今天，志愿血缘关系成年人（CIAO）在中国是合法的，但现行的中国法律禁止CIAO 人结婚。这种歧视对于CIAO父母及其子女是不公平和有害的。

三个至上三个2007年

2007年“三个代表”重要思想是人民法院的新要求，并列入第五节
深入贯彻人民的司法措施，最大限度地保护人民群众的合法利益，最大限度地支持各方的合法要求，最大限度地保护全社会实现公平正义。

如果CIAO人不能结婚，但其他性少数群体可以结婚，那么“公平正义”在哪里？如果CIAO有孩子，他们需要得到保护，并享有与所有其他公民一样的合法权益。

CIAO人及其子女不应成为社会耻辱或制度乱伦偏执狂，也不应被剥夺所有其他公民享有自愿成年关系的相同法定权利：CIAO人应有权结婚。 CIAO父母的孩子应该具有与其他的孩子相同的权利，具有合法的已婚父母。

不是所有的CIAO人都可能想结婚，但如果他们想结婚 , 政府不应该阻止他们结婚。拒绝让他们结婚是违反公民权利，把他们视为与其他公民不同的是对他们的不公平的歧视。

作为司法部长，你有权力开展中国法律的必要改革，以便今后的CIAO希望结婚的人能够这样做。
您在这件事上的帮助将是最受赞赏的。

Today, Chinese (PRC) law permits consanguineous relationships but not consanguineous marriage.

Incest between consenting adults is legal but existing Chinese law discriminates against incestuously oriented people in adult relationships by prohibiting them from marrying, even if they have children. This is unfair and harmful.

Three supremes (三个至上) 2007

In 2007 the 'Three Supremes' doctrine made new requirements of the people's court and included section Five

'五是深入落实司法为民的各项措施，最大限度地保障人民群众的合法利益，最大限度地支持当事人的合理诉求，最大限度地保障在全社会实现公平和正义。'

'The deep implementation of the judicial measures for the people, to maximize the protection of the legitimate interests of the people, to maximize the support of the legitimate demands of the parties, to maximize the protection of the whole society to achieve fairness and justice."

but where is the 'fairness and justice' (公平和正义)  if CIAO ( Consensual Adult Incest Oriented ) people cannot marry and other sexual minorities can? CIAO people may have children and they too need to be protected and have the same legal rights as everyone else. CIAO people and their children should not be subject to social stigma or institutional incestophobia and nor should they be deprived of rights that others have who are in consensual adult relationships : the right to marry, and the right to have a mother and a father who are legally married to each other.

Not all CIAO people may want to marry, but those who wish to should be permitted to. To refuse to allow them to marry is a breach of their civil rights, and to treat them as different from other people is to discriminate against them.

As the Minister of Justice, will you please initiate the reform of Chinese laws so that in future CIAO people who wish to marry are able to do so.
