"I currently live in Illinois. I have worked as a piano teacher both in the US and in Japan and paid Japanese National Pension when I was working in Japan. I have been receiving Japanese National Pension since the age of 65. When I applied for US Social Security Benefit I was asked to submit proof of receiving Japanese National Pension. I submitted the proof at the age 66 upon the application of Social Security Benefit and then I was shocked to find out that the amount of Social Security Benefit was reduced because of Japanese National Pension. Before SSA started paying me the pension benefit it took about one year to translate and review the document issued by Japan Pension Service and SSA notified me that the calculated reduction was 27%. I filed a complaint for the reconsideration and am still waiting for the resolution. I really hope that SSA will correct the miss-application of WEP for those who receive Japanese National Pension."

Social Security Office is incorrectly applying WEP (Windfall Elimination Provision) to Japan's National Pension. According to the SSA Program Operations Manual Systems (POMS) the foreign pensions based totally on non-work factors are not subject to WEP. It is clear that Japan's National Pension fits into this category. Those who receive Japan's National Pension are incorrectly discounted on the SSA payout.

If you give us your support we will send the following letter to Commissioner Kilolo Kijakazi:

"I petition for a retroactive and immediate removal of the WEP application to Japan’s National Pension System. Foreign pensions based totally on non-work factors are not subject to WEP. It is clear that Japan’s National Pension fits into this category.
I appreciate it if Social Security Office would recognize this and take corrective actions against those who have suffered from this misapplication of WEP provision to Japan’s National Pension. Thank you for your consideration."

「イリノイ州在住です。日本、米国共に自営業のピアノ教師として年金を積み立てました。日本の国民年金を65歳より受給しております。Medicareの申請の折、アメリカの年金申請時に日本の年金を受給している場合は証書を持ってくるよう言われ、66歳の申請時に持参しました。その時初めて、アメリカの年金が減額されるのを知らされて、愕然といたしました。その上、英訳に時間がかかり、1年後にやっと計算された金額（約27％減）の知らせがあり、受給が開始されました。
現在年金額の決定を不服としてRECONSIDARATIONの申請を出している状況ですが、一日も早くWEPの国民年金への誤適用の解消の実現を心より願っております。」

やっと年金受給年齢に達したので、これからは年金を糧に老後の生活をとソーシャルセキュリティーオフィスで年金受給の手続きをすると、突然米国年金の一部、最大498ドル（2021年の実績）が毎月減額される事態に愕然。そんな事態が事実として大半の日本の年金受給者の間で起きているのです。このような驚愕の事態が発生しているのはWEPというSSA（社会保障庁）の規定に依るものです。若い時からコッコツと払い込んできた日本の年金が、米国年金の減額という方法で減額されてしまっています。

ここで問題となるのは、ＷＥＰの規定に依れば国民年金は明らかにWEPの対象外です。米国のお住いの日本人の大半は国民年金に加入されており、ＷＥＰの国民年金に対する誤適用が改善されれば日本人にとり大きな福音となります。
