Reclamamos la restitución de la Mallqui de El Paraíso - Chuquitanta actualmente dentro de la colección del Museo Etnológico de Berlín - Dahlem  (Alemania) de vuelta a su comunidad de origen en San Martín de Porres (Perú)

La reparación crea nuevas posibilidades de historia, construye nuevas categorías y conocimientos, tiene el poder de transformar y de sanar. 

Las colecciones etnológicas en los museos occidentales son un claro ejemplo de los privilegios y estructuras heredadas de la época colonial. Su pertenencia y exhibición genera valor económico y cultural a los estados que las poseen.

En Berlín, el Museo Etnológico de Dahlem atesora más de 160 000  piezas provenientes de Latinoamérica. A partir de 2021 parte de esa colección será presentada en el nuevo Humboldt Forum, un nuevo espacio en el centro de la ciudad que representa el proyecto cultural más ambicioso de Alemania (solo la construcción del edificio, una réplica del antiguo palacio de Berlín, asciende a 600 millones de euros).

Dentro de las piezas escogidas para su presentación en Humboldt Forum se encuentra una Mallqui de Chuquitanta, un fardo funerario prehispánico de 1000 años de antigüedad, conformado por dos cuerpos humanos, la de un adulto y un niño, saqueado del Perú hace 150 años.

La plataforma ¡Devuelve, pé!, iniciada por estudiantes del Instituto de Arte en Contexto de la  Universidad de Artes de Berlín, junto con diferentes organizaciones y colectivos migrantes en Alemania y Perú, reclamamos la restitución de la Mallqui de Chuquitanta a su comunidad de origen en San Martín de Porres, Lima. 

En Perú, exigimos al Ministerio de Cultura que inicie el proceso de restitución de Mallqui. Llamamos a la participación en el proceso a la División de Investigación de Delitos contra el Patrimonio Cultural de la Policía Nacional, así como al Ministerio de Relaciones Exteriores.

El regreso de la Mallqui a su lugar de origen, El Paraíso, debe derivar en la construcción de un museo allí, por medio del cual se pueda socializar y generar una relación con la comunidad local.

En Alemania, instamos al Museo Etnológico de Dahlem, a través de Staatliche Museen zu Berlin - Stiftung Preußischer Kulturbesitz,  a colaborar proactivamente y a asumir sus responsabilidades dentro del proceso de restitución. En lugar de  la exhibición de la Mallqui en el futuro Humboldt Forum de Berlín, exigimos su regreso a su lugar de origen, Chuquitanta. Esta acción solo puede resultar efectiva si es acompañada de una serie de medidas, formuladas en referencia a las Directrices Para Los Museos Alemanes Para El Cuidado De Las Colecciones De Contextos Coloniales del Deutscher Museumsbund :

• Investigación pormenorizada de las circunstancias en las que todas las piezas fueron sustraídas de sus contextos.

• Análisis de la importancia de los objetos en relación a las comunidades de las que fueron sustraídos, sus descendientes y otros grupos implicados.

• Problematización de forma explícita en la narrativa expositiva del museo del origen crítico de las piezas y su relación con la continuidad de procesos coloniales.

• Inclusión de voces de expertos provenientes de las comunidades de origen, en la que estos tomen parte en la investigación y toma de decisiones relacionadas con las piezas.

La restitución de la Mallqui responde tanto a una demanda social, como a un marco legal y político que lo avala (La Convención de la UNESCO de 1970;  Declaración de las Naciones Unidas sobre los Derechos de los Pueblos Indígenas de 2007; Ley General del Patrimonio Cultural de la Nación de Perú/ LEY Nº 28296; Decreto Supremo Nº 89 del 2 de abril de 1822 de Perú). 

Restituir a la Mallqui de Chuquitanta significa también restituir la dignidad y la memoria de los pueblos oprimidos y amenazados  desde la colonia, cuyos descendientes, desplazados a zonas populares como la de Chuquitanta,  luchan aún hoy por mantener viva esa cultura.

