Coronavirus has caused a pandemic, and the response in the USA has been unacceptable. It must never happen again. A mandate must be made, that have guidelines that government must follow during this pandemic and any future waves of this disease or any other epidemic or pandemic level outbreak.

COVID-19 must be eradicated, and never seen again at this level.

The formation of a committee in congress, with no ties to the administration at all, to gather data, follow a set of unchangeable steps, and enact certain acts automatically, as well as the daily dissemination of information from experts must be made now. 

Now is the time to fight COVID-19 with experts, not politicians. 

It's simple, at 100K cases of any disease, that hospitalization is necessary, anywhere in the world, or our country, a set of rules and steps that must be followed will be initiated. 

The federal government has no choice, those rules must be followed, when a pandemic is declared. 

1 The Defense Production Act will immediately be invoked at the Federal Level

2 A Panel of Experts, not elected officials will be gathered and deployed to assess the course of the disease and the likely outcomes

3 Federal response must happen within 7 - 10 days, for all states and localities. This is an emergency like any other and must be treated as such. 

4 Federal level management of all materials necessary to combat the disease must be in effect within 7 days

5 Disbursement of materials must happen within 7 days

6 Food Supply must be taken over by an agency for supply to all people in the country

7 Sanitary materials, wipes, cleaning fluids, non-medical clinical items, must be distributed by localities and kept ready by localities to treat, assist and mitigate disease.

8 All data related to the disease must be gathered by the federal government and provided to the public, everyday. The agency developing this data is independent and will have oversight only by congress and not the administration - a committee for data gathering will be formed (if not already).

To have an announcement of guidelines applicable to all fifty states completely independent of the leadership is paramount to avoid mass hospitalization community spread. The congress will invoke these guidelines, not the administration. There will be an immediate response through the agency, and by the guidelines in the mandate, for all outbreaks, large and small. 

Stay at home, hospital coordination and the gathering of data will all fall to the congress committee on mitigation and disaster response. States can be involed through the NGO and the individual governors can gather the data for the committee who will then disperse it on a daily basis through the disease mitigation team, made up of experts, not elected or appointed officials. 

We can never have a response like the one to COVID-19 ever again. Politics can not mitigate a disease, but it can weaponize it, and kill anyone, instead of the intended victims. Only doctors and scientists can mitigate a disease, from an independent view point.
