Why this petition matters

We are petitioning to re-open California state parks and beaches for recreational fishing purposes only. We are not asking for a full re-opening of all functionality of said California state parks and beaches. The current closure of many state parks and beaches (i.e ones in San Mateo County, Sonoma County, Mendocino County) makes it impossible to fish without risking a hefty ticket. 

First, it is quite easy to identify a fisherman from a casual beach-goer. A casual beach-goer is not likely to carry around fishing rod(s) and full gear/bait. If needed, game wardens (who are licensed police officers as well) would be able to ask the individual(s) a few simple fishing-related questions, like "What kinds of fish can you catch along California's coastline?". Anyone who is there to actually fish would be able to give reasonable responses to these questions thus further distinguishing them from the casual beachgoer. 

Second, fishermen naturally practice social distancing. No fisherman wants to be competing with other fishermen for the same spot. Among fishermen, it is common etiquette to stay away and respect the distance from other fishermen if they have already occupied a spot. 

Third, many fishing areas are quite remote, and likely to be sparsely populated to begin with. As long as fishermen maintain distance from each other within their own group, we can maintain the regulations of the social distancing order previously issued. A routine check of fishing licenses (which include address information) would be able to distinguish if large groups of people who do not live together are congregating to fish (which would be unauthorized). 

Thank you for your time and consideration. Fishing is an enjoyable pastime that is effective in reducing stress caused by external factors such as the COVID-19 pandemic, and can also be a way to provide fresh, healthy food for families during this time. Stay safe, and tight lines!
