Everyday, innocent pets are being subjected to neglect and/or violent acts committed by their owners. Many animals have to endure pain and suffering. But why is this important?

As human beings, it is our duty to show empathy and care for all the animals that we share the Earth with and ensure that they live good lives, especially when they are in our care.

According to the RSPCA, last year around 81,146 cruelty investigations were conducted regarding abuse towards dogs and double that amount regarding abuse towards cats. 
While over a million cases for animal abuse are reported each year, only 100,000 are investigated. This means there are many animals that are not given the attention they require, leading to many to suffer horrific deaths as a result of the abuse. 

Just to clarify, this petition is not aimed at just cats or dogs... it is aimed for any domesticated animals that could be owned in the UK.


I propose a new law to background check potential pet owners for a history of neglect and violence or abuse to ensure that animals are not put at risk when they are owned. Potential pet owners must also be checked to ensure they have the proper means for their pet as well as sufficient knowledge on how to correctly care for their future pets, as there are many cases of people failing to do so. These background checks should be paid for by the potential owners (like one would pay for a background check for a new job) to cover the expenses as well as helping to deter unserious candidates. 


If we look into potential pet owners, we could prevent the millions of cases reported each year as pets are more likely to be placed into the care of loving families. If we do not take action, animal shelters (that are very underfunded) will continue to overcrowd, unfortunately leading to many animals being unnecessarily euthanised. These are the same animals that spent a lot of their life abused. At the end of the day, all animals deserve to be properly cared for.
