ขอเรียกร้องให้ประกาศภาวะฉุกเฉินด้านสภาพภูมิอากาศเดี๋ยวนี้ และพันธะสัญญาเพิ่มพลังงานหมุนเวียนเป็น 100 % ภายในปี พ.ศ. 2583

ถึง รัฐบาลไทย, นายกรัฐมนตรี และรัฐมนตรีกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม

ภัยแล้ง น้ำท่วม ไฟป่า พายุฤดูร้อน มลพิษทางการอากาศที่พุ่งพรวดพราด เราล้วนสัมผัสกับเหตุการณ์ทั้งหมดนี้มาแล้วในปี พ.ศ. 2562 ดังนั้นเราจึงขอเรียกร้องให้รัฐบาลไทยประกาศภาวะฉุกเฉินด้านภูมิอากาศเดี๋ยวนี้ ประเทศไทยต้องตั้งเป้าหมายเพื่อเพิ่มสัดส่วนพลังงานหมุนเวียนเป็น 100 % และกำจัดเชื้อเพลิงคาร์บอน (decarbonise) ภายในปีพ.ศ. 2583 ด้วยการถอนการลงทุนในเชื้อเพลิงฟอสซิล และกำจัดถ่านหินภายในปี พ.ศ.2573 เพื่อจำกัดการปลดปล่อยคาร์บอน และจำกัดผลกระทบจากการเปลี่ยนแปลงสภาพภูมิอากาศที่มากไปกว่านี้

เรากำลังประสบกับภาวะภัยแล้งที่สุดในรอบ 10 ปี คุณยังจำเหตุการณ์ในปี พ.ศ. 2554 ได้ไหม เมื่อเราถูกจู่โจมด้วยอุทกภัยที่เลวร้ายที่สุด ทำให้ประเทศไทยเสียหายถึง 1.4 หมื่นล้านบาท และส่งผลกระทบกับประชาชนถึง 13 ล้านคน และในระหว่างปีเหล่านั้น ยังมีพายุรุนแรงและฝนตกหนัก ยังไม่รวมถึงมลพิษทางอากาศที่พุ่งพรวดพราดในช่วงต้นปีนี้ และสัปดาห์แห่งไฟป่าที่เผาผลาญป่าไปแล้วกว่า 15,000 ไร่ และปัจจุบันยังนับกันไม่เสร็จ นี่ไม่ใช่เหตุบังเอิญ แต่เป็นการเปลี่ยนแปลงสภาพภูมิอากาศ และการยังคงดำเนินไปตามระบบและแผนพลังงานปัจจุบันจะเป็นต้นทุนในอนาคตของเรา

เพื่อแก้ปัญหานี้ เราไม่ต้องการถุงทรายหรือทำฝนเทียมมากขึ้น เราต้องการระบบและการพัฒนาที่จะเปลี่ยนแปลงอย่างเบ็ดเสร็จ ณ ตอนนี้ เพราะถ้าประเทศไทยไม่ลงมือทำตอนนี้ การเปลี่ยนแปลงสภาพอากาศจะทำให้เราอดอยากโหยหิว จมน้ำ หรือฆ่าเรา 

ด้วยเหตุการณ์ผิดปกติที่ถาโถมเข้ามา คลื่นน้ำจากพายุที่ถี่และรุนแรง ระดับน้ำทะเลที่สูงขึ้น และการจัดการน้ำที่แย่ เราจะมิเพียงเผชิญหน้ากับอุทกภัยและภัยแล้งถี่ๆ เท่านั้น แต่จะรุนแรงสุดขั้วมากขึ้น การขาดแคลนน้ำและอาหาร ยังไม่รวมถึงภาวะเครียดจากความร้อน การบาดเจ็บ โรคทางน้ำ และการโยกย้ายถิ่นฐาน ภายในปี พ.ศ. 2573 กรุงเทพอาจจมอยู่ใต้น้ำอย่างสมบูรณ์และถาวร

