2020年から、会計年度任用職員制度が施行されることになります。この制度によってNETや非常勤職員等の特別職職員の役職にも一定制限が加えられることになるでしょう。その結果、大阪府におけるNET(外国語英語指導員)制度は、この新しい制度には適さないことになり、大阪府教委は、新たに、新しい法に適するようにNET制度をどのように変えるかを決断しなければなりません。しかしながら、現在に至るまで、府教委は会計年度任用制度にどのようにNETが位置づくのかを明らかにしていません。

 府教委が検討している会計年度職員任用制度に合わせたNET制度改正は次のような条件を含んでいます。

  1. 一年契約(一年度まで)
  2. 自動的でない契約更新。NETの職は,公募で行なう。すなわち、1年以上働こうとすると毎年応募しなければならない。
  3. 毎年新たに任命されるので、給与はいつも初任給のままである。
  4. 週38.7時間以下の労働時間であるパートタイムの会計年度任用職員には、ボーナスがあるかもしれないが、必ずしも約束されたものではない。

労働条件の変更は、NETの大阪の高校での英語教育への価値と貢献を軽視するものである。多くのNETは幅広い教育経験を持っていて、熱心に英語教育に携わっています。NETは授業では、カリキュラムの改善、授業計画、教材、生徒の評価など広範囲にわたる責任を背負っています。NETの努力を認めず、契約を一年で簡単に打ち切ることができると考えるのはNETへの侮辱でしょう

 さらに、NETが長期的に授業や教育に関わることができないため日本人英語教員も通常の業務以外のNETに対する多大な責任を負うことになるでしょう。府教委も、毎年教員が変わることが生徒の教育に影響されると認めていますが、NETが毎年変わる事によって生徒も影響をうける事を認めるべきでしょう。NETが毎年変わると,生徒はNETとの長期的な関係を失うことになり,NETの方でも生徒を知る事が出来なくなり,したがって生徒の能力やパーソナリティに寄り添った指導ができなくなります。その制度変革の結果は大阪の英語教育の質を総じて悪化させることになるでしょう。

 私たちは、20年以上大阪の英語教育にNETが貢献した価値を認め、そして高校での英語教育の質を保つためにNETが常勤職になることを要求します。

From 2020, the Kaikei Nendo Ninyou Shokuin Seido (会計年度任用職員制度) Policy will come into effect throughout Japan, which will place restrictions on the kinds of positions that will be permitted as specialised staff. As a result, Osaka Prefecture’s Native English Teacher (NET) Program will no longer be covered, and the Board of Education (BOE) must decide how it will change the program to comply to these new laws. So far, despite the imminent introduction of these changes, the BOE has yet to announce how it will comply with these laws. 

One of the options that the BOE may take is changing the NET positions to the newly-formed Kaikei Nendo Ninyou Shokuin (KNNS) positions, with new conditions stating: 

  1. One-year contracts (maximum one fiscal year) 
  2. No automatic contract renewals - positions must be filled by public recruitment, meaning in order to work for more than one year, applicants must reapply for the position each year
  3. As a new appointee every year, salary will be starting salary
  4. Part-time KNNS positions (less than 38.75 hours a week) can be paid bonuses, but are not necessarily entitled to it.

These changes to working conditions would disregard their enormous value and contribution to English education in High Schools throughout Osaka. Many NETs have extensive teaching experience and have dedicated themselves to English education. NETs’ role in the classroom covers a vast range of teaching responsibilities; they are developing curriculums, designing lesson plans and materials, and evaluating students. To not recognise their efforts and suggest that they can be easily replaced yearly is simply insulting. 

Furthermore, without long-term NETs devising classes and instructing students, Japanese teachers of English will face an even larger workload as they will have to take on the countless responsibilities of NETs in addition to their regular workload. Just as the BOE recognises that students’ education is affected by constant, yearly transfers and avoids transferring teachers on a yearly basis, so too will students be affected if NETs change every year. With a new NET every year, students will lose the opportunity to develop longer-term relationships with their Native English teachers, and NETs will not know the students as well, and therefore will not be able to tailor their teaching to the students’ abilities and personalities. Ultimately, changes to the NET Program will detrimentally affect the overall quality of English education in Osaka. 

We demand that NETs are offered full time public servant positions in order to maintain the quality of English education in high schools and recognise the valuable contributions NETs have made for over 20 years to English education in Osaka.
