Il Salento e la Puglia sono terre di rara bellezza, dall’entroterra al mare. Una bellezza ancora viva e che resiste, custodita e rinnovata dai suoi abitanti, tra tradizione, sapienza antica, talento e innovazione.
Ma oggi questa bellezza è più che mai in pericolo. 

La nostra terra brucia. È l’emergenza degli incendi e della desertificazione. Siamo ben oltre il problema del disseccamento degli Ulivi, che negli ultimi due secoli hanno costituito la presenza arboricola dominante del territorio: ci troviamo in deficit di ossigeno, aggravato dalla persistenza di roghi costanti nocivi anche per le nostre vie respiratorie, non abbiamo chiome di alberi né più verde, è gravemente compromesso l’habitat naturale che consente all’uomo e agli animali di vivere un equilibrio biologico adeguato alla loro sopravvivenza.

La questione è ormai complessa ed è una Questione Rurale, non più solo agricola. Non siamo più di fronte alla sola crisi del comparto olivicolo ma a un’emergenza ecologica, dove l’Ecologia, lo ricordiamo, è l’equilibrio delle interazioni tra le componenti della vita: organismi e ambiente, uomo e natura. Ecco quello che sta succedendo: non abbiamo affrontato per tempo la questione dell’abbandono rurale e programmato una nuova pianificazione ecologica del territorio per creare nuove e sane opportunità di economia per le comunità locali, lasciando spazio all’avanzamento del degrado e alla crisi della sicurezza. 

Non siamo più aggrediti dai soli incendi boschivi. Proliferano i roghi di rifiuti abbandonati (i Comuni registrano ritardi impietosi di gestione del monitoraggio e dei controlli) e soprattutto, in coda all’abbandono e allo stato di incuria dei nostri campi, si moltiplicano gli incendi appiccati ad ulivi secchi e, insieme a loro, rischia di essere compromessa la vegetazione rimanente (mandorli, fichi, macchia mediterranea, carrubi, querce, pini..) che richiederebbe oggi misure specifiche e straordinarie di tutela.

A denunciare le difficoltà di gestione dell’emergenza è l’appello del Corpo dei Vigili del Fuoco, dichiarando l’insufficienza delle proprie forze (400 le chiamate pervenute al Comando di Lecce solo nel mese di maggio, come dichiarato da Coldiretti a Leccesette il 5 giugno scorso). Paradossalmente, le prescrizioni della Regione Puglia in materia di prevenzione della diffusione della Xylella e degli incendi che hanno obbligato alla pulizia dei campi, sembrano aver involontariamente determinato un’impennata dei roghi, frutto di un’interpretazione incivile della regola, anche a fronte della carenza di misure efficaci di sostegno finanziario per la gestione degli uliveti disseccati: è più economico, pertanto, bruciare che pagare operai per decespugliare o far passare il trattore o procedere all’espianto con mezzi meccanici degli ulivi irrecuperabili.

Ai danni ambientali si aggiungono le gravi conseguenze sull’economia agro-alimentare e turistica. Un territorio agricolo sempre più ammalato e abbandonato non potrà più garantire in futuro prodotti agro-alimentari sani e di qualità, oltre a vedersi sottratto un patrimonio ambientale e culturale preziosissimo per i Salentini, i Pugliesi e per l’industria turistica.

A fronte di questa grave emergenza e delle altrettanto gravi conseguenze sul futuro dell’economia agricola, rurale e turistica del territorio, riteniamo sia giunto il momento di superare i ritardi e le inefficienze di intervento accumulate fino ad ora dai governi e dalle amministrazioni a tutti i livelli (regionale, provinciale, comunale), intraprendendo con tempestività un’azione politica e amministrativa coordinata, che con più coraggio e determinazione contrasti ogni possibile interesse speculativo, per farsi soggetto di una chiara e significativa inversione di rotta rispetto al degrado attuale e alla condizione di emergenza ambientale.

