Serious warning about Iranian prisoners' health

Prison in the Islamic Republic is where political and social activists, dissidents, and protesters of the regime are most likely to pass through it at least once, sometimes for weeks, sometimes for years, and sometimes for decades. But the complications of imprisonment do not end with the end of sentencing and sometimes stays with the individual for life. These complications range from changes in living conditions or relationships within the family to health complications, whether psychologically or physically, and sometimes a combination of these.

The state of health in the prisons of the Islamic Republic of Iran has been a subject of constant protests and criticism by inmates and human rights activists, and there have been numerous reports of deteriorating health conditions and treatment of sick prisoners.

Cases such as a long list of inmates' reports of inadequate medical care, as well as reports of deteriorating health conditions in prisons in the country have been published repeatedly and received public attention.

Most of these reports, however, relate to pre-mass arrests following the November 2019 protests. Prior to the arrests, which reportedly amounted to eight to fifteen thousand, the Islamic Republic's authorities claimed the prison population to be 2.5 times the capacity of the prisons, and it is conceivable that after the mass arrests following the recent protests, the prison population was in what a deplorable and warning condition.

Under normal circumstances, there is practically no such thing as quarantine in Iranian prisons, and even prisoners with diseases such as Tuberculosis, AIDS and Hepatitis are freely among other prisoners.

Now, with the emergence of the COVID-19 epidemic crisis in the country and due to the inability and neglect of the authorities to adopt health measures, this deplorable situation in our prisons has raised our grave concern about the situation of our fellow prisoners in the Islamic Republic of Iran's prisons. The world has clearly seen the record of the incompetence and cruelty of the Islamic Republic's authorities in dealing with peaceful street protesters as well as in the Ukrainian airliner, and it is unlikely that these records need any further documentation for our deep concern about the danger of a catastrophic spread of the Coronavirus infection and its associated damages.

We therefore urge all governments, international organizations and influential persons to call upon the Islamic Republic, by all means possible, to immediately release all political prisoners, protesters, journalists, social activists, dissidents and LGBTIs, as well as by raising health standards for other prisoners and do their best to prevent the spread of the disease in prisons.

هشدار جدی درمورد سلامتی زندانیان
زندان در جمهوری اسلامی جایی است که فعالان سیاسی و اجتماعی, دگراندیشان و دگرباشان و معترضان به نظام به احتمال زیاد دست کم یک بار گذرشان به آن میافتد ; گاهی برای چند هفته, گاهی برای چند سال و مواردی برای دههها. اما عوارض زندان با پایان دوران محکومیت تمام نمی‌شود و گاه تا پایان عمر همراه فرد باقی می‌ماند. این عوارض طیفی از تغییر در شرایط معیشتی و یا روابط درون خانواده تا عوارض جسمی و سلامتی , چه از بعد روانی و چه از نظر جسمی و گاهی ترکیبی از اینها را در بر می گیرد .
وضعیت بهداشتی و درمانی در زندانهای جمهوری اسلامی, موضوعی است که همواره مورد اعتراض و انتقاد زندانیان و فعالان حقوق بشری قرار داشته است و گزارشهای بسیاری از وخامت شرایط بهداشتی و رسیدگی به زندانیان بیمار منتشر شده است .

مواردی مانند فهرست بلند بالایی از گزارشهای عدم رسیدگی پزشکی به زندانیان و نیز گزارشهایی درمورد وضعیت اسفناک بهداشتی در زندانهای کشوربارها و بارها منتشر شده و مورد توجه افکار عمومی قرار گرفته اند.

البته اغلب این گزارش‌ها مربوط به پیش از دستگیری‌های گسترده در پی اعتراضات آبان ماه ۹۸ هستند. تا پیش از این دستگیریها که بنابر گزارشها به هشت تا پانزده هزار مورد می رسند, به ادعای مسوولین جمهوری اسلامی جمعیت زندانیان کشور دو و نیم برابر ظرفیت زندانها بوده است و میتوان تصور کرد پس از دستگیریهای گسترده درپی اعتراضات اخیر, تراکم زندانیان در چه وضعیت اسفناک و هشدار دهنده‌ای قرار دارد.

در شرایط عادی, عملا چیزی به نام قرنطینه در زندانهای ایران دیده نمیشود و حتی زندانیان مبتلا به بیماریهایی چون سل, ایدز و هپاتیت, آزادانه در میان زندانیان دیگر به سر میبرند.

اکنون و با بروز بحران اپیدمی کروناویروس 2019 در کشور و با توجه به ناتوانی و بی توجهی مسوولین در اتخاذ تدابیر بهداشتی, این وضعیت اسف بار زندانهای کشور, موجب نگرانی شدید ما درمورد وضعیت هموندانمان در زندانهای جمهوری اسلامی اسران شده است. جهان به روشنی سابقه بی لیاقتی و سنگدلی مقامات نظام جمهوری اسلامی را در برخورد با معترضان مسالمت جوی خیابانی و نیز درمورد هواپیمای مسافربری اوکراین دیده است و گمان نمیرود با این سابقه نیازی به ارایه مستندات بیشتری برای این نگرانی شدید ما درمورد خطر گسترش فاجعهآمیز ابتلا به عفونت کروناویروس و خسارت‌های جانی ناشی از آن وجود داشته باشد.

از اینرو از تمامی دولتها, نهادهای بین المللی و اشخاص صاحب نفوذ میخواهیم به هر وسیله ممکن از جمهوری اسلامی بخواهند فورا تمامی زندانیان سیاسی, معترضان, روزنامهنگاران, فعالان اجتماعی, دگراندیشان و دگرباشان را آزاد کند و نیز با ارتقای استانداردهای بهداشتی برای بقیه زندانیان, تمامی توانش را برای جلوگیری از گسترش این بیماری در زندان‌ها به کار ببندد.