ในนามกลุ่มเยาวชนและพลเมืองชาวไทย รวมทั้งผู้เดินขบวนเพื่อปกป้องสภาพภูมิอากาศและนักวิทยาศาสตร์อีกนับล้านคน Climate Strike Thailand ขอเรียกร้องให้รัฐบาลไทย 1) ประกาศภาวะฉุกเฉินด้านภูมิอากาศในประเทศไทย ในฐานะก้าวแรกที่จะลงมือทำเพื่อแก้ปัญหาสิ่งแวดล้อมทั้งหมดที่ปรากฎอยู่ นอกจากนี้ เราขอกระตุ้นเตือนให้ประเทศไทย 2) กำจัดโรงไฟฟ้าถ่านหินทั้งหมดภายในปีพ.ศ. 2568  และ 3) บรรลุเป้าหมายส่วนแบ่งพลังงานหมุนเวียนอย่างน้อย 50% ภายในปีพ.ศ. 2568 และ 100% ภายในปี พ.ศ. 2583 

กรกฎาคม 2562 เป็นเดือนที่ร้อนที่สุดบนพื้นโลก จากบราซิลถึงไซบีเรีย ป่าไม้ถูกเผาเนื่องจากความแห้งแล้งและความไม่ใส่ใจดูแลรักษา พันธะสัญญาด้านพลังงานเหล่านี้จะเป็นจุดเชื่อมต่อภาวะวิกฤตและทำหน้าที่เป็นยาแก้และเป็นดวงประทีปแห่งความหวังแก่ชุมชนโลกว่า (ป่าไม้) ทั้งหมดนี้จะไม่สูญหายไป 

ในฐานะพลเมือง เราจ่ายภาษีและลงคะแนนเสียงเลือกตั้งรัฐบาลที่จะมาดูแลเรา ในฐานะรัฐบาล มันเป็นหน้าที่การงานของรัฐบาลในการจัดหาหนทางให้เราดำเนินชีวิตแบบปลอดคาร์บอน และเป็นงานของคุณที่จะทำให้พวกเรา, โดยเฉพาะเยาวชนรู้สึกมั่นใจ

Demanding a climate emergency now and commitment to 100% renewable energy share by 2040
To the Thai government, Prime Minister, and Minister of Natural Resources and Environment

Droughts, floods, wildfires, tropical storms, spikes in air pollution… Already in 2019 we have experienced all of these, and so we call on the Thai Government to declare a climate emergency now. Thailand must set a target for 100% renewable energy share and decarbonise by 2040, by divesting from fossil fuels and phasing out coal by 2025 to limit carbon emissions and further climate change impacts.

We are now having our worst drought in a decade. Do you remember 2011, when we were hit with the worst flood ever, costing Thailand THB1.4 trillion and affecting 13 million people? And for all the years in between, there have been extreme storms and heavy rainfall. This is not to mention the spikes in air pollution earlier this year, and the weeks of wildfires currently burning away 15,000 rai and counting. These weren’t coincidences--this is climate change, and to continue with our current system and energy plan will cost us the future.

We don’t need more sandbags and artificial rain-making to bandage the problem. We need our system and development to change entirely, right now. Because if Thailand doesn’t act now, climate change will starve, drown and kill us.

With irregular precipitation events, increased intensity of storm surges, rising sea levels, and poor water management, we will continue to face not only more frequent floods and droughts, but even more extreme ones. Food and water scarcity will hit us all, not to mention heat stress, injuries, water-borne diseases, and displacement. By 2030, Bangkok could be underwater completely, and permanently.

On behalf of Thailand’s youth and citizens, as well as over a million climate strikers and scientists, Climate Strike Thailand demand from the Thai government to 1) declare a state of climate emergency as a first step to acting on all existing environmental solutions. Furthermore, we urge Thailand to 2) phase out all coal power by the year 2025, and 3) achieve at least 50% renewable energy share by 2025 and 100% by 2040.

July 2019 was the hottest month ever on Earth. From Brazil to Siberia, forests are burning due to droughts and disregard for their preservation. These energy commitments would come at a critical juncture and serve as a welcome antidote and beacon of hope to the international community that all is not lost. 

As citizens, we pay taxes and vote for a government that will serve us. As the government, it is their job to provide us ways to live carbon-free and it is your job to ensure that we, especially the youth.

While all individuals can create important incremental impacts from lifestyle changes, the biggest changes have to come from corporations and the government. As citizens, we can all act collectively by demanding that change. By signing this petition, you are expressing your basic human right to a better life today and a livable planet for our future.
