Please sign this petition to block SB 247, which could free Clovis Carver Library mass shooter Nathaniel Jouett after only 15 years and would re-traumatize victims. 

Main statement

This is a petition by the National Organization of Victims of Juvenile Murderers (NOVJM) to prevent New Mexico SB 247 from becoming law. SB 247 would make all juvenile criminals, even mass murderers like Nathaniel Jouett, eligible for parole after only 15 years in prison. After the 15 years have gone by, the offenders would be eligible for parole every 2 years. By mandating excessive numbers of parole hearings after only 15 years, SB 247 will deny justice and harm victims.   

NOVJM is dedicated to supporting people whose family members were murdered by juveniles. SB 247 will harm the victims we represent in 2 ways. First, it will deny justice by mandating parole eligibility after only 15 years. 15 years is a grossly lenient sentence for some crimes, such as the Clovis Carver Library shooting which left 2 people dead and 4 others, including a 10-year-old boy, injured. Under SB 247, the Clovis Carver Library shooter could be released after serving 2.5 years per victim. This is just not right. 

At the bottom of this petition, we list more examples of horrific crimes committed by juveniles. 

Second, SB 247 would mandate that juvenile felons like Jouett receive parole hearings every 2 years. Many victims understandably do not want to see the criminals who destroyed their lives released (this is explained further below). To prevent the injustice of parole, they participate in the parole process. This process forces victims to relive the crimes. They suffer nightmares, flashbacks, panic attacks, and other health problems. One parole hearing is traumatizing enough. But SB 247 would force victims to endure dozens of parole hearings. They would have to live knowing that even if they prevent parole this time, they will have to do it all over again after 2 years and then 2 years after that and 2 years after that. They would never get a break. To inflict this onto victims is beyond cruel. 

NOVJM asks that lawmakers consider victims. The victims, unlike the perpetrators, did not choose their situations. Vote NO on SB 247. 

Examples of serious juvenile crimes

Advocates of juvenile offenders often downplay and minimize crimes committed by juveniles. They characterize them as simply being "errors in judgment" or "mistakes." The reality is that some juveniles commit evil crimes with a complete understanding of the results of those crimes. 

* Nathaniel Jouett, 16, went on a shooting rampage at the Clovis-Carver Library in Clovis, New Mexico. He murdered two librarians, Wanda Walters, 61, & Kristina “Krissie” Carter, 48. The shooter injured four others including a 10-year-old boy.  Jouett had previously planned to shoot up his high school. * Alyce Slim, 63, took her 9-year-old granddaughter Tiffany Lee on a drive from Fort Defiance, Arizona to Tohatchi, New Mexico to visit a Native American medicine person. The grandmother and granddaughter came across two hitchhikers, Lezmond Mitchell and Johnny Orsinger, who were 20 and 16, respectively. Mitchell and Orsinger tricked Alyce into giving them a ride to Sawmill, Arizona. They planned to rob her of her truck. The assailants stabbed Alyce 33 times and murdered her. They placed Alyce’s dead body into the back of the car. They also forced Tiffany into the back seat and abducted her. The kidnappers took the child on a terrifying 30-40-mile drive into the Chuska Mountains. During the drive, Orsinger and Mitchell forced little Tiffany to sit next to her dead grandmother’s body. The men then stopped the car and ordered Tiffany outside of it. Mitchell told her to “lay down and die” and cut her throat twice. When Tiffany survived, Orsinger and Mitchell dropped large rocks on her head. They then severed the victims’ hands and heads from their bodies, buried the severed body parts, and placed their torsos in the woods. 2 months before murdering Tiffany and Alyce, Orsinger had committed yet another double murder involving carjacking, robbery, and kidnapping.

* Lucila Bojorquez, 36, and her 2 children, 6-year-old son Brandon and 7-year-old daughter Jenny got in their car in an apartment complex parking lot in Tucson, Arizona, to drive home. Ralph David Cruz Jr., 16, attacked the family, pointing a Glock .40 caliber handgun at them and demanding their car. When Lucila refused he shot her three times, pulled her dead body out of the car, and drove off with it, abducting the children. Cruz later murdered Jenny and Brandon by shooting them in their heads. He left the dead children’s bodies at an overlook at West Gate’s Pass in the Tucson Mountains.

