O Santuário da Mata Atlântica do Vale do Itamboatá, localizado em Simões Filho (na BA 093), na Região Metropolitana de Salvador/Bahia, está AMEAÇADO e já SOFRENDO OS IMPACTOS da instalação de um Complexo de Aterros e Depósitos de LIXO!

A obra é da Empresa Naturalle Tratamento de Resíduos, dos mesmos donos da velha ECOLURB, da família do ex-governador da Bahia – Paulo Souto! (veja mais)

A autorização é da lavra da Diretora-geral do INEMA (Instituto de Meio Ambiente e Recursos Hídricos do Estado da Bahia), Sra. Márcia Telles!

O projeto tem sido combatido pela população local desde que as lideranças comunitárias tiveram conhecimento do mesmo (em 2017), entretanto, por manobras inexplicáveis após a Licença Prévia ter sido NEGADA pelo INEMA em abril de 2018, a decisão foi posteriormente ANULADA, a equipe técnica responsável pela análise foi afastada, o presidente do Conselho Gestor da APA Joanes-Ipitanga perseguido e, então, uma nova equipe técnica foi formada e rapidamente a Licença foi CONCEDIDA em 2019!

Então, em dezembro de 2020 uma nova Licença, agora de Instalação, foi concedida ao Empreendimento. Trata-se de um emblemático CRIME socioambiental, que simboliza os descaminhos da gestão de meio ambiente do Estado da Bahia!

Agora o Complexo de Lixo se encontra em fase de IMPLANTAÇÃO causando graves impactos para o ecossistema local e todos os seres que habitam a Região!

Precisamos mais do que nunca que você seja mais uma voz a se juntar à nossa! Já sofremos imensas perdas! Perdemos nossa maior liderança quilombola em setembro de 2017, quando Binho do Quilombo de Pitanga de Palmares foi brutalmente assassinado em crime que permanece impune! (veja mais)

Não podemos permitir que a barbárie impere!

Organizações comunitárias e associações locais entraram com diferentes Ações Judiciais pedindo a anulação das Licenças Concedidas e para que a Empresa pare imediatamente suas ações depredatórias que impactam região de riquíssima biodiversidade protegida pelas leis municipais, estaduais, nacionais e internacionais! Precisamos pressionar!!

É um absurdo CRIME socioambiental contra a VIDA o que está acontecendo e precisamos que as autoridades ajam no sentido de combatê-lo urgentemente: Anulem os efeitos das Licenças Concedidas e proíbam a empresa de continuar a supressão vegetal (Mata Atlântica em estágio Médio de Regeneração) e a instalação desse empreendimento nefasto!

 

O SANTUÁRIO DA MATA ATLÂNTICA – VALE DO ITAMBOATÁ

Imagine uma região onde diferentes comunidades e iniciativas de base comunitária espontaneamente trabalham para a proteção e guarda de um rico fragmento de Mata Atlântica remanescente!

São Comunidades Tradicionais (Quilombolas), Comunidades Educadoras, Sustentáveis e de Assistência Social! Estão todas com a permanência no território ameaçada!

O Santuário da Mata Atlântica – Vale do Itamboatá está localizado dentro da Área de Proteção Ambiental (APA) Joanes-Ipitanga, que é reconhecida a nível nacional por sua alta importância biológica com alta prioridade para conservação, utilização sustentável e repartição de benefícios da biodiversidade! A APA é, também, possuidora de mananciais hídricos estratégicos para o abastecimento de água da Região Metropolitana de Salvador (hoje responsável por cerca de 40% do abastecimento da RMS) destacando-se o Aquífero de São Sebastião: apontado como reserva hídrica para o abastecimento da região nos próximos 40 anos (conforme o PARMS - Plano de Abastecimento de Água da Região Metropolitana de Salvador, Santo Amaro e Saubara).

Neste Vale que está situado entre o maior polo industrial do hemisfério Sul (PIC) e o segundo maior da Bahia (CIA), em um município ‘condenado’ a ser um centro de logística a serviço do grande capital, encontra-se um significativo pulmão verde da Mata Atlântica, de riquíssima socio-bio-diversidade e que presta importantíssimos serviços ambientais para todxs!

