Sudan: Call for solidarity with the peaceful uprising of the people for freedom, equality and social justice

We, the signatories, citizens and Civil Society Organizations (CSOs) in the Middle East and North Africa (MENA) region, members of the Innovation for Change Network, international supporters of the Sudanese people, declare our full solidarity with the Sudanese people in their ongoing peaceful quest for freedom, human dignity, social justice and equality.

The peaceful Sudanese demonstrations began in December with sample slogans for social justice to move into demands for comprehensive political reforms that guarantee the protection of civil and human rights for all sudanese citizens without any discrimination.

Recently, many of the demonstrators and civil society activists were subjected to an organized repressive campaign that included arbitrary arrest, detention, torture, prosecution, harassment, and deliberate killing of civilians in a systematic escalation in an attempt to confiscate public freedoms, including the freedom of peaceful assembly. But this has only fueled the citizens in all parts of Sudan to continue advocating for their legitimate demands to build a prosperous future for all the people of Sudan.

In light of the serious situation in Sudan, we call on the international community, and  the United Nations in particular, to take urgent and strong measures in response to the grave and widespread violations of human rights and international humanitarian law committed by the authorities in Sudan. We also call upon the below measures to be taken:

• To ensure, in all circumstances, the capacity of civil society activists and human rights defenders to carry out their legitimate human rights work without fear of retaliation and without undue restrictions, including judicial harassment;
• The immediate appointment of a special rapporteur on the United Nations to monitor the human rights situation in the Sudan under item 4 with full authorization to monitor and document violations of international human rights and humanitarian law throughout the country and to submit periodic and public reports thereon;
• Strong condemnation of all forms of targeting and in particular the deliberate killing of peaceful protesters and civil society activists;
  To request the United Nations High Commissioner for Human Rights to establish a team of investigators with extensive investigation experience on the serious crimes and violations committed during peaceful demonstrations from the international law perspective;
• To urge the authorities in Sudan to allow journalists and media professionals, without restrictions, to carry out their work in covering the relevant gatherings and demonstrations by the Sudanese people and lifting all restrictions on the media and respect for press freedom;
• To urge the authorities to immediately confront all cases of impunity of officials, especially members of the military and police, as well as to redress victims and give them their full rights;
• To lift all restrictions on freedom of association and peaceful assembly and ensure the respect of Sudanese women’s rights and their legitimate right to a free and dignified life;
• To demand the release of all demonstrators, civil society activists and other activists arbitrarily detained by national security and urge the Sudanese authorities to revoke all repressive laws, including legislation allowing impunity for perpetrators of human rights crimes.

السودان: نداء تضامن مع انتفاضة الشعب السلمية من أجل الحرية والمساواة والعدالة الاجتماعية

نحن الموقعون أدناه على هذا النداء، مساندون دوليون، مواطنات ومواطنين ومنظمات مجتمع المدني في منطقة الشرق الأوسط وشمال افريقيا الأعضاء في شبكة الإبتكار للتغيير، نعلن تضامننا الكامل مع الشعب السوداني في كفاحه السلمي المستمر من أجل الحرية والكرامة الإنسانية والعدالة الاجتماعية والمساواة وبناء دولة المواطنة الحقة والمؤسسات  الديمقراطية.

لقد بدأت التظاهرات السلمية في شهر ديسمبر/كانون الأول الماضي برفعِ شعاراتٍ اقتصادية ومعيشية واجتماعيّة ثمّ سُرعان ما تحوّلت إلى المطالِبة بإصلاحات سياسية شاملة بضمنها حماية الحقوق المدنية والإنسانية لجميع المواطنين وبدون تمييز.

لقد تعرض الكثير من المتظاهرين وناشطي المجتمع المدني إلى حملة قمعية منظمة تضمنت الاعتقال التعسفي والتوقيف والتعذيب والملاحقات والتحقيق والمضايقات وكذلك القتل المتعمد بالرصاص الحي في تصعيدٍ ممنهج يستهدف المصادرة الكاملة للحريات العامة وبضمنها حرية التجمع السلمي ولكن هذا كله لم يؤدي إلا إلى إصرار المواطنين على مواصلة احتجاجاتهم السلمية في جميع أرجاء السودان وحتى تحقيق أهدافهم المشروعة وفي مقدمتها بناء مستقبل مزدهر لابناء الشعب كافة.

على ضوء الوضع الخطير في السودان، فإننا ندعو المجتمع الدولي وعلى وجه الخصوص الأمم المتحدة إلى إتخاذ خطوات قوية سريعة، ردا على الإنتهاكات الخطيرة والواسعة النطاق لحقوق الإنسان وللقانون الإنساني الدولي التي تقوم بها السلطات في السودان، وعلى وجه الخصوص القيام بمايلي:

• ضمان وفي جميع الظروف قدرة ناشطي المجتمع المدني ومدافعي حقوق الإنسان على القيام بعملهم المشروع في مجال حقوق الإنسان دون خوف من الانتقام وبلا قيود تذكر وبما في ذلك المضايقة القضائية؛
• التعيين الفوري لمقرّر خاص عن الأمم المتحدة يختص بمراقبة أوضاع حقوق الإنسان في السودان تحت البند 4 مع إعطائه التفويض الكامل لرصد وتوثيق إنتهاكات قانون حقوق الإنسان والقانون الإنساني الدوليين في ارجاء البلاد ورفع التقارير الدورية والعلنية بشأنها؛
• الإدانة الشديدة لكل أنواع الاستهداف بكافة أشكاله وخاصة عمليات القتل المتعمد للمتظاهرين السلميين وناشطي المجتمع المدني؛
• مطالبة مفوضة الأمم المتحدة السامية لحقوق الإنسان القيام بتشكيل فريق من المحققين من ذوي الخبرة الطويلة للتحقيق وبموجب القانون الدولي في الجرائم والإنتهاكات الجسيمة التي حصلت أثناء التظاهرات السلمية؛
• حث السلطات في السودان على السماح، دون قيود، للصحفيين والإعلاميين للقيام بعملهم المهني في تغطية التجمعات والتظاهرات السليمة التي يقوم بها الشعب السوداني ورفع جميع القيود المفروضة على الإعلام واحترام حرية الصحافة؛
• حث السلطات على المجابهة الفورية لجميع حالات حصانة المسؤولين وخاصة أفراد الجيش والشرطة وإفلاتهم من العقاب وكذلك إنصاف الضحايا وإعطائهم حقوقهم كاملةً؛
• رفع جميع القيود المفروضة على حرية تكوين الجمعيات والتجمع السلمي واحترام حقوق المرأة السودانية وحقها المشروع في حياةٍ حرة كريمة؛
• المطالبة بإطلاق سراح جميع المتظاهرين وناشطي المجتمع المدني وغيرهم من الناشطين الذين اعتقلهم الأمن الوطني تعسفياً وحث السلطات السودان على إلغاء كافة القوانين القمعية، وبضمنها التشريعات التي تسمح لمرتكبي جرائم حقوق الإنسان بالإفلات من العقاب.