* Jose Arredondo, 16, kidnapped 2-year-old Katherine Cardenas from her home after becoming enraged when the girl’s mother turned down his advances for sex. * Robert Houston was a 17-and-a-half-year-old resident of a group home for juvenile sex offenders—he had previously committed 2 knife-point sexual assaults. He tricked Raechale Elton, a 22-year-old student who worked at the group home, into giving him a ride to an independent living home where no other staff or residents were present. There, he attacked her with a knife and forced her to undress. Houston raped the young woman at knife-point as she begged him not to. He then slit her throat, tried to rip out her trachea, and stabbed her multiple times. According to Houston, he slaughtered Raechale because she would not stop screaming.

* Daniel Marsh, 15, invaded the home of Chip Northup, 87, and Claudia Maupin, 76. He stabbed the elderly couple to death and then disemboweled and dissected their bodies. He extensively planned the crime, wearing all black and wearing tape on his shoes so as to not leave footprints. * Johnny Freeman enticed 5-year-old Shavanna McCann with candy and lured her to a vacant apartment on the 14th floor of a housing project. Once in the apartment, Freeman, who was 3 months away from his 18th birthday, raped little Shavanna. Freeman then tried to kill Shavanna by throwing her out the 14th story window. But Shavanna was brave, and held on to the window’s ledge with her fingertips. The terrified child screamed for her mother. But she didn’t have a chance. She was stuck between a 14 story drop and a rapist who wanted to murder her. Freeman pried her fingers off the window ledge. This time Shavanna was not able to hold on to anything. The young child plunged 14 stories to her death on the hard ground below.

* One morning, Sherry West decided to stroll her 1-year-old son Antonio Santiago to the post office. As they returned home, they were confronted by 2 youths.  The older youth, 17-year-old De Marquise Elkins, pointed a gun at Sherry and demanded money. But Sherry had none to give him. Elkins then threatened to kill Antonio. Sherry begged the robber not to kill her baby. But her pleas for mercy were callously disregarded. Elkins shot Sherry in the leg before turning the gun on Baby Antonio. Sherry tried to cover her son, but the end came anyway for Antonio. Elkins shot him in between the eyes at point-blank range, murdering the infant execution-style.

* Billy Shafer was an extremely disturbed young man who had an interest in Satanism, sacrificed animals, and desired to become a serial killer. He became acquainted with a father and agreed to babysit the father's 5-year-old daughter Sara and his 3-year-old son. Shafer molested Sara, stabbed her, and shot her 3 timed in the head. He also cut open her torso, removed her insides, and cut satanic symbols into parts of her body. Shafer also planned to murder Sara’s father and brother as well, but was prevented from carrying out those additional murders when Sara’s father entered through the wrong door.

* Daniel Laplante, 17,  broke into the Gustafson family's home to burglarize it. Priscilla Gustafson and her 2 children, 7-year-old Abigail, and 5-year-old William, returned and interrupted the burglary. This is when the horror show began. Laplante first tied Priscilla to her bed and raped her. He then shot the pregnant nursery school teacher twice in the head, killing her and her unborn baby. Why do victims speak up at parole hearings?

Many people wonder why victims choose to go to parole hearings if it so painful. The answer cannot be easily explained to people who have not have their lives destroyed by violent crimes.

We should always remember that murder victims don't get "second chances." Many murder victims' families feel that it is unfair for the killers to enjoy the freedoms they robbed their loved ones of by killing them. Many victims also fear retaliation.

For non-victims who are reading this, imagine if your 2-year-old daughter was raped and strangled and beaten to death. Imagine if your mother was shot to death while working in the library. Imagine if your daughter was murdered and your 6 and 7-year-old grandchildren were kidnapped and murdered. Would you want to see the killers released?
