沖縄県の「国際性に富む人材育成留学事業」の継続を要望します！ 

概要：沖縄県が①事業再開のための基準を明確に示したガイドラインを作成し、②コロナ収束後、ガイドラインに基づいて国際性に富む人材育成留学事業を同規模で再開すること、を要望します。

 

「国際性に富む人材育成留学事業」とは？

　沖縄県教育委員会によって２０１３年より開始された、県内の高校生を対象とする留学事業です。沖縄２１世紀ビジョンに掲げる「グローバルな視点を持って主体的に活躍できる人材の育成」のため、高校生に異文化体験を通して国際感覚を身につけさせることを目的としています。

　最大の特徴として、参加生徒は沖縄県からプログラム費用全額の支援を受け、約１年間、現地家庭でのホームステイと現地高校での学校生活を経験します。

　２０１３年から７年間を通して、これまでに累計５００名以上（各年度７０〜８５名程度）の高校生がアメリカ、ヨーロッパ、アジア圏など２０以上の国に派遣されました。 

 

本事業の意義

　本事業には毎年２〜３倍の倍率になる程の生徒が応募しており、英語の試験や面接という選考試験を突破する必要があります。そのため、本事業は県内の中高生が英語の勉強に力を入れるための原動力となっています。

　そして、本事業の参加者には、公費留学・交換留学であるという性質から、留学を通して学んだことをどう沖縄や国際社会に還元するのかが問われます。そのため、沖縄や世界のために、自分のできることに真剣に取り組む若者を輩出する重要な機会となっています。

 

本事業の現状と私たちの思い

　新型コロナウイルス感染拡大の影響により、２０２０年度（高校生８５名が内定済でした）の派遣は中止され、２０２１年度の募集も停止されました。よって現在、２０２３年まで１０年間続く予定であった本事業は再開の見通しが立たないなか、そのまま打ち切りになる可能性があります。

　私たちは、沖縄県の国際交流事業の中核を担う本事業がなくなることは、生徒たちにとって不利益であることに限らず、沖縄県にとっても大きな損失になると考えます。

　本事業を通し、私たち派遣生は言語を習得し、各国の文化について理解を深めてきました。しかし留学の本質は、違いを学ぶことと同時に、同じ人類としての共通点を見出すことにあると思います。現地家庭へのホームステイは、言葉の壁もあり、他人と暮らすわけですから、必ずしも思うようにはいきません。しかしそれでも、お互いを理解しようという気持ちと努力がその溝を埋めるのです。私たち留学経験者は、言葉や考えが違っても人々はわかり合うことができ、共に生きることができることの証人です。沖縄県が掲げる平和的共存共栄の世界を実現するためにも、私たちの経験と各国との個人単位の友好関係は、大きな役割を果たすと自負しています。

　そして、今後も沖縄からそのような「国際性に富む人材」が輩出され続けるためには、本事業の継続が不可欠であると考えています。

※この署名は、コロナが世界的に流行している中で、現地の受入状況と派遣生徒の安全性を考慮して派遣を一時的に中止することに異議を唱えるものではありません。あくまで明確な基準に基づいた再開などが検討されることなく、事業の打ち切りの判断がされてしまうことを危惧し、事業が同規模で再開されることを要望するものです。

Demand Okinawa Government to Resume 

”Okinawa Prefectural Exchange Program for High School Students”!

Summary

(1) We demand the government of Okinawa prefecture to create guidelines that clearly state the criterion for the study abroad program resumption.

(2) After the COVID-19 situation settles down, we demand the government of Okinawa prefecture to resume the exchange programs with the same scale as before under the guidelines.

 

What is the “Okinawa Prefectural Exchange Program for High School Students”?

It is an exchange program for high school students in Okinawa which was commenced in 2013 by the Okinawa Prefectural Board of Education. The program aims to provide high school students the opportunity to have some cross-cultural experiences in foreign countries, which enables them to develop international perspectives. This meets the 21st-century vision of Okinawa that says "develop human resources which can be a globally experienced role model."

The main feature of the program is that the participants will be fully funded by the government of Okinawa for fulfilling homestay and education at a local high school for a year.

Since 2013, more than 500 high school students (70-85 students per year) have been sent to more than 20 countries in North America, South America, Europe, and Asia.

Significance of this program

Every year, the number of students who apply for the program is 2 to 3 times greater than the capacity. To be accepted, students need to meet the requirements of a certain school GPA and an eligible English test score and to pass interviews both in Japanese and English. As a result, this program has become a great driving force for junior high school and high school students in Okinawa to focus on improving their English abilities.

Participants are expected to return their acquisitions in foreign countries to Okinawa and the international community due to the nature of this exchange program at public expenses.

 

Therefore, it is a crucial opportunity to produce young people who are eager to take ownership on both domestic and international issues seriously. 

 

The current situation of the program and Our hope

Due to the spread of COVID-19, the despatch for the year 2020 has been canceled (after 85 students had already been accepted), and recruitment for the year 2021 has also been stopped. Therefore, this program, which was supposedly proceeded until 2023, might be terminated without further consideration for its resumption.

We believe that the loss of this program, which is the core of international exchange in Okinawa Prefecture, is not only disadvantageous to the students, but also a great loss to the future of Okinawa prefecture.

Through this program, we, the previous participants, have gained language skills and deepened understandings of different cultures. Therefore, the main purpose of studying abroad lies in learning about the differences as well as to find similarities among all of us as the same human beings. Living with a local host family does not go easy at all because students live with strangers for a year full of challenges such as a language barrier and misunderstandings. However, if we desire and become dedicated to understanding each other, we can overcome any challenges and difficulties we face. 

We, alumni of this studying abroad program, recognize and acknowledge the fact that people can understand each other and establish life-long friendships despite any differences in language, ideas and values. 

We are confident that our experiences and friendships from this exchange program possibly play a significant role to realize the “peaceful coexistence and co-prosperity world” that Okinawa Prefecture is striving for.

Therefore, we strongly demand two proposals below

(1) To create guidelines that clearly state the criterion for the study abroad program resumption.

(2) To resume the exchange programs with the same scale as before under the guidelines after the COVID-19 situation settles down.

**This petition is not objecting to the halt of the current program under the given situation. We aimed to raise objections towards the little chance of resumption without further consideration and to demand the exchange program to be carried out with the same scale as previously.