¡Devuelve, pe! Wir fordern die Rückgabe der Mallqui von El Paraíso - Chuquitanta, die sich derzeit in der Sammlung des Ethnologisches Museums Berlin-Dahlem befindet (Inv.Nr. V A 28462 a), an ihre Herkunftsgesellschaft in San Martin de Porres (Peru) 

Eine Wiedergutmachung kann die Geschichte herausfordern, neue Begriffe schaffen, neues Wissen produzieren; sie hat Transformationskraft und kann heilen.

Ethnologische Sammlungen der westlichen Museen sind ein klares Beispiel für die aus der Kolonialzeit ererbten Privilegien und Strukturen. Für die entsprechenden Länder erzeugten ihrer Kulturbesitz und ihre Ausstellungen einen wirtschaftlichen und kulturellen Wert.

In Berlin besitzt das Ethnologische Museum Dahlem mehr als 160.000 Gegenstände aus Lateinamerika. Ab 2021 wird ein Teil dieser Sammlung im Humboldt-Forum präsentiert, in dem neuen Ausstellungsraum im Stadtzentrum, welcher derzeit das ehrgeizigste Kulturprojekt Deutschlands darstellt (allein der Bau dieser Nachbildung des alten Berliner Schlosses beläuft sich in Kosten auf 600 Millionen Euro).

Zu den Gegenständen, die für die Präsentation im Humboldt-Forum ausgewählt wurden, befindet sich eine Mallqui aus Chuquitanta, ein 1000 Jahre altes prähispanisches Begräbnisbündel aus zwei menschlichen Körpern, eines Erwachsenen und eines Kindes, das vor 150 Jahren aus Peru geplündert wurde.

Die Plattform Devuelve, pé!, initiiert von einer Gruppe Studierender am Institut für Kunst im Kontext der Universität der Künste Berlin, zusammen mit diversen Migrant*innengruppen und -organisationen, fordert die Rückgabe der Mallqui de Chuquitanta an ihre Herkunftsgesellschaft in San Martin de Porres, Lima. 

In Peru fordern wir, dass das peruanische Kulturministerium den Rückgabeprozess der Mallqui einleitet. Wir rufen die Abteilung für Untersuchung des Verbrechens gegen das kulturelle Erbe, welche der Nationalpolizei zugeordnet ist, sowie das Außenministerium auf, sich an diesem Prozess zu beteiligen.

Die Rückkehr der Mallqui an den Ursprungsort, El Paraíso, sollte zur Errichtung eines Museums des Ortes führen, sodass die Mallqui sozialisiert werden kann und die Beziehungen zur lokalen Community aufgebaut werden können.

In Deutschland fordern wir das Ethnologische Museum Berlin-Dahlem bzw. die Staatlichen Museen zu Berlin - Stiftung Preußischer Kulturbesitz auf, im Rahmen des Rückgabeprozesses proaktiv zusammenzuarbeiten und die Verantwortung zu übernehmen. Anstatt die Mallqui im künftigen Humboldt-Forum in Berlin auszustellen, sollte ein Rückkehr an Ursprungsort Chuquitanta erfolgen. Diese Aktion kann nur dann wirksam sein, wenn sie von Maßnahmen begleitet wird, wie hier unter Bezugnahme auf die „Leitfaden zum Umgang mit Sammlungsgut aus kolonialen Kontexten“ des Deutschen Museumsbundes formuliert:

- Detaillierte Untersuchung der Umstände, unter denen die Gegenstände aus ihrem Kontext und ihre Umgebung entfernt wurden.

- Analyse der Bedeutung der Gegenstände in Bezug auf die Herkunftsgesellschaften, auf ihren Nachkommen und die anderen beteiligten Gruppen.

- Explizite Problematisierung der Akquise der Gegenstände und ihrer Beziehung zur Kontinuität kolonialer Prozesse in  Ausstellungsnarrativen des Museums.

- Einbeziehung der Stimmen von Experten und von Nachfahren aus den Herkunftsgesellschaften, in denen sie sich an der Forschung und Entscheidungsfindung im Zusammenhang mit den Gegenstände beteiligen werden.

