Dear President Trump, Prime Minister May and Prime Minister Trudeau,

We are a group of professional organizations in Hong Kong. We are writing to draw your kind attention to the proposed Extradition Bill in Hong Kong.

Since becoming a free port in 1841, Hong Kong has operated as an independent jurisdiction separate from China. In 1984, China and the United Kingdom signed the Sino-British Joint Declaration codifying such an independent jurisdiction and preserving its autonomy beyond 1997 under the formula of “One Country Two Systems” (OCTS).

However, the Extradition Bill proposed by the Hong Kong Government, if passed, would undermine the constitutional foundation of the territory as a separate jurisdiction. The proposed bill would authorize the Hong Kong Government (without any legislative oversight) to extradite people to Chinese courts where there is a high risk of inhumane treatment and no guarantee of a fair trial. As someone who is appointed non-democratically, the Chief Executive would inevitably bow to pressure from Beijing to extradite people to stand trial in China.

On June 9, more than 1 million Hong Kong people marched on the streets to voice their opposition against the Extradition Bill. However, the Hong Kong Government and the pro-Beijing legislators completely ignored the voice of these people, as well as numerous legal, business, and community groups that have voiced their opposition. On June 12, the Hong Kong police brutally fired sandbag rounds, rubber bullets and tear gas at unarmed protestors, including many students.

The Hong Kong Government and the pro-Beijing legislators’ push for the Extradition Bill and their violent suppression of peaceful protests have already infringed international human rights conventions particularly the United Nations’ Basic Principles on the Use of Force and Firearms by Law Enforcement Officials. Therefore we urge your Governments to immediately impose sanctions on the following Hong Kong Government officials and pro-Beijing Legislative Councillors pursuant to the US Global Magnitsky Human Rights Accountability Act, the UK Sanctions and Anti-Money Laundering Act 2018 and the Canada Justice for Victims of Corrupt Foreign Officials Act, freezing their assets and banning them (and their immediate families) from entering your countries.

If the Chinese and Hong Kong Government continue to push for the Extradition Bill and violently suppress protests, further sanctions should be imposed on all police officers who use excessive force as well as all pro-Beijing local collaborators such as District Councillors, Hong Kong delegates to the Chinese National People’s Congress, and Chinese People’s Political Consultative Conference.