CHIEDIAMO PERTANTO AL GOVERNATORE DELLA REGIONE PUGLIA E AI PRESIDENTI DELLE PROVINCE DI LECCE, BRINDISI E TARANTO: 

  • di attivare un immediato Piano straordinario per la gestione dell’Emergenza incendi estivi, chiedendo allo Stato e agli Organi preposti il rinforzo delle risorse umane e tecniche dei Vigili del fuoco, dell’Arif e del Corpo forestale a presidio del territorio;
  • di mettere in campo misure di incentivo finanziario e un servizio capillare di consulenza agro-forestale ai proprietari terrieri per la riforestazione e l’impianto di specie arboricole compatibili con la vocazione ecologica e paesaggistica del territorio;
  • di realizzare un sistema continuativo di monitoraggio e messa in trasparenza nei confronti della cittadinanza sulle misure di sostegno e incentivo messe in campo e sui risultati conseguiti.

CHIEDIAMO, INOLTRE, CHE LA REGIONE PUGLIA E LE PROVINCE DI LECCE, BRINDISI E TARANTO SI COORDININO CON I COMUNI E LE LORO FORME ASSOCIATIVE PER 

  • attivare a livello territoriale/intercomunale unità di intervento incaricate di sensibilizzare, motivare e affiancare i proprietari dei terreni nell’utilizzo corretto ed efficace degli incentivi per la riforestazione e la rigenerazione ecologica del territorio;
  • formare e rendere operativi corpi di vigilanza ambientale in collaborazione con la cittadinanza ai fini del continuo ed efficace monitoraggio delle fonti di rischio e dell’intercettazione e segnalazione tempestiva dei principi di incendio.

SOLLECITIAMO INFINE LA REGIONE PUGLIA, COORDINANDOSI CON LE PROVINCE E LE AMMINISTRAZIONI LOCALI

  • a potenziare il monitoraggio a livello regionale delle aree olivicole e rurali a rischio di abbandono, incuria, disseccamento, incendio, minaccia alla biodiversità e desertificazione
  • a mettere in campo in queste aree azioni atte a contrastare e prevenire processi irreversibili di danneggiamento dell'ecosistema ambientale e del paesaggio, e dei conseguenti danni sulla salute degli abitanti e l'economia locale

Ci auguriamo che tutto questo avvenga nella direzione di superare al più presto le lacune e insufficienze sul piano legislativo, amministrativo e finanziario, affinché sia concretamente avviata un'efficace azione di contrasto alla desertificazione del territorio, di riconversione ecologica della terra, di tutela e valorizzazione del paesaggio, del patrimonio materiale e immateriale rurale, di riforestazione e sviluppo sostenibile in armonia con la salute dell’habitat, degli ecosistemi e dei suoi abitanti.

Salento and the Apulia Region have an incredible and unique identity of beautiful Inlands and coastlines, surrounded by the Sea. A beautiful heritage still alive and resilient, protected and rigenerated by its own inhabitants though traditions, aknowledgment of ancient wisdom, flair and skills including innovative approach.A beautiful heritage still alive but not well at all and facing a real danger today.

This Land, our Land is burning. This is a fire emergency leading to a fast land degradation and desertification. This emergency goes far beyond the already existing damage of the olive trees. Olive trees which have been characterizing the Apulian landscape for centuries. We are facing a real deficit of oxygen, constantly worsened by fires which are directly compromising our health and our essential survival needs, as we have lost a major heritage of protective greenery and trees and the environment for all living creatures including us, compromised by a severe ecological unbalance, unfit for any living possible wellbeing.

The problem we are facing today has its complexity and it is certainly not only about agriculture: it concerns the entire rural space. This is not about the ongoing olive tree crisis but it is about an entire ecological system emergency. Ecology or equilibrium of interactions between all living elements such as organic systems and its environment, human beings and Natureitself are concerned. What is actually happening then? We have not taken care of the growing neglect of land, we have not considered in time, a possible renewal of a ecological planning in order to secure healthy economical measures and thus, not being able to protect the land from this fire emergency.

