"Nous sommes des personnes de toutes sensibilités (politiques, associatives, religieuses…), attachées à la paix et à la stabilité en Asie du Sud-Est, et soucieuses du respect des droits maritimes internationaux et de la liberté de navigation.

Nous dénonçons les violations flagrantes et incessantes de la souveraineté du Vietnam dans ses zones économiques exclusives (ZEE), créant des tensions dans la Mer de Chine méridionale.

Nous appelons :

1/ Le gouvernement chinois:

  • à cesser de violer continuellement les différentes ZEE des pays riverains, et, en particulier, d’envoyer ses bateaux dans la zone économique exclusive du Vietnam et à retirer ceux qui y stationnent comme le stipule la « Convention des Nations Unies sur le droit de la mer de 1982 (UNCLOS) ».
  • à cesser de militariser la zone et de menacer la souveraineté et l’indépendance de ses voisins
  • à respecter le droit international, à ne pas briser le statu quo indispensable pour préserver la paix mondiale et, surtout, à respecter le droit légitime et reconnu de tous les pays concernés par les litiges en cours.

2/ Toutes les parties prenantes, notamment la France, l’Union européenne et la Communauté internationale à s’engager encore plus fermement et à prendre une position forte pour que:

Au cours des derniers mois, les risques de déstabilisation de la région sont devenus particulièrement préoccupants. Il faut impérativement empêcher la survenance de situations irréversibles pouvant menacer la paix, la stabilité et la liberté de navigation dans cette partie du monde.

En cas de divergences sur les revendications territoriales, les différends doivent être réglés pacifiquement par le dialogue et non par des pressions ou menaces de toute nature à l’encontre des pays de la zone.

La Chine, une des premières puissances mondiales, serait de cette façon à la hauteur de ses responsabilités. 

La paix et l’amitié entre tous les peuples de la région pourraient être ainsi préservées."

 « South China Sea* : Demand for respect of international rights »
(*also known as East Sea in Vietnam)

"We come from various political, social and religious backgrounds, yet we all want to promote peace and stability in South-East Asia, and we are concerned with the respect of international maritime rights and freedom of navigation.

We denounce the serious and constant infringements of the sovereignty of Vietnam upon its exclusive economic zones (EEZ), which trigger tensions in the South China Sea.

We call on :

1/ the Chinese government :

  • To put an end to the constant violation of the different EEZ of neighboring countries and, in particular, to cease sending ships into Vietnam’s EEZ and to recall all remaining ships as set forth in the « UN Convention on the Law of the Sea of 1982 (UNCLOS) »;
  • To cease militarizing the zone and threatening the sovereignty and independence of neighboring countries;
  • To fully comply with international law, to maintain the status quo which is indispensable to preserve global peace and, above all, to comply with the legitimate and acknowledged right of all countries involved in the pending proceedings.

2/ all stakeholders, including France, the European Union and the international community to commit more firmly and to take a strong position so as to :

During the past few months, risks of destabilization have become particularly worrying. We must prevent irreversible situations, which may threaten the peace, stability and freedom of navigation in this part of the world, from occurring.

In case of disagreement in relation to territorial claims, disputes must be solved peacefully through dialogue and not under pressure or threats of any nature against the countries of this zone.  

China, as one of the world leaders, would thus own up to its responsibilities.

The peace and friendship between all peoples in the region would consequently be preserved."

 « Biển Đông : Yêu cầu các quốc gia tuân thủ pháp luật quốc tế »

Chúng tôi đến từ mọi tầng lớp và lĩnh vực xã hội (nghề nghiệp, chính trị, tôn giáo,…), quan tâm đến hòa bình và sự ổn định của Đông Nam Á cũng như các quyền tự do hàng hải quốc tế.

Chúng tôi lên án mạnh mẽ các hành vi xâm phạm công khai và liên tục chủ quyển lãnh thổ của Trung Quốc tại vùng đặc quyền kinh tế của Việt Nam, dẫn đến những căng thẳng trên Biển Đông.

Chúng tôi kêu gọi :

1/ Chính phủ Trung Quốc :

  • Ngừng xâm phạm liên tục vùng đặc quyền kinh tế của các quốc gia láng giềng, và đặc biệt, chấm dứt việc đưa các tàu, thuyền vào vùng đặc quyền kinh tế của Việt Nam cũng như rút toàn bộ tàu, thuyền hiện đang hoạt động ra khỏi khu vực này, theo quy định của Công ước luật biển quốc tế (UNCLOS) năm 1982;
  • Ngừng các hoạt động quân sự hoá vùng đặc quyền kinh tế và xâm hại đến sự độc lập và chủ quyền của các quốc gia láng giềng;
  • Tôn trọng luật pháp quốc tế, không làm phá vỡ hiện trạng nhằm đảm bảo hoà bình thế giới, và nhất là tôn trọng các quyền hợp pháp được công nhận của các quốc gia liên quan đến tranh chấp

2/ Tất cả các bên có lợi ích liên quan, đặc biệt là Cộng hòa Pháp, Liên minh châu Âu và cộng đồng quốc tế cần thể hiện những cam kết vững vàng và đóng vai trò quan trọng hơn nữa, nhằm :

  • Đảm bảo thực thi pháp luật quốc tế, đặc biệt là Công ước luật biển quốc tế (UNCLOS) năm 1982 và Tuyên bố của ASEAN về quy tắc ứng xử của các bên trên biển Đông (DOC) ;
  • Đảm bảo tự do hàng hải trong khu vực

Những tháng vừa qua, nguy cơ bất ổn tại Biển Đông trở nên đặc biệt đáng lo ngại. Do vậy, cần thiết phải có các biện pháp phòng ngừa biến động và tình huống nghiêm trọng không thể khắc phục có thể đe dọa đến hòa bình, ổn định và tự do hàng hải ở khu vực này của thế giới.

Trong trường hợp có bất đồng về chủ quyền và lãnh thổ, các tranh chấp phải được giải quyết một cách hòa bình thông qua đối thoại, qua luật pháp quốc tế, và không phải bằng cách gây áp lực hoặc đe dọa dưới bất kỳ hình thức nào đối với các quốc gia trong khu vực.

Trung Quốc, một trong những cường quốc hàng đầu trên thế giới, phải có trách nhiệm giải quyết các tranh chấp bằng phương pháp này.

Hòa bình và tình hữu nghị giữa tất cả các quốc gia trong khu vực bởi vậy mới có thể được duy trì.
