On the 29th of March 2021, Firuddin Sadigov of Ganja city has viciously killed a dog called Canavar. It was a friendly and completely harmless dog. Ganja is a city in the Republic of Azerbaijan.
Firuddin Sadigov is known to many as the person who has been shooting stray dogs every morning for 28 years. 28 years of barbaric and vicious killings of innocent dogs.

Azerbaijan has signed the European Convention for the Protection of Pet Animals on the 22nd of October 2003 and ratified it on the 19th of October 2008. Since 1st of May 2008, the Convention is in force in Azerbaijan. The signed Convention aims to better the well-being of pet animals and to promote the protection of them. Furthermore, the Convention stresses the social value of pet animals and emphasizes a relationship between pet animals and humans. According to Article 274 of the Code of Administrative Offenses of the Azerbaijan Republic, if an animal dies or is mutilated as a result of ill-treatment, the guilty person is fined up to 500 AZN.
Clearly and undoubtedly, Firuddin Sadigov is a criminal who violated the Convention (which Azerbaijan has signed) and the Law of the country whose citizen he is. Sadigov has been killing stray dogs for 28 years. He has never been punished even after he openly and proudly accepted the killings.
I demand an immediate arrest of Firuddin Sadigov as he poses a risk to public safety. The person who has been killing dogs for 28 years on a daily basis cannot be mentally healthy, and therefore, he needs to be isolated from the general population.
In addition, a 500 AZN fine is clearly not enough for the years of killings, and it does not appeal to us. Azerbaijan claims to be a civilized country that held various international contests such as Eurovision, 2015 European Games, etc. The 500 AZN fine for the years of killings is a violation of the signed European Convention for the Protection of Pet Animals, as it violates the protection of pet animals, and does not promote the protection of them. As an example, in Europe, ‘’acts of cruelty, serious injury: €30,000 fine and/or two-year jail sentence. However, Firuddin Sadigov has been practicing the killings for 28 years, and, it is indeed a ‘’subsequent offense. Moreover, his offenses were consciously inflicted while the animal was alive.
Considering the facts listed above, I demand an immediate arrest of Firuddin Sadigov, and I demand a fair sentence for the murders he has been committing for years.
