During 2020 Twitter sent the National Center for Missing & Exploited Children 65,062 reports of child sexual abuse material (CSAM.)

Twitter has stated that 91% of CSAM is detected by technology called Microsoft PhotoDNA. PhotoDNA was created in 2009 and only removes previously detected photos of very young children.

Sexual videos and images of anyone under the age of 18 should be easy to report and remove on the platform. Not just toddlers and younger, and not just images, videos as well. 

“During this reporting period, we suspended a total of 244,188 accounts for violations related to child sexual exploitation. Of the unique accounts suspended, 91% were surfaced by a combination of technology solutions (including PhotoDNA and internal, proprietary tools).” Said Twitter in their 15th Transparency Report. This was over the course of HALF of a year. 

This leaves a vast majority of the child sexual abuse material on Twitter to be reported to the platform by victims, survivors, or adults. Children have a particularly difficult time reporting their own abuse. Minor survivors of Twitter often report having thoughts of suicide during the difficult reporting process on Twitter. 

The reporting process for victims of child sexual abuse material and Twitter users should be a two step process. Clear, direct, and easy for children to report. 

 

Twitter is currently being sued by two minor survivors of child sexual exploitation. John Doe #1 and John Doe #2 were both 13 years of age in the video shared on Twitter. Their abuse was watched 167,000 views and 2,223 retweets. John Doe #1 was a minor when he started reporting the video. He provided government ID to the platform showing that he was a minor.

Reporting issues on Twitter

It is extremely difficult to report content as CSAM on Twitter.

You cannot report content as CSAM through the easily-accessible report function on each Tweet. The same challenges exist for reporting a user for sharing CSAM; you must first locate the child sexual exploitation report form.

A link to the child sexual exploitation report form is located on a separate page that you have to find by first clicking the small text Learn more at the bottom of each report menu, then scrolling through paragraphs of text to locate the link to the report form, which has some outdated information. For example, the child sexual exploitation report form still makes reference to Vine7, which has been discontinued.

You must provide an email address in order for the child sexual exploitation report to be submitted. l You cannot report an image or video sent within a DM on Twitter as CSAM. The child sexual exploitation report form will not accept the URL from an image within a DM.

While you can view Tweets when you are not logged in, you cannot report a user or a Tweet unless you are
logged in.
