The United States of America currently incarcerates more of its citizens than any other country. To date, that number exceeds 2.5 million men and Women in local jails and detention centers, state and federal prisoners, with an annual cost of $80 billion to taxpayers. Many Of these men and Women are sentenced to decades of imprisonment for nonviolent offenses. Second Chance Quest, along with the prevailing thought of many Democrats and Republicans, that this nation will be best served if we implement "alternative sentencing" for nonviolent offenders. Former President Obama, states after visiting El Reno Federal Prison in Oklahoma in 2015. "We have a tendency sometimes to almost take for granted or think it's normal that so many young people have been locked up," he said. "It's not what happens in other countries." He further stated, "Mass incarceration makes our country Worse off and we need to do something about it." Mr. Obama commuted the sentences of 46 people. Stating, "If you're a low-level drug dealer, or you violate your parole, you owe some debt to society. You have to be held accountable and make amends. But you don't owe 20 years, you don't owe a life sentence." The New York Times reported in an article dated July 15, 2015, by Peter Baker. "Former President Bill Clinton on Wednesday disavowed part of his anti-crime legislation that he long considered one of his top accomplishments, concluding that it went too far in sending even minor criminals to prison for way too long.  Mr. Clinton further stated, "I signed a bill that made the problem worse, and I want to admit it." In an effort to reduce the prison population nationally, the ACLU was awarded a $50 million grant to reduce mass incarceration by George Soros' Open Society Foundation. Anthony D. Romero, the ACLU executive director, stated the goal of the Soros'-Funded campaign will be to reduce the U.S. prison population by 50 percent by 2020.

Second Chance Quest is a vehicle of alternative sentencing for nonviolent offenders. We envision those men and women to truly be given second chance in life, in that they can still pursue their childhood dreams of becoming a productive member of society, be it, a doctor, lawyer, etc. The price SCQ place on that endeavor is service in the Armed Services or an Adult Style Bootcamp for four years. Upon completion of the program and remaining crime-free for five years, one's criminal records will be expunged.

We are asking the public for their support in this endeavor in the form of their signed petitions. This petition will be forwarded to our Senators and Congressmen on Capitol Hill to propose implementing this program nationally.

SCQ believe the nation is best served if we take some of the $80 billion we spend annually and divert that money to train and better prepare those men and women to be productive members of society. It cost the nation far more to rearrest, prosecute, and house those individuals than to invest in them. The public is constantly footing the bill for the damage caused by those who make up that 77%, we should have a say in how that money is spent.
