"Erasmus", "Europa Creativa", "Corpo Europeo di Solidarietà". Rischiano di essere le prime vittime europee della pandemia. Tre importanti programmi UE di mobilità, con un forte protagonismo delle nuove generazioni, nella proposta della programmazione 2021/2027 hanno subito una riduzione di finanziamento nell'ambito del Recovery Fund presentato dalla Presidente Ursula von der Leyen.

 Ad oggi, infatti, le proposte di finanziamento dei tre programmi rispetto alla bozza del 2018, sono:
- 5,4 miliardi di euro in meno per "Erasmus" (finanziamento previsto 24,6 miliardi rispetto ai 30 preventivati nel 2018)
- 330 milioni di euro in meno per "Europa Creativa" (finanziamento previsto 1,52 miliardi rispetto a 1,85 del 2018)
- 365 milioni di euro in meno per il "Corpo di Solidarietà Europeo" (finanziamento previsto 895 milioni rispetto al 1,26 miliardi del 2018)

Oltre all'aspetto economico, questa impostazione trasmette un messaggio di "passo indietro" su vari fronti: sviluppo di cittadinanza europea; crescita solidale tra culture diverse; identificazione valoriale su larga scala, proprio su quelle azioni per le quali, vista l'altissima percentuale di utilizzo dei fondi, è stato sollecitato da più parti l'impiego di maggiori risorse.

Certo, oggi il contesto è quello della paura o del blocco degli spostamenti ma il tema riguarda che tipo e che dimensione di futuro la programmazione europea vuol costruire. Non c'è infatti solo il rischio di minori risorse per programmi importanti, ma qualcosa di più profondo che tocca due elementi su cui poggia l'Unione e che impattano sul senso dello stare insieme, che 75 anni fa ha portato Stati diversi a unirsi: il sostegno alla libera mobilità di persone, competenze, aziende e l'investimento sul capitale umano.

I giovani sono la categoria più colpita dalla crisi pandemica, "Erasmus", "Europa Creativa" e "Corpo Europeo di Solidarietà" sono strumenti che realizzano un investimento sulle persone determinando che lo spazio europeo sia tra i più istruiti e ricchi del pianeta: allargare la loro forza di impatto è quello che serve, non diminuirla. Tagliare i fondi al programma "Erasmus", che non comprende solo la famosissima mobilità per studenti, ma anche attività rivolte a lavoratori, giovani, associazioni e all'educazione non formale, è un punto debole della proposta della Commissione che invece vuol parlare al futuro. Le dichiarazioni con cui von der Leyen ha fatto riferimento all’importanza delle nuove generazioni, non trovano corrispondenza in questa scelta. #NextGenerationEU è un piano positivo ed ambizioso, allora perché limitare l'investimento su parte rilevante del futuro? "Engage, Connect, Empower", perché tradire le tre parole chiave della European Youth Strategy 2019/2027?

Sottoscrivendo questo appello, chiediamo che:

- il Parlamento Europeo riporti il budget complessivo dei tre programmi UE alla proposta del  2018
- Commissione Europea e Consiglio Europeo accettino la proposta, contribuendo ad un accordo sulla nuova programmazione UE 2021/2027
- I fondi ripristinati sui tre programmi siano destinati a progetti speciali che sviluppino iniziative utili ad affrontare eventuali, nuovi momenti di crisi sociali
- le Istituzioni europee sostengano programmi e politiche pubbliche che promuovano la libera mobilità per persone, merci, competenze come elemento qualificante dell'UE
- le Istituzioni europee sostengano tutte le iniziative pubbliche e private finalizzate a formazione e valorizzazione del capitale umano, in particolare quello giovanile.

“Erasmus ","Creative Europe","European Solidarity Corps" are likely to be the first European victims of the pandemic. Three important EU mobility programs have suffered a reduction in funding in the 2021/2027 proposal of  Recovery Fund presented by President Ursula von der Leyen.

Today, as a matter of fact, the financing proposals of the three programs compared to the 2018 draft are:
- 5.4 billion euros less for "Erasmus" (foreseen funding 24.6 billion compared to 30 budgeted in 2018)
- 330 million euros less for "Creative Europe" (expected funding 1.52 billion compared to 1.85 in 2018)
- 365 million euros less for the "European Solidarity Corps" (expected funding 895 million compared to 1.26 billion in 2018).

In addition to the economic aspect, this approach conveys a "step back" message on various fronts: development of European citizenship; growth in solidarity between different cultures identification of values on a large scale, precisely on those actions for which, given the very high percentage of use of funds, many parties have urged the use of more resources.

Of course, today we live in a context of fear and travel restrictions, but the issue is also what type and what future dimension the European programming wants to build. However, there is not only the risk of fewer resources for big programs, but there’s also something deeper: support for the freedom of mobility of people, skills, companies and investment in human capital. And these are the two elements that 75 years ago brought different States to join the Union and that are still relevant in our being together.

Young people are the most affected by the pandemic crisis; "Erasmus", "Creative Europe" and "European Solidarity Corps" are the right instruments to invest on people, allowing the European space to be among the most educated and wealthiest place on the planet: it is needed to strengthen their impact, not to decrease it. "Erasmus" program not only includes the well-known student mobility, but also activities aimed at workers, young people, associations and non-formal education; cutting funds would be a weak point of the Commission proposal which instead wants to speak to the future. President von der Leyen referred to the importance of the new generations: this does not match with this choice. #NextGenerationEU is a positive and ambitious plan: why should we limit the investment of a significant part of our future? "Engage, Connect, Empower", why betray the three keywords of the European Youth Strategy 2019/2027?

By signing this petition, we ask:

- the European Parliament to bring the overall budget of the three EU programs back to the 2018 proposal
- the European Commission and the European Council to accept the proposal, contributing to an agreement on the new EU 2021/2027 programming
- to have the funds restored on the three programs to be destined to special projects to develop useful initiatives to face possible new moments of social crisis
- the European institutions to support public programs and policies that promote free mobility for people, goods, skills as a qualifying element of the EU
- the European institutions to support all public and private initiatives aimed at training and valorising human capital, especially youth capital.
