Why this petition matters

India has suffered through hundreds of terrorist attacks all over the country since the 1990s.  Overwhelming majority of the attacks were sponsored and funded by the Pakistan Military.  On 26th November 2008, the city of Mumbai was attacked by gunmen wielding AK-47s and grenades, indiscriminately killing hundreds of innocent people.  In spite of UN designations and overwhelming evidence, the government of Pakistan has not extradited or punished the proven perpetrators of this crime.  Since then, there have been even more terrorist attacks in India, committed by groups such as Laskhar-E-Taiba (LET), and Jaish-E-Muhammed(JEM).  These groups are freely operating and raising funds in Pakistan, often with state security support.  Just a few days ago, a suicide bomber affiliated with JEM blew himself up, killing 44 CRPF personnel in the process.

The Pakistan government has continued to be in violation of international law and norms, by refusing to act against known terrorist organizations.  It does so, in the hopes of pressurizing India into making territorial concessions.  

  War would lead to meaningless bloodshed, and nuclear weapons make it a even deadlier proposition.  But its the responsibility of the Indian government to utilize all means at its disposal to protect its citizens.  To that end, the Indian government needs to pass legislation applying a flat additional tax on revenue generated in India by any corporation that does business with Pakistan.  Proceeds generated from the tax to be utilized to fund security improvements in public spaces in India, and to fund services to victims of terror attacks.  The punitive tax should remain in effect, until the Indian parliament is able to certify that Government of Pakistan has changed its policy and is keeping its commitment in combating the scourge of terrorism.  Starting with the extradition of the perpetrators of the 26/11 attacks - Zaki Lakhvi and his co-conspirators.   

Implementing a tax like this will incentivize global corporations to join India's efforts to get the government of Pakistan to fulfill its legal obligations, if they wish to continue doing business in Pakistan.  Alternatively, by shutting down its offering in Pakistan, they will also aid the efforts of the global civilized comity of nations in getting a rogue government to fulfill its obligations.
