We must do something to protect America from cyber attacks carried out by criminals protected by foreign dictators.  Our economy and possibly our health and safety are threatened by these attacks.  Certain foreign dictators, for example Vladimir Putin, are laughing at us all the while they are protecting the criminal enterprises.  This is very similar to the use of privateers in the 17th and 18th centuries.  It will be a disaster if we don't stop this.  Enough is enough.

We propose the following, quite restrained, retaliation in kind:  Grant an advance presidential pardon and American citizenship via a "National Interest Waiver" to anyone who can prove they stole at least $1 million dollars from a dictator who is shielding cyber criminals from prosecution.  The pardon and citizenship would be conditional on cessation of criminal activity, of course.  Note that this action can be undertaken by the president with no input from Congress (although, I suspect approval would be pretty easy to attain).

This action is restrained because it only involves harming the dictator in question, not the citizens of these countries who have no control over the harm being done.  Note that these foreign dictators have no similar concerns about who they hurt.
