UNESCO supports war?

We urge UNESCO to monitor Japan’s follow-up measures upon registration of the 23 Meiji modern industrial facilities in Japan.

According to the Constitution of UNESCO, it recognizes that ignorance of each other’s ways  and lives has been a common cause, throughout the history of mankind, of that suspicion and mistrust between the peoples of the world through which their differences have all too often broken into war; and that the peace must therefore be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind.

We urge UNESCO to thoroughly monitor Japan’s follow-up measures of July 2015, upon registration of the 23 Meiji modern industrial facilities, whether they accord with the peace that UNESCO pursues.

In 2015 upon the registration, UNESCO advised that Japan prepare an interpretation strategy to let people understand the entire history of each facility. (39th World Heritage Committee Decision)

The Japanese representative also acknowledged the forced labor in the 1940s,
and remarked that Japan would take steps to honor the victims (e.g. installment of information center).

However, this effort is not seen at all in Japan’s follow-up measures.

In 2017, Japan expressed “support for Japanese industry” instead of “forced labor”
and announced a plan to install the information center in Tokyo, not in the place where forced labor was carried out.

After the follow-up measures in 2019, Japan’s foreign minister stated,
“we were not asked to report on the issue of workers from the Korean peninsula.”

The Japanese government wants the cultural heritage stated above to be remembered only as a symbol of splendid modernization.

This is not the peace that UNESCO pursues. If we are ignorant of the human rights, pains and tears of Koreans, Chinese, POWs, and forced laborers who were sacrificed by expansionism, the human kind will not be able to be solidified together.

Therefore, we urge UNESCO to thoroughly monitor Japan’s follow-up measures and to make specific correction requests as follows.

1. In order to faithfully convey the entire history, UNESCO must demand Japan to state the role of the heritage of the Industrial Revolution in the World War Ⅱ era.

2. In order to make sure that the entire history is faithfully conveyed, UNESCO must request Japan to disclose the fact that there were forced labor and to establish the information center on the forced labor site, not in Tokyo.

우리는 UNESCO에 ‘일본 메이지 근대산업 시설 23개소’ 등재에 관한 일본의 후속조치 감시를 촉구합니다.

유네스코 헌장 전문은 서로의 풍습과 생활에 대한 무지는 인류 역사를 통하여 세계 국민들 사이에 의혹과 불신을 초래한 공통적인 원인이며, 이 의혹과 불신으로 인한 그들의 불일치가 너무나 자주 전쟁을 일으켰음을 인정하면서 평화를 잃지 않기 위해서는 인류의 지적․도덕적 연대 위에 평화를 건설하지 않으면 안 된다고 말합니다.


우리는 2015.7월 등재된 ‘일본 메이지 근대산업 시설 23개소’에 대한 일본의 후속조치가 UNESCO가 추구하는 평화에 부합하는지 철저히 감시해 줄 것을 요구합니다.

UNESCO는 2015년 등재 당시 일본 측에 각 시설의 역사 전체를 이해할 수 있는 해석 전략 마련을 권고한 바 있습니다.


(제39차 세계유산위원회 결정문) 이에 대해 일본 대표 또한 1940년대 강제노역 사실을 인정하고 인포메이션 센터 설치 등 희생자를 기리기 위한 조치를 하겠다고 발언하였습니다.

하지만 일본의 후속조치에서 이러한 노력은 전혀 보이지 않고 있습니다.

2017년에 일본은 강제 노역 대신에 일본의 산업을 지원하였다고 표현했으며, 강제노역이 실시된 장소가 아닌 도쿄에 인포메이션 센터 설치계획을 발표하였습니다.


2019년 후속조치 후 일본 외무상은 “옛 한반도 출신 노동자 문제에 관해 보고를 요구받은 것은 아니다”고 말합니다.

일본정부는 해당 문화유산이 화려한 근대화의 상징으로만 기억되기를 원합니다.


이는 UNESCO가 추구하는 평화가 아닙니다. 팽창을 위해 희생된 한국인, 중국인, 연합군 포로들, 강제노동자들의 인권, 아픔, 눈물에 무지하다면 인류는 함께 연대할 수 없기 때문입니다.

따라서 우리는 UNESCO가 일본의 후속조치를 철저히 검토하고, 적극적으로 아래와 같은 구체적인 시정 요구를 할 것을 촉구합니다.

1. 역사 전체를 충실히 전달할 수 있도록 산업혁명 유산이 제2차 세계대전에서 수행한 역할을 명시하도록 요구하여야 합니다.

2. 역사 전체를 충실히 전달할 수 있도록, 강제노동 사실을 분명히 밝히고, 도쿄가 아닌 강제노역장소에 인포메이션 센터 설립을 요구하여야 합니다.