Para vocês terem uma noção da preciosidade local, importante que saibam que o Santuário do Vale do Itamboatá foi escolhido para (i) implantação de Unidade Demonstrativa de Restauração da Mata Atlântica na RMS (objeto de convênio entre a APA e a UFRB) para desenvolvimento de projetos de Pagamento por serviços ambientais; foi, também, (ii) indicado como área Unidade Piloto de Gestão Ambiental Participativa na APA Joanes-Ipitanga com papel educativo fundamental para toda RMS e, ainda, (iii) faz parte das áreas estratégicas objeto de reflorestamento por parte de projeto da EMBASA para garantia da quantidade e qualidade dos recursos hídricos que abastecem a RMS.

Além de ser parte da APA Joanes-Ipitanga, a área é ainda Reserva da Biosfera da Mata Atlântica (RBMA, vinculado ao programa man and biosphere, MaB, da UNESCO) onde está localizado um Posto Avançado da RBMA (a Fundação Terra Mirim) e possui um verdadeiro Mosaico de áreas protegidas! Sejam institucionalizadas, como a Reserva Biológica Municipal Fonte Nossa Senhora da Guia, sejam Reservas particulares espontâneas, essas áreas conformam um precioso corredor ecológico de terras protegidas em região de grave degradação ambiental e funcionam como Santuário de abrigo e proteção para as diversas espécies animais e vegetais (inclusive endêmicas) que se encontram ameaçadas!

O Santuário conserva fontes de água pura, rios, riachos, lagoas e nascentes, e, possui também sítios arqueológicos que nos contam muitas histórias, sobre esta região, até hoje desconhecidas.

Estampa-se a vocação do Vale do Itamboatá para o desenvolvimento realmente sustentável: com cultura viva comunitária, educação ambiental integrativa, agricultura familiar-agroecológica, economia solidária e muitas iniciativas e empreendimentos totalmente rentáveis e cooperativos em respeito e harmonia com a Natureza!

 

DO EMPREENDIMENTO CONTRÁRIO À POLÍTICA NACIONAL DE MEIO AMBIENTE E DE RESÍDUOS SÓLIDOS (PNRS)

Todo esse serviço, a identidade e o histórico da região encontram-se ameaçados injustificadamente por interesses privados que desejam implantar uma grande central de lixo no local – empreendimento absurdamente inadequado que não avança no sentido de implementação da Política Nacional de Resíduos Sólidos (PNRS) mantendo a “lógica” antiquada de enterrar a riqueza dos materiais recicláveis (o projeto prevê a reciclagem de apenas 5% de todo material destinado ao “Aterro Sanitário”) sem incluir @s catador@s de materiais recicláveis ou avançar nas prioridades elencadas na Lei da PNRS.

A presença deste “Complexo de Tratamento e Valorização de Resíduos”, conforme denominado pela empresa, tornará inviável a continuidade de importantes projetos socioambientais e de assistência social desenvolvidos pelas comunidades e organizações locais há mais de 28 anos (como a Associação Presença e Amizade e a Fundação Terra Mirim-Centro de Luz), além de fragilizar os quilombos e comunidades rurais, habitantes históricos da região.

Serão 3.000 (três mil) toneladas de lixo diariamente enterradas na região, incluindo resíduos da construção civil, resíduos domésticos, resíduos industriais e resíduos hospitalares, em uma área inicial total de 170 hectares.

Os riscos e impactos são muito graves, entretanto o Estudo de Impacto Ambiental com seu Relatório (EIA/RIMA), o Estudo de Impacto de Vizinhança, bem como a atenção ao Termo de Referência do componente Quilombola, não foram realizados!

Estas são apenas algumas das graves ilegalidades que permeiam o caminho deste processo de Licenciamento Ambiental abusivo praticado pelo INEMA!

 

BREVE SÍNTESE DO CASO

O Instituto do Meio Ambiente e Recursos Hídricos do Estado da Bahia (INEMA) publicou, em novembro de 2019, licença prévia autorizando a Localização da grande central de Aterros de Lixo (CTVR) da Naturalle na Região do Vale do Itamboatá (Simões Filho – RMS), o mesmo empreendimento que teve, em Abril de 2018, sua pretensão INDEFERIDA pelo mesmo INEMA com base em Parecer Técnico Final multidisciplinar extensamente fundamentado.