We are not only enduring agressive wildfire. We are also surrounded by huge abandoned trash and certainly hazardous waste fires, which can be related to the incredible delay from local authorities on efficient surveillance and follow-up system management, and last but not least, to the complete lack in monitoring abandoned areas: this is leading to a proliferation of criminal arson activities, resulting in fire destruction not only of olive orchard, but putting also in danger huge areas of natural mediterranean wild vegetation including almond, fig, carob, oak, pine trees.

Therefore we urgently need to define more specific and extra protective measures.

A strong complaint about the huge burden and difficulties in managing this fire emergency comes from the Fire Fighters Force, who are overwhelmed, declaring the impossibility in managing this situation. The month of May 2021 alone has officially registered a sad never seen record number of 400 calls to the Lecce Fire Fighters unit as reported on Leccesette(local news online) by Coldiretti (national agricultural workers' association). An incredible paradoxe lies on special "cleaning" regulations dictated by Apulian Regional authorities as a prevention against the Xylella bacterial spread. This has lead some land owners in order to avoid financial penalties and finding themselves in financial difficulties in anticipating the amount of costs, to apply the "traditional" easier and cheapest drastical way of " land cleansing" by fire. This phenomenon is certainly due also to the nearly inexisting financial guarantee and planning measures which should have been secured by the same authorities to the concerned parties, to allow a more reasonable but more expensive techniques to be used for fire prevention (mechanical removal of dead trees and undergrowth among others) and avoid a predictable arson disaster.

This environmental disaster is also leading to heavy direct consequences on farming and touristic economical systems. There is no way in garanteeing a sustainable farming production or keeping the fundamental and precious cultural and environmental Heritage of the Salento area, which is already concerning the entire Apulian population counting on the important turistic incoming economy by allowing this ongoing decay of the land.

Facing this severe emergency with all its consequences on farming, environmental and turistic main economies of this area, it is time to reconsider and overcome the ridiculous amount of delays and inefficiencies piling up "thanks" to all Apulian governance and authorities, (from its local municipalities, province districts and from the Region Apulia itself) by starting a coordination for a strong, firm political action in order to counteract every possible interest and speculation of this serious environment and general decay and to create significative efficient guidelines to stop and prevent this fire emergency.

THEREFORE WE ASK THE GOVERNOR OF APULIA REGION, THE HEADS OF LECCE, BRINDISI, TARANTO PROVINCES:

> to activate immediately an Extraordinary Measures MasterPlan for a Fire Emergency management, asking the Italian Government and the concerning authorities, to provide a reinforcement of the workforce and technical support to the Fire Fighters, ARIF and the Italian Forestry Force located in the concerned areas,
> to activate a financial support policy and a Forestry and Agriculture comprehensive consultancy manpower dedicated to provide guidelines to the landowners in order to manage a suitable reforestation in adequacy of the ecological sustainability and landscape for each concerned area.
> to create a permanent monitoring system open to the citizens in order to provide all the information about such systems, all technical and financial support available with updates and follow-ups on effective results.
 

WE DO ALSO REQUEST OF AN COMPREHENSIVE COORDINATION BETWEEN APULIA REGION AND LECCE, BRINDISI,TARANTO PROVINCES WITH ALL MUNICIPALITIES AND EVERY CONCERNED ASSOCIATIONS IN ORDER TO:

> activate all possible local intervention units intended to raise awareness, motivation and work together with landowners, helping on managing available financial support for sustainable riforestation and rigenerative systems to be applied accordingly.
> to support formal training and allowing a citizen collaborative units to be coordinated in environment monitoring operations to detect and report efficiently fire risks, prevention and early fire detections.


WE URGE THE APULIA REGION IN COORDINATION WITH ITS PROVINCIAL AND MUNICIPALITIES' AUTHORITIES

> to enhance monitoring structures responding to this emergency concerning olive orchard and other farming areas from neglection, dessication problems, fire and biodiversity destruction risks leading to desertification.    
> to activate operational activities in all the above cited "at risk" areas, to prevent and fight irreversible processes which can destroy environment and ecosystems leading to heavy damaging impacts on health and local economic systems.

