Beste mevrouw Chovancová,

Wij, inwoners van België, richten ons tot u met een gevoel van diep medeleven, maar ook van verontwaardiging over het politieoptreden tegen uw man, Jozef Chovanec. Wij delen in het verdriet over zijn dood. We hebben diep respect voor de verscheurende keuze die u maakte om de beelden van het politiegeweld in de cel op de luchthaven van Charleroi openbaar te maken. Zonder die keuze was alles ongeweten gebleven. Nu we de beelden gezien hebben, willen we u niet alleen laten. Misschien kan dit schrijven, dat we aan onze medeburgers ter ondertekening voorleggen, daarbij een steun zijn.

Een mens in psychische nood heeft recht op snelle, adequate medische hulp. De beelden van wat gebeurd is, vervullen ons dan ook met afschuw. Het disproportionele geweld en de denigrerende uitspraken en de Hitlergroet daarbij, zijn stuitend. In een rechtsstaat moet ieder erop kunnen vertrouwen dat de politie haar monopolie op geweld uiterst gewetensvol hanteert. Wat uw man overkwam, toont een totaal ander beeld.

Bij zo’n laakbaar gedrag was een snel en diepgaand onderzoek geboden. Voor u en alle nabestaanden. Maar verder ook voor de politiemensen die, net als wij, walgen van zo’n geweld. Interne controle moet er garant voor staan dat incidenten niet worden geminimaliseerd of toegedekt. Het is aan het parket zaken zoals de dood van uw man ernstig en grondig te onderzoeken, en binnen een aanvaardbare termijn. Dat u tweeënhalf jaar helemaal in het ongewisse bent gelaten, is onmenselijk. Het doet vermoeden dat maar weinig onderzoeksdaden zijn verricht.

Het parket komt nu alleen met de mededeling dat het onderzoek nog loopt en dat er geen enkel bewijs is dat het politiegeweld de dood van uw man heeft veroorzaakt. Dat is niet alleen hoogst ongewoon, het is choquerend, een rechtsstaat onwaardig. Hoeveel is een mensenleven voor overheidsinstanties waard, vragen wij ons af, in het besef hoe vreselijk het is dat we ons die vraag moeten stellen. De ondraaglijke lichtheid waarmee de hoogste verantwoordelijken van politie, gerecht en politiek hun verantwoordelijkheid van zich afschuiven, is vreemd. ‘Wie beschermt wie?’, vroeg u zich terecht af in het interview in het tv-programma ‘Terzake’.

We vragen met aandrang dat het Belgische en Europese parlement zich als bewaker van de democratische rechten hierover buigen. De verantwoordelijkheden en de verantwoordelijken moeten genoemd worden. Te meer omdat nog anderen in ons land het slachtoffer zijn geweest van dramatische politie-interventies. Er is transparantie en democratische controle nodig op de werking van politie en justitie. Om het recht van elkeen op respect, veiligheid en gerechtigheid te garanderen.
We zullen niet nalaten het beleid erop aan te spreken de verschillende stappen in ons veiligheidssysteem onder het licht te houden en preventieve maatregelen te nemen. Menselijke waardigheid verdraagt geen uitstel. Wij willen een samenleving waar "hart" boven "hard" gaat.

Wij vragen het opdat geen mens nog ooit het vreselijke onrecht zou meemaken dat uw man is overkomen. Wij wensen u veel sterkte en verbondenheid.

Dear Madam

We, the people of Belgium, address you with feelings of deep sympathy, but also with indignation concerning the police action perpetrated against your husband, Jozef Chovanec. We share in your grief over his death. We would like to express our deepest respect for the heart-breaking choice you made to make the camera footage of the police violence in the airport prison cell in Charleroi public. Without that, everything would have stayed unknown. Now that we have seen the images, we would like to stand by your side. With this letter, that we opened to our fellow citizens for signature, we hope we can offer you some support.

Every human being in psychological distress is entitled to rapid and adequate medical help. Therefore, the images of what happened to your husband, fill us with horror. The disproportionate violence and the derogatory statements along with the Nazi salute are all highly repugnant. In a constitutional state everyone should be able to trust that the police applies its monopoly on violence with the utmost conscientiousness. What happened to your husband, showed us a very different picture.

In the case of such reprehensible behaviour a fast and thorough investigation was required, for you and all of your family, as well as for those police officers who share our disgust for such displays of violence. Internal control should guarantee that incidents such as this are neither minimised nor covered up. It is the duty of the public prosecutor’s office to take cases such as the death of your husband seriously and to submit them to an in-depth investigation within an acceptable period of time. The fact that you have been kept in the dark for two and a half years is downright inhumane. Moreover, it raises the suspicion that only few acts of investigation have been conducted.

As for now, the public prosecutor’s office has made the sole announcement that the investigation is still ongoing and that there is no proof whatsoever that police violence caused the demise of your husband. Not only is that highly unusual, it is chocking and unbecoming a constitutional state. It leads us to wonder how much a human life is worth to our public authorities, in full awareness of how awful it is to have to ask ourselves that question. The unbearable lightness with which the highest representatives of police, justice and politics shift their responsibility is unsettling to say the least. In the TV show ‘Terzake’ you legitimately questioned “Who is protecting who?”.

We urge the Belgian and European Parliaments to look into this case as defenders of democratic rights. Responsibilities and the people responsible should be named, all the more because still others have fallen victim to dramatic police interventions in our country. Transparency and democratic control of the functioning of police and justice are necessary to guarantee the fundamental right of each and every human being to respect, security and justice.
We shall not fail to call on our policy-makers to review the different steps in our security system and to take preventive measures. Human dignity can brook no delay. We ask for a society in which ‘heart’ goes above ‘hard’.

We ask for all of this so that no human being should ever be submitted to the terrible injustice that happened to your husband. We wish you all the strength and solidarity in the world.