O procedimento de Licenciamento Ambiental junto ao INEMA já havia sido concluído em abril de 2018 com Parecer Técnico unânime e DESFAVORÁVEL à concessão da licença ambiental ao empreendimento pelo órgão. Entretanto, mais de um ano depois, com outra equipe técnica encarregada e sem nenhuma garantia de acesso a informação e de transparência, a licença foi concedida, tomando de surpresa a sociedade em geral e, mais especificamente, todxs xs envolvidos em nosso movimento.

O Movimento, composto por líderanças e comunidades diretamente impactadxs, não foi contatado pela nova equipe técnica formada e não há notícia de qualquer fundamentação/motivação que justifique a mudança de posicionamento do órgão responsável pela gestão do meio ambiente em nome do interesse comum (INEMA).

O INEMA manifesta assim Ação ILEGAL e absolutamente ABUSIVA – refletindo interesses que não se coadunam com a proteção e garantia do meio ambiente ecologicamente equilibrado e acesso aos direitos humanos, em sintonia com a Constituição Federal de 1988 - Maior Lei do nosso país que merece ser observada e aplicada ao grau máximo de efetividade.

A ação do órgão de meio ambiente do Estado da Bahia fere frontalmente a inteligência da política nacional de meio ambiente perpetuando uma lógica exploratória, ambientalmente racista e que condena o maior manancial hídrico superficial da RMS, além de elevar os riscos de contaminação do precioso manancial subterrâneo: o Aquífero de São Sebastião!

Em dezembro de 2020 o INEMA concedeu a Licença de Instalação ao empreendimento e, também, AUTORIZAÇÃO DE SUPRESSÃO DA VEGETAÇÃO NATIVA: mais de 8 hectares de Mata Atlântica em Estágio Médio de Regeneração estão sendo DEVASTADOS para o depósito de Lixo!!

AS ILEGALIDADES SÃO GRITANTES!!

Nenhum governo, nenhum partido, nenhuma direção pública pode decidir contrariamente ao que mandam as Leis e a Constituição do nosso país! É dever do Estado a proteção e recuperação do Meio ambiente de forma a garantir o Direito Humano ao meio ambiente ecologicamente equilibrado a todes, todas e todos das presentes e futuras gerações!

O Meio ambiente precisa ser reparado, protegido e defendido sob a luz e inteligência da Constituição Federal e da Política de Meio Ambiente!

Defend the Sacred, Defend Life!

The Atlantic Forest Sanctuary of the Itamboatá Valley, located in Simões Filho (on BA 093), in the Metropolitan Region of Salvador/Bahia, is THREATENED and already suffering the IMPACTS of the installation of a Complex of Landfill and Dump!

The work is being done by the company Naturalle Tratamento de Resíduos, owned by the same owners of the old ECOLURB, belonging to the family of the former governor of Bahia - Paulo Souto!

The authorization is from the Director-General of INEMA (Institute of Environment and Water Resources of the State of Bahia), Mrs. Márcia Telles!

The project has been fought by the local population since the community leaders became aware of it (in 2017), however, by inexplicable maneuvers after the Preliminary License was NEGATED by INEMA in April 2018, the decision was subsequently ANULATED, the technical team responsible for the analysis was removed, the president of the Management Council of APA Joanes-Ipitanga persecuted and then a new technical team was formed and quickly the License was CONCEITED in 2019!

Then, in December 2020 a new License, now for Installation, was granted to the Enterprise. This is a social and environmental CRIME!

Now the Garbage Complex is in the IMPLANTATION phase causing immeasurable and irreparable impacts to the local ecosystem and all beings that inhabit the Region!

We need you more than ever to be one more voice to join ours! We have already had immeasurable losses! We lost our greatest quilombola leadership in September 2017, when Binho of the Pitanga de Palmares Quilombo was brutally murdered in a crime that remains unpunished!

We cannot allow barbarism to prevail!

SHARE the petition, send email or call the authorities involved! Our strength is our union and our joint action!

If they want to destroy what allows us to live, we will not accept it silently!

Community organizations and local associations have filed different lawsuits asking for the annulment of the Licenses Granted and for the Company to immediately stop its depredatory actions that impact a region of rich biodiversity protected by municipal, state, national and international laws! We need to put pressure!

