A major source of oil pollution comes from small engine maintenance. Tens of Millions of oil changes occur in the USA every year. This is a significant amount of oil. The economic incentive to recycle such small quantities of oil is insufficient, We suggest an oil bottle deposit program be implemented to encourage recycling. Only bottles filled with the used oil would be eligible for return of the deposit,

The bottles would be made of a plastic that can be easily separated from the oil and recycled into new bottles, and the used oil would be refined into new base stock. The recovered base stock would be used to make new oil.

We believe the value of the used oil would more than offset the cost of the bottle deposit system and may actually make a profit, while removing a major source of local pollution’
