　松井大阪市長は『福島第一原発の汚染水はALPSで処理済み、汚染水ではない処理水だ、大阪湾に放出しても良い、トリチウムだけで無害』などと発言。

　汚染水はトリチウムだけでなくストロンチウム等も多く含まれており危険です。この暴挙を止めるため、署名をお願いいたします。

 

1、保管されている汚染水の実態

　下記のように、保管されている汚染水は危険であり、ALPS（汚染物質除去装置）の動作は不完全です。大阪市長・維新の会が言う、汚染水ではない、処理水である、汚染が残っていても再処理すれば海に放出できる、などに根拠がないのは明らかです。

①最も高濃度に含まれる放射性物質は、

　　■セシウム137　　829 Bq/L

　　■ストロンチウム90（ β線を出す核種） 　433,100 Bq/L

　　■すべてのβ線　954,300 Bq/L　

　　これはβ線を出す核種が他にも含まれることを示す

　　■トリチウム　1,621,000 Bq/L

②トリチウムに内部被曝すれば、細胞に取り込まれ遺伝子を破壊することが既に指摘されています。高濃度トリチウムが絶対に無害であると結論を出した研究などありません。

③半減期が極めて長い放射性物質として、テクネチウム99（214,000年！）、ヨウ素129（ 1,600,000年！）も含まれています。

 

 

2、大阪湾に汚染水を放出してはならない理由

大阪湾は閉鎖的水域、つまり海水が外洋に出て行きにくい性質を持つため、

①放射性物質はそこに長く留まります

②瀬戸内海へも拡散する恐れがあります。

③大阪湾～瀬戸内一帯の大切な海産物が汚染されます。

④放射性物質を含む水が陸地にも及べば、農産物も汚染するリスクがあります。

Stop the dumping of radioactive water from Fukushima Nuclear Power Plant into Osaka Bay! Fight for Safety of Seafood and Protect the Future Generation!

On September 17th 2019, Osaka Mayor Matsui Ichiro mentioned that he is willing to accept the discharge of the ALPS processed water into Osaka Bay. Osaka Prefecture is located in wester Japan and more than 700km away from Fukushima Nuclear Power Plant, one of the regions that were unaffected by the accident in Japan. Osaka Bay provides an abundant fish stocks for not only Osaka but also adjacent prefectures. It is a huge concern that this precious fishing ground might be polluted by numerous radioactive particles.

The ALPS (Advanced Liquid Processing System) processed liquid stored at Fukushima Daiichi Nuclear Power Plant contains highly concentrated tritium along with other radioactive particles. The ALPS is said to remove various radioactive particles from the damaged reactors except for tritium. However, the processed water still contains many radioactive particles, and it can be very dangerous to be released into the ocean.

Tokyo Electric Power Company, or TEPCO, released a detailed report on the ALPS processed water last year. In that report, the ALPS water had 1,621,000 becquerels of tritium, 829 becquerels of cesium-137, 433,100 becquerels of strontium-90 (numbers in per litre). Strontium-90 is a beta particle. Significantly, the total beta radiation of 954,300 becquerels per litre were detected in the ALPS processed liquid. This indicates that the water contains many other beta radioactive particles beside strontium. Other harmful radioisotopes found in the ALPS processed liquid include those that have an extremely long half-life. For example, technetium-99 has 214,000 years of half-life while iodine 129 has 1,600,000.

There is no scientific study that has proven the safety of highly concentrated tritium. Some people support government officials’ claim that tritium is safe, however they are doing so without reliable evidence.

Research has shown that Osaka Bay has a unique structure that prevents the water flow from going outside of the bay. Discharging the ALPS water into Osaka Bay would result in trapping the contaminated water and accumulating radioactive isotopes for a long time. Moreover, adjacent Seto Inland Sea might be also affected by the release of the ALPS processed liquid, and thus unique marine ecosystems and fish stocks within Osaka Bay and Seto Inland Sea will be severely affected. Also, long-term radioactive pollution of the ocean can cause spreading radioactive prticles into the land and damage agriculture.

Through contaminated seafood, radioactive particles enter into human body, and internal exposure to radioactive particles due to accumulation can impose a serious health risk. Discharging of the radioactive water into the Osaka Bay would threaten our health, loved one’s life and next generation.

We must not tolerate this lawless act. We will continue our fight until Osaka Mayor Matsui promises the withdrawal of the plan to discharge the radioactive ALPS water from Fukushima Nuclear Power Plant into Osaka Bay. Please support us by signing this petition.
