Signature petition to request adoption of written opinion that plan of collecting soil from the southern part of the Okinawa Island should be abandoned.

Purpose of request
As a humanitarian issue considering the feelings of bereaved families not only in Okinawa but also in Japan and abroad, we urge the government to abandon the soil collection plan for landfill from the southern part of the Okinawa Island.

Reason for request
In the past, Tomigusuku City resolved to abolish nuclear weapons and declared peace with the aim of everlasting peace, hoping for the abolition of nuclear weapons from a humanity standpoint, overcoming differences in all ideas and beliefs, with the perspective of protecting the "sanctity of life."
As a Tomigusuku citizen who has lived in Tomigusuku City, which seeks peace, the rejection of the "statement of opinion not to use soil and sand that may contain the remains of war victims in the Battle of Okinawa for landfill" on March 26 is very hurtful and has caused a lot of pain.

The Battle of Okinawa is the only ground battle involving civilians in Japan, and in Okinawa, collecting soil and sand which might contain the remains of victims from the southern part of the main island should not be considered from a humanitarian point of view. In other municipalities as well, a written opinion that the sediment collection should be abandoned has been approved, and the interest of Okinawan citizens is growing high.

The soil and sand in the southern part of the main island is currently filled with ashes and human remains that have not yet been memorialized, and it is a silent blasphemy for the dead to use the soil and sand that may contain the remains of war victims from the fierce battlefield.

I am deeply concerned that the parliament, which is the representative of Tomigusuku citizens, rejected the "statement of opinion not to use soil and sand that may contain the remains of the war victims in the Battle of Okinawa for landfill." As a serious humanitarian issue that should consider the feelings of victims families not only in Okinawa but also in Japan and abroad, we should not collect landfill soil from the south.

For the above reasons, we request that an extraordinary parliament to be held and a written opinion be adopted at the initiative proposed by a member of the Diet.

Opinion of the request to abandon the sediment collection plan from the southern part of the main island of Okinawa

Therefore, the city council considering the war victims and the feelings of their families and the prefecture citizens, ask the government as follows.

1. The Japanese government should take the initiative in collecting the remains of the war victims.

As mentioned above, we submit a written opinion in accordance with the provisions of Article 99 of the Local Autonomy Law.