We strongly believe that all the above requests may foresee to overcome urgently a real lack and inefficiency of current legislations, both on financial and administrative levels. Actions such as ecological riconversions of the soil, preservation and attention to the landscape including its rural heritage both tangible and not, reforestation and sustainable policies to garantee Health for environment, ecosystems including man himself are needed urgently to face this incredibly fast spreading desertification.

Le Salento possède un territoire d'une rare et unique beauté, des terres d'une grande variété qui partent de l'arrière pays et s'étendent jusqu'à la mer. Sa beauté survit et résiste, surtout grâce à ses habitants qui la protègent et la renouvellent, grâce à ses traditions, sa sagesse ancestrale, ses talents et à son esprit d'innovation. Pourtant cette beauté unique dans son genre se retrouve aujourd'hui en très grand danger.

Notre Terre brûle. Elle est victime d'une crise environnementale sans précédent, causée par des incendies et due au phénomène de désertification. Nous faisons face à une situation qui dépasse largement le problème du dessèchement tristement connu des oliviers qui ont constitué la grande majorité arboricole des deux derniers siécles.Elle est aggravée par des incendies toujours plus fréquents qui mettent en danger notre santé par leur effluves toxiques et nous avons aussi perdu le couvert arboré. Notre habitat naturel, qui permet l'équilibre nécessaire à notre survie ainsi qu'à celle du monde animal, est aujourd'hui gravement compromis.

La question est désormais complexe car il s'agit d'une Question Rurale, et non seulement agricole. Nous nous retrouvons non seulement face à la crise de l'olivoculture mais aussi à une grave crise écologique. Ecologie qui nécéssite l'équilibre d'interactions entre les éléments qui composent la Vie: organismes et environnement, l'Homme et la Nature. Que s'est-il donc passé pour en arriver là? Nous n'avons pas affronté suffisamment en avance la grande question de l'abandon du territoire rural et de programmer à temps un plan écologique, pour y créer de nouvelles opportunités afin de pouvoir proposer une économie saine aux comunautés locales. Par conséquent, cela a entrainé la dégradation croissante et la crise de la sécurité de l'environnement.

Nous nous retrouvons non seulement face aux incendies forestiers, mais aussi aux incendies criminelles mettant feu aux déchets de tout genres. Ce fait est dû aux retards considérables sur la prise en charge de la gestion de la surveillance et du contrôle du territoire mais surtout, suite à l'abandon des terres et des champs, une multiplication d' incendies criminelles d'oliviers en dessèchement, qui mettent également en danger toute la végétation des alentours ( amandiers, fîguiers, maquis méditerranéen, caroubiesr, chênes, pins...) et qui nécéssitent des mesures extraordinaires urgentes et spécifiques.

Le Corps des Sapeurs Pompiers ont officiellement dénoncé leurs difficultés en déclarant clairement l' insuffisance technique et de leur effectif pour faire face aux inombrables incendies (400 appels au Commandement de Lecce, seulement le mois de Mai, selon les chiffres diffusés sur les médias locaux, le 5 Juin dernier). Les prescriptions provenants de la Région des Pouilles en termes de prévention pour contraster la propagation de la bactérie Xylella et des normes d'entretien obligatoire des champs, ont indirectement déterminé une "flambée" de cas d'incendies. Cela peut s'expliquer à cause de la mauvaise foi d'interprétation de ces règlementations mais aussi d'un manque de mesures efficaces pour permettre l'accès aux soutiens financiers disponibles pour les personnes concernés et qui pourrait les aider à gérer le dessèchement et déracinements des oliviers malades. Il est évidemment plus facile de se débarasser de ces arbres en y mettant le feu que suivre un protocole plus onéreux de traitements pour les arbres malades ou de déracinement mécanique dans le cas d'arbres irrécupérables.

