On February 22, 2019, Mr. Bradley Blackshire was shot at 15 times and killed by Little Rock Police Officer Charles Starks. Mr. Starks was found guilty of violating the Little Rock Police Department’s “Use of Deadly Force” policy. On May 6, 2019, Mr. Starks was terminated by the Little Rock Chief of Police.

Now, Mr. Starks is appealing Chief Keith Humphrey’s decision to terminate him. This is yet another example of a police officer abusing the use of deadly force policy and wanting their job back!