It is an absurd socio-environmental CRIME against LIFE what is happening and we need the authorities to act to combat it urgently: Annul the effects of the Licenses Granted and forbid the company to continue the vegetal suppression and the installation of this nefarious enterprise!

 

THE SANCTUARY OF THE ATLANTIC RAINFOREST - VALE DO ITAMBOATÁ

Imagine a region where different communities and community-based initiatives spontaneously work for the protection and safekeeping of a rich remaining fragment of Atlantic Forest!

They are Traditional Communities (Quilombolas), Educating Communities, Sustainable Communities and Social Assistance Communities! Their permanence in the territory is threatened!

The Atlantic Forest Sanctuary - Itamboatá Valley is located within the Environmental Protection Area (APA) Joanes-Ipitanga, which is recognized nationally for its high biological importance with high priority for conservation, sustainable use and distribution of the benefits of biodiversity! The APA is also the holder of strategic water sources for the water supply of the Metropolitan Region of Salvador (currently responsible for 40% of the water supply of the Metropolitan Region of Salvador), highlighting the São Sebastião Aquifer: indicated as a water reserve for the supply of the region in the next 40 years (according to PARMS - Water Supply Plan for the Metropolitan Region of Salvador, Santo Amaro and Saubara).

In this valley, which is located between the largest industrial hub in the southern hemisphere (PIC) and the second largest in Bahia (CIA), in a municipality 'condemned' to be a logistics centre at the service of big capital, is a significant green lung of the Atlantic Forest, with rich socio-bio-diversity and providing very important environmental services for all!

For you to have an idea of the local preciosity, it is important to know that the Itamboatá Valley Sanctuary was chosen for (i) the implantation of a Demonstrative Unit of Atlantic Forest Restoration in the RMS (object of an agreement between APA and UFRB) for the development of projects of Payment for Environmental Services; It was, also, (ii) indicated as a Pilot Unit of Participative Environmental Management in the Joanes-Ipitanga APA with a fundamental educational role for all the RMS and, still, (iii) it is part of the strategic areas object of reforestation by part of the EMBASA project to guarantee the quantity and quality of the hydric resources that supply the RMS.

Besides being part of the Joanes-Ipitanga APA, the area is also an Atlantic Forest Biosphere Reserve (RBMA, linked to the man and biosphere programme, MaB, of UNESCO) where an Advanced Post of the RBMA is located (the Terra Mirim Foundation) and possesses a true Mosaic of protected areas! Whether institutionalized, such as the Fonte Nossa Senhora da Guia Municipal Biological Reserve, or spontaneous private reserves, these areas form a precious ecological corridor of protected land in a region of serious environmental degradation and function as a Sanctuary of shelter and protection for various animal and plant species (including endemic ones) that are under threat!

The Sanctuary still preserves pure water springs, rivers, streams, lakes and springs, and also has archaeological sites that tell us many stories about this region that were unknown until today.

The Itamboatá Valley has a vocation for a truly sustainable development: with a living community culture, integrative environmental education, agro-ecological family agriculture, solidary economy and many initiatives and enterprises that are totally profitable and cooperative in respect and harmony with nature.

 

THE ENTERPRISE CONTRARY TO THE NATIONAL POLICY ON THE ENVIRONMENT AND SOLID WASTE (PNRS)

All this service, the identity and history of the region are unjustifiably threatened by private interests that wish to implant a large rubbish plant in the area - an absurdly inadequate undertaking that does not advance towards the implementation of the National Policy for Solid Waste (PNRS), maintaining the antiquated "logic" of burying the wealth of recyclable materials (the project foresees the recycling of only 5% of all the material destined to the "Sanitary Landfill") without including the collectors of recyclable materials or advancing in the priorities listed in the PNRS Law.

The presence of this "Waste Treatment and Recovery Complex", as the company calls it, will make the continuity of important social and environmental projects and social assistance projects developed by local communities and organisations for over 28 years (such as the Presença e Amizade Association and the Terra Mirim-Centro de Luz Foundation) unviable, in addition to weakening the quilombos and rural communities, historical inhabitants of the region.

There will be 3.000 (three thousand) tons of rubbish buried daily in the region, including civil construction waste, domestic waste, industrial waste and hospital waste, in an initial total area of 170 hectares.

