Where's Inner Mongolia?
Mongolic autonomous region in northern China, consisting of ethnic minorities living in their historic homeland. Upon separating them from their cousins across the border, amidst 20th century turmoils, the Chinese government had been executing assimilative policies ever since, especially in education. As a result, adoption of Mongolian language in all schools had plummeted, leaving only a few schools nowadays.

What's happening now?
Starting from this September, the government is planning to issue a new policy to completely migrate all curriculum to Chinese language. This act of eradicating the few remaining schools teaching in Mongolian, is causing a tremendous local uproar. Online petition to continue Mongolian language at schools gained a huge momentum, and the petition organizers handed interim results to the local education bureau at over 4,000 signers. Yet, there were no official reply from the government bureau, but the online petition had been quietly taken down from the internet. Now, there are complaints about online privacy breaches and social monitoring.

Why should I care?
The current issue goes above internal matters of a state on the following 2 grounds. We are organizing this global petition to increase awareness and inquire appropriate response from United Nations and Human Rights Movements.

1. Human Rights Breach
We want to recognize that there are families and children suffering due to their ethnic identity. Lack of mother-tongue in education system will cause communication barriers within households, poor academic performance and self-esteem culminating in a structural inequality in the local education system.

2. World Heritage Violation
Mongolian script (see, cover image) used for Mongolian studies is officially registered as an Intangible Cultural Heritage by UNESCO in 2013. The new policy rudely infringes this agreement as well as creating a cultural barrier between Mongolia and Inner Mongolia, cousins on different sides of the border.

Thus, we will not tolerate these actions anymore and hope you would also join this petition for peace and justice.

内モンゴルとは?
中国領土にあるモンゴル民族の自治区のことです。本来は万里の長城より北方はモンゴル民族の遊牧祖国であるものの、歴史のシワで20世紀に中国に統一される破目になりました。中国共産党は当初から中国語単一教育など同化政策を図り、結果としてモンゴル語は少数の学校でしか併用されていない現状に至っています。

何が起きたのか?
この度は、その少数の学校での科目すら改定され、今年9月より完全中国語でのカリキュラムに切り替わる方針であることが明らかになりました。地区民は本政策を最初から非難し、モンゴル語教育が継続されるよう、オンラインで賛同を集めました。4,000人を超える賛同が集まった段階で、現地教育局に公開書簡を提出したものの、賛同結果はインターネットから削除され、正式な返答はなく無言の対応が続いています。また、現地の批判者をオンラインなどで強く監視しているという不満の声もあがっています。

なぜ気にすべきか?
本件は1か国の権威を超える以下の2つの課題を孕んでいます。そのため、国連などに適切なご判断とご対応を仰ぐべく、国際的に救援依頼を発信しています。

1.少数民族の人権侵害
まずは母国語で教育を受けられず、純粋に困っている人々がいるという点です。普通に会話して自然に分かち合えない親子、子どもの教育遅れ・自尊心の低下、ひいては構造的な学歴格差など致命的な社会問題につながる恐れがあります。

2.世界文化遺産の毀損
モンゴル語教育で使われる縦文字（表紙画像をご参照）は2013年にUNESCOによって世界無形文化遺産として認定された貴重な遺産になります。今回の政策転換はその保護を酷く侵害する上、モンゴル国家と内モンゴル自治区というモンゴル民族間の文化交流を妨げる障壁になります。
