やっと年金受給年齢に達したので、これからは年金を糧に老後の生活をとソーシャルセキュリティーオフィスで年金受給の手続きをすると、突然米国年金の一部、最大498ドル（2021年の実績）が毎月減額される事態に愕然。そんな事態が事実として大半の日本の年金受給者の間で起きているのです。このような驚愕の事態が発生しているのはWEPというSSA（社会保障庁）の規定に依るものです。若い時からコッコツと払い込んできた日本の年金が、米国年金の減額という方法で減額されてしまっています。

国民年金へのWEP誤適用による米国SSベネフィット減額問題を解決するには日本国大使館の更なる支援が必要です。
We need more support from the Japanese Embassy to resolve U.S. social security benefit reduction due to misapplication of WEP rule over the Japanese national pension.

1. 米国社会保障庁（SSA）が、米国年金のWEP（棚ぼた防止条項）を日本の国民年金受給者に誤適用して米国年金の支払いを減額しています。
2. 米国日本大使館では3年前の2018年8月からWEP適用除外を求めSSAとの交渉を継続中ですが進展が見えません。 SSAとの交渉を加速し早期の解決に結びつくよう日本大使館冨田浩司特命全権大使に皆さんの署名を届けましょう！

1. The U.S. Social Security Administration (SSA) has been reducing U.S. social security payments to Japanese national pensioners by misapplying the WEP (Windfall Elimination Provision).
2. The Embassy of Japan in the U.S. has been negotiating with the SSA for three years since August 2018, asking for exemption from the WEP; however, there has been no progress. To accelerate negotiations with the SSA and lead to an early resolution, we propose to deliver our petitioning signatures to Mr. Koji Tomita, Ambassador Extraordinary and Plenipotentiary of the Embassy of Japan.

WEP誤適用により毎日の生活に不安を感じている国民年金受給者は沢山います。

例えばカリフォルニア在住Aさんの場合：

Aさんは、40年前に渡米しその後永住権を取得しました。親戚、知人もいないカリフォルニアの地でリタイヤ後も安定した生活を送れるようにと、米国のSocial Security Taxの支払いはもちろん、日本の国民年金にも任意加入しました。

昨年Aさんは国民年金受給を開始。直後にSSAへ米国年金受給申請したところWEPが適用され$250（国民年金受給月額の半分）が毎月米国年金から減額されてしまいました。　Aさんは、SSAのローカルオフィスに「国民年金は居住に基づく年金であり、就労による厚生年金とは性格が異なる。減額は不当だ」と申し出ましたが認められませんでした。

米国ではインフレが急速に進んでおり、Aさんは年齢と共に増えるだろう医療費の負担を考え、今後の生活に大きな不安を抱えながら毎日を過ごしています。

この問題に終止符を打ちましょう。嘆願書への署名と情報の拡散をどうぞよろしくお願いします。

Here’s an example of how misapplication of WEP affects Japanese national pensioners:

Mr. A, who lives in California, came to the U.S. 40 years ago and later became a U.S. permanent resident. Having no relatives or acquaintances in California, he has paid the U.S. social security taxes as well as voluntarily enrolled in the Japanese National Pension Plan to prepare financially stable retirement in California.

Last year, after he had started receiving pension from the Japanese National Pension Plan, he applied for the social security benefit as well. However, the Windfall Elimination Provision was applied, and a half of the monthly amount of the Japanese pension payment, which is $250, was deducted from his U.S. social security payment. Mr. A told the SSA local office that the residency-based Japanese National Pension Plan is fundamentally different from the work-based U.S. social security; therefore, the reduction was unfair. However, his objection was not accepted.

In the United States, inflation is rapidly increasing, and Mr. A is spending his days with great anxiety because he expects his medical expenses will increase as he ages.