Die Rückgabe der Mallqui entspricht sowohl einer gesellschaftlichen Forderung als auch dem rechtlichen und politischen Rahmen, der sie unterstützt (UNESCO-Konvention von 1970; Erklärung der Vereinten Nationen über die Rechte der indigenen Völker von 2007; Allgemeines Gesetz über das kulturelle Erbe der Nation von Peru/LAW Nr. 28296; Oberstes Dekret Nr. 89 vom 2. April 1822 von Peru). 

Die Restitution der Mallqui von Chuquitanta bedeutet, die Würde und das Gedächtnis der Völker wiederherzustellen, welche seit der Kolonisierung kontinuierlich bedroht und unterdrückt werden, und deren in Gebiete wie Chuquitanta vertriebe Nachkommen heute noch für den Erhalt dieser gleichen Kultur kämpfen.

Devuelve, pe! We demand the return of the Mallqui of El Paraíso - Chuquitanta, currently in the collection of the Ethnological Museum of Berlin-Dahlem, Germany (Inv. No. V A 28462 a), to its community of origin in San Martin de Porres (Peru) 

A reparation potentially creates new history, new categories and new knowledge. It has the power to transform and heal. 

Ethnological collections in Western museums are a clear example of privileges and structures inherited from the colonial era. Their possessions and displays generate economic and cultural value for the respective states.

In Berlin, the Ethnological Museum in Dahlem holds more than 160,000 pieces from Latin America. Starting in 2021, part of this collection will be presented in the Humboldt Forum, a new exhibition complex in the city center, the most ambitious cultural project in Germany (the construction of the building alone, a replica of the old Berlin Palace, amounts to 600 million euros).

Among the pieces chosen for presentation at the Humboldt Forum is one Mallqui de Chuquitanta, a 1000 year old pre-Hispanic funerary bundle consisting of two human bodies, that of an adult and a child, looted from Peru 150 years ago.

The platform ¡Devuelve, pé!, initiated by a group of students from the Institute for Art in Context at the University of the Arts in Berlin, together with different organizations and migrant groups in Germany and Peru,  demands the restitution of the Mallqui of Chuquitanta to its community of origin in San Martin de Porres, Lima. 

In Peru, we demand that the Ministry of Culture initiates the process of the restitution of the Mallqui. We call on the Department of Investigation for Crimes against Cultural Heritage, which is a part of the National Police, as well as the Ministry of Foreign Affairs, to participate in the process.

The return of the Mallqui to its place of origin, El Paraíso, should lead to the construction of a museum in situ, so that the Mallqui could be socialized and relations with the local community generated.

In Germany, we urge the Ethnological Museum of Berlin-Dahlem, through the Staatliche Museen zu Berlin - Stiftung Preußischer Kulturbesitz, to proactively cooperate and assume their responsibilities within the restitution process. Instead of displaying the Mallqui in the future Humboldt Forum in Berlin, we demand its return to its place of origin, Chuquitanta. This action can only be effective if accompanied by a series of measures, formulated in reference to the Guidelines for German Museums for the Care of Colonial Context Collections by the German Museums Confederation:

- Detailed investigation of the circumstances in which all the pieces were removed from their contexts.

- Analysis of the significance of the objects in relation to the communities from which they were taken, their descendants and other ethnic groups involved.

- Explicit problematization in the museum's exhibition narrative of the origin of the pieces and their relationship to the continuity of colonial processes.

- Inclusion of experts’ voices from communities of origin, in which they should take part in the research and decision making related to the pieces.

The restitution of the Mallqui responds both to a social demand and to the legal and political framework that supports it (UNESCO Convention of 1970; United Nations Declaration on the Rights of Indigenous Peoples of 2007; General Law of the Cultural Heritage of the Nation of Peru/LAW Nº 28296; Supreme Decree Nº 89 of April 2, 1822 of Peru). 

Returning this Mallqui of Chuquitanta also means restoring the dignity and memory of the peoples threatened and oppressed since the colonization took place, and whose descendants, displaced to areas such as Chuquitanta, are still fighting to keep that same culture alive.
