Why this petition matters

We, the undersigned, demand that LAUSD Superintendent Austin Beutner take immediate action to protect the lives of students, educators, and families by putting a moratorium on new charter school co-locations for the 2020-21 school year.

Under a California law known as Proposition 39, co-location is a process in which classroom space in public schools is given to charter schools. Currently, LAUSD is in the process of offering potential new space for co-locations to charter schools. With LAUSD schools closed indefinitely due to the COVID-19 pandemic, new co-locations pose an imminent threat to the health and safety of our school communities.

Our schools will reopen, but not anytime soon. Once there is a definite return date, each school will have to quickly learn and adopt new public health standards to ensure the health and safety of students, educators, and all of their families. In order to stop the virus from spreading, our schools will make big changes. These changes will not be easy, but they will be critical. Adding a new charter school to an existing public school’s campus is not safe. There is simply not enough time for any new co-location to be established in a healthy and safe way.

When a new co-location happens, the public school and charter school are supposed to work bilaterally to develop a Shared Use Agreement, adjust to coordinating multiple schools at one campus, and learn how to keep all students safe. In regular times, that is already a challenge. A new co-location means that the public school and the charter school will share bathrooms, hallways, cafeterias, auditoriums, libraries, and entrances for the first time. There is no way, with schools closed indefinitely, that a newly co-located public school community would have enough time to collaborate with a charter, manage having another school on their campus, and implement new necessary safety procedures.

We are not against charter students, families, or educators. We believe that all students, educators, and families deserve safe and healthy schools. This is a matter of keeping all schools – public and charter – safe and healthy. Superintendent Beutner, do the right thing and protect our school communities – issue a moratorium on all new charter school co-locations now!

To Citizens of the World, KIPP, Gabriella, Animo Westside, New Charter and El Rio Charter Schools: Revoke your applications for new co-locations for the 2020-21 school year. If you proceed with new co-locations, you will jeopardize everyone’s health. Now is the time to prioritize the health and safety of your students, educators, and families.

Nosotros exigimos que el superintendente de LAUSD, Austin Beutner, tome acción inmediata para proteger las vidas de estudiantes, maestros, y familias y de un moratorio de nuevas co-ubicaciones de escuelas charter para el año escolar 2020-21.

Bajo una ley de California que se llama Proposición 39, la co-ubicación es un proceso a través del cual escuelas charter toman control de salones en escuelas públicas. Actualmente, LAUSD está ofreciendo espacio para co-ubicaciones nuevas a escuelas charter. Ya que las escuelas de LAUSD están cerradas por un tiempo indefinido por la pandemia de COVID-19, las co-ubicaciones nuevas presentan una amenaza inminente a la higiene y seguridad de nuestras comunidades.

Nuestras escuelas volverán a abrir, pero no pronto. Cuando haya una fecha de regreso, cada escuela tendrá que aprender y asumir nuevas normas de salud pública para asegurar la higiene y seguridad de nuestros estudiantes, maestros, y familias. Nuestras escuelas tendrán que hacer grandes cambios para que el virus no se propague. No será fácil, pero será necesario. Agregando una escuela charter al plantel de una escuela pública no es seguro. No hay tiempo para que una co-ubicación nueva se empiece de manera sana o segura.  

Cuando se establece una co-ubicación nueva, la escuela pública y la escuela chárter están supuestos colaborar para crear un acuerdo de uso comunitario. Tienen que aprender a coordinar a dos escuelas bajo un techo, y mantener seguros a todos los estudiantes. En tiempos normales, es un reto. Cuando hay una nueva co-ubicación, la escuela pública y la escuela charter tienen que compartir baños, pasillos, cafeterías, bibliotecas, auditorios, y entradas por la primera vez. No es posible que la comunidad de una escuela pública tendrá tiempo suficiente para colaborar con una escuela charter y establecer las normas necesarias de seguridad, ya que las escuelas están cerradas por un tiempo indefinido. 

No estamos en contra de los estudiantes, familias, o maestros de escuelas charter. Nosotros creemos que cada estudiante, maestro, y familia merece una escuela saludable y segura. 

A las escuelas charter Citizens of the World, KIPP, Gabriella, Animo Westside, New LA, y El Rio: revoquen sus solicitudes para co-ubicaciones nuevas para el año escolar 2020-21. Si siguen con sus solicitudes, van a arriesgar la salud de todos. Ahora es el momento para priorizar la salud y seguridad de sus estudiantes, maestros, y familias.
