Dining rooms comes in all shapes and sizes.  If a store is big enough to allow for a few tables to open, then waiting for indoor dining may make some patrons think the indoor dining is never going to reopen.  Sometimes weather conditions aren't well suited for outdoor dining.  So I think it's best to open the cafes for 50% indoor dining.  That is if the size is right.  For the store in Kirkwood, we should open at least one table.  Keeping indoor dining closed until the vaccine is available to the general public is not good.  By waiting until the vaccine is open to the public, people will soon get the impression that the indoor dining is closed permanently.  Closing indoor dining permanently can be a big blow to sales.  Weather in some parts of this country can be unpredictable.  Some days in winter in some parts of the country, the wind chill temps can reach as low as 40 degrees below zero.  And that can really set off a severe illness outbreak.  It's really not good to make the public wait for nearly a year just to get in out of the cold weather.  It's not fair at all.  

 If someone ends up getting sick while trying to have their coffee, that person could end up having to stay home the next day.  And that is not good at all.  We know some cafes have small dining rooms that is because of the way the planners laid out the designs and they were mostly built long before COVID-19.  Plus if they have just gotten off of a public bus, and they have to wait for over an hour for the next bus, a stay in a warm dining room and enjoying some coffee would be much more pleasing than having to stand outside in bitter cold weather.  So it's either open indoor dining or up up umbrellas and set up outdoor heaters or light some fire pits.
