

【政府】

・いじめで人が亡くなっている場合、少年法適応外にする。
・​子どもの人権110番、子供（こども）のＳＯＳの相談窓口、こころの健康相談統一をもっと拡散
・全国の保育園、幼稚園児、学校に防犯ブザーを学校に配布し、子供に配布。
・教員の給料を上げる、教員以外の事務、会計業務をする人間を学校に増員。
・公園・閑散した場所の監視カメラを増設。
・スクールロイヤーの強化、増員
