Allow the use of Class 1 E-Bikes at Loyce E. Harpe Park, formerly known as Carter Road
Why this petition matters
Currently, the use of Class 1 E-Bikes are not permitted at Loyce E. Harpe Park.
Many parks in the United States and throughout Europe allow the use of E-bikes at their parks. All evidence and studies at this point have shown that there is no greater risk to riders or to the trails by the use of these bikes.
Many riders choose to ride these bike due to leg/knee/hip or back injury. They also allow older riders to still ride the trails, encouraging them to stay active and enjoy nature.
Mountain Biking as a sport and recreation has exploded recently and it is difficult to get into most parks due to them reaching capacity. Loyce E. Harpe Park not allowing a group of riders impacts the capacity of other parks in the area whom openly welcome the use of E-Bikes and realize that there is no negative impact.
Current Florida law considers electric bicycles as no different than traditional bicycles as long as they require riders to pedal them before the electric motor kicks in to help propel the bike. Also, to be regulated the same as a bicycle, the electric motor must stop operating when the bicycle achieves a speed of 20 mph.