The impacts are immeasurable and the Environmental Impact Study with its Report (EIA/RIMA), the Neighbourhood Impact Study, as well as the attention to the Terms of Reference of the Quilombola component, were not carried out! These are only two of the serious illegalities that permeate the path of this abusive Environmental Licensing process practiced by INEMA!

 

BRIEF SUMMARY OF THE CASE

The Institute of Environment and Water Resources (Inema) of the State of Bahia published on 27 November 2019, preliminary license authorizing the Location of Naturalle's large Central Landfill Site (CTVR) in the Itamboatá Valley Region (Simões Filho - RMS), the same enterprise that had, in April 2018, its claim INDEFERRED, through an extensively substantiated Final Technical Opinion.

The Environmental Licensing procedure with INEMA had already been concluded in April 2018 with a unanimous and UNFAVOURABLE Final Technical Opinion on the granting of the environmental license to the enterprise by the agency. However, more than a year later, with another technical team in charge and without any guarantee of access to information and transparency, the license was granted, taking society in general and, more specifically, all those involved in our movement by surprise.

 The Movement, made up of communities and leaders directly affected by the project, was not contacted by the new technical team formed and there is no news of any reasoning/motivation to justify the change of position of the body responsible for environmental management in the name of common interest. Body thus manifesting ILLEGAL and absolutely ABUSIVE Action - reflecting interests that are not in line with the protection and guarantee of the ecologically balanced environment and access to human rights, in line with the Federal Constitution of 1988 - Major Law of our country that deserves to be observed and applied to the maximum degree of effectiveness.

The action of the environmental agency of the State of Bahia frontally harms the intelligence of the national environmental policy, perpetuating an exploitative logic, environmentally racist and that condemns the largest superficial water source of the RMS, besides increasing the risks of contamination of the precious underground source: the São Sebastião Aquifer!

In December 2020, INEMA granted the Installation License to the enterprise and, also, AUTHORISATION FOR SUPRESSION OF NATIVE VEGETATION: more than 8 hectares of Atlantic Forest in Medium Stage of Regeneration are being DEVASTATED for the rubbish dump!!!

THE ILLEGALITIES ARE BLATANT!

No government, no party, no public direction can decide contrary to the Laws and the Constitution of our country! It is the duty of the State to protect and recuperate the environment in order to guarantee the human right to an ecologically balanced environment for all, present and future generations!

WE DO NOT ACCEPT the location of Naturalle or any other enterprise that does not preserve the local ecosystem and the way of life of the people of this territory. We denounce the position of the state and the company as an ENVIRONMENTAL and INSTITUTIONAL RACISM that aggravates the socio-environmental imbalances and the access to human rights in this territory. STOP! The Itamboatá Valley, Simões Filho, the Metropolitan Region of Salvador say NO to the Landfill-CTVR-Litter on top of the Itamboatá Valley!

Once and for all we need to ensure and defend the right to a standing forest, to rivers and springs with pure water, to air free of contaminants, the right to self-determination of the people and their right to decide about their territories and their lives - this is a great opportunity to do so! We need to integrate the knowledge that Water (which makes up more than 70% of our bodies) is ONE, outside and inside of us. It is time to stand up, for one and all, for Nature, our Common Home, our material and immaterial sustenance.  

We fight for what allows us to live, our greatest asset: OUR WATER, OUR LAND AND OUR PEOPLE.

"Dear Public Representative,

We request your attention and immediate action to remedy and avoid the perpetuation of the Environmental Crime that is happening in the region of the Sanctuary of the Itamboatá Valley in the RMS, in Simões Filho!

The Atlantic Forest is not a dumping ground for rubbish! 

We demand that the Laws of the State of Bahia, its Constitution, as well as the National Laws and the Federal Constitution are respected and implemented! 

The Licences granted by INEMA for the implementation of CTVR Naturalle in Simões Filho need to be IMMEDIATELY cancelled due to the numerous illegalities present in the process of Environmental Licensing in this case!

The Environment needs to be repaired, protected and defended under the light and intelligence of the Federal Constitution and the Environmental Policy! 

Confident of your reparatory posture, we want to nurture hope for a life of more respect and harmony with Nature!

Time demands responsibility and action!