En plus des effets nuisibles sur l'environnement, cette crise des incendies pèsent lourdement par conséquent sur l'économie agro-alimentaire et touristique. Un territoire agricole toujours plus malade et en abandon ne peut guère garantir un futur pour une production agro-alimentaire saine et de qualité, tout en faisant perdre un inéstimable patrimoine environnemental et culturel, très cher aux habitants du Salento, mais aussi pour la région des Pouilles et pour l' économie du Tourisme.

Nous nous trouvons face à une grave crise qui entraîne des conséquences tout aussi graves sur le futur de l'économie agricole, rurale et touristique du territoire: il est donc grand temps de réagir et du surmonter les retards et les défaillances d'intervention accumulés jusqu'ici par les pouvoirs publics et amministratifs à tout les niveaux exécutifs, régional, provincial et comunal. Il est impératif de mettre en place avec rapidité et coordination, une action politique et administrative, qui se doit de contraster avec détermination et courage, toute chance de spéculation possibile et d'activer une inversion de parcours, claire et significative par rapport à la déchéance actuelle et aux graves conditions de cette crise de l'environement.

NOUS DEMANDONS AU PRESIDENT DE LA REGION DES POUILLES ET AUX GOUVERNEURS DES PROVINCES DE LECCE , BRINDISI ET TARANTE:

- d'activer immédiatement un Projet extraordinaire pour la gestion de la Crise des incendies estivales en demandant au Gouvernement et aux organes di Direction de renforcer les effectifs et les moyens tecniques aux Corps des Sapeurs Pompiers et à l'Arif (agence de services des irrigations et services forestiers) en garnison et présents sur le territoire.

- de mettre en oeuvre des mesures d'incitations financières et un service capillaire de consultation agricole et forestier destinés aux propriétaires des terrains pour des projets de reboisement qui respectent la compatibilité des espèces arboricoles tout en suivant une voie écologique et du paysage de notre territoire;  

- de réaliser un système de surveillance constante et d'informer les citoyens avec clarté, sur les mesures de soutiens financiers disponibles, ainsi que sur tout les résultats et les faits et mise en place qui s'en suivent.

NOUS DEMANDONS EGALEMENT UNE COORDINATION ENTRE LA REGION ET SES PROVINCES AVEC LES COMUNES CONCERNES ET AVEC TOUTES FORMES D'ASSOCIATIONS POUR:

- activer au niveau territorial/intercomunale, une Unité d'Intervention se chargeant de sensibiliser, motiver et d'accompagner les propriétaires des terrains pour utiliser correctement les soutiens financiers disponibles pour le reboisement et la régénération écologique du territoire;

- de former et rendre opérationelles, des unités de surveillance environnementale en collaboration avec les citoyens pour pouvoir garantir un repérage efficace et constant des zones à risques ainsi que la détection et le signalement immédiat des débuts d'incendie.

NOUS FAISONS APPEL A LA REGION DES POUILLES, TOUT EN COORDINATION AVEC SES PROVINCES  ET SES AMMINISTRATIONS LOCALES:

- d'intensifier le repérage au niveau régional, de tous les champs d'oliveraie et les zones rurales à haut risque d'abandon, de négligence, de dessèchement, d'incendies, de désertification ainsi que les hauts lieux de biodiversités;  

- mettre en oeuvre des actions efficaces pour contraster et empêcher les processus irréversibles qui portent atteinte aux écosystèmes et au paysage ainsi qu'aux conséquences néfastes sur notre Santé et sur une économie locale et durable.

Nous souhaitons que cet appel se concrétise suivant une directive pour surmonter au plus vite toutes les lacunes et insuffisances sur le plan législatif, administratif et financier, permettant d'entamer une voie efficace pour contraster la désertification du territoire, pour une reconversion écologique des terres, pour une sauvegarde et valorisation du Paysage, du Patrimoine rurale visible et invisible, du reboisement et de la durabilité de l'environement, tout en respectant la Santé de l'habitat, des écosystèmes et de ses habitants.
