انطلاقاً من مبادرة وجهها الأخضر الإبراهيمي إلى عدد من الأصدقاء في العالم العربي بشأن ما يتعرض له الشعب الفلسطيني من ظلم واعتداء سافرين على حقوقه وكرامته وأرضه، تم إعداد هذا النداء باللغات الثلاث، العربية والإنكليزية والفرنسية، والذي نأمل أن يوقعه معنا أكبر عدد ممكن من الأخوات والأخوة تمهيداً لتسليمه إلى الأمم المتحدة وجامعة الدول العربية والمنظمات الجهوية الأُخرى في العالم، ولعرضه أمام الرأي العام العربي والعالمي.

على أمل أن تكون هذه المبادرة فاتحة عمل عربي وعالمي متواصل دفاعاً عن الحق الفلسطيني، ومؤازرة لنضال الشعب الفلسطيني العادل ضد الظلم المفروض عليه.

إن عملية تجريد الشعب الفلسطيني من حقوقه وصلت إلى منعطف فارق عندما تحركت إسرائيل مؤخراً لضم أراضٍ فلسطينية جديدة، بناءً على خطة ترامب – نتنياهو المعروفة بـ "صفقة القرن". وتعود ملامح هذه الخطة في الرؤيا الصهيونية الهادفة إلى السيطرة على كامل أرض فلسطين إلى تيودور هيرتسل، وهي خطة أميركية - إسرائيلية تتحدى مبادىء تقرير المصير المبني على العدالة. كما أنها تعكس الانحياز الأميركي الكامل إلى دعم الأهداف الإسرائيلية التوسعية القصوى، في مخالفة مفضوحة للأعراف الدولية وعقود من قرارات الأمم المتحدة.

تتجلى خطورة هذه الخطة في ضوء القانون الأساسي لإسرائيل (2018) الذي يحدد أن "ممارسة حق تقرير المصير في دولة إسرائيل هو حق مميز للشعب اليهودي." إذ بينما تقوم إسرائيل بنشر سلطاتها على كامل الأراضي الفلسطينية، فإنها تتنكر لحقوق الشعب الفلسطيني غير القابلة للتصرف في البقاء والسيادة على أرضه نظرياً، وفي الممارسة الفعلية. كما أنها تقوض جميع الأسس المبنية على الشرعية الدولية، وتعزز نظاماً قانونياً يرتكز إلى التمييز المؤسساتي، والفصل العنصري، واللامساواة في كامل أرجاء فلسطين التاريخية – بما فيها تشريع قوانين متعددة لمجموعات إثنية متنوعة – والتي تستعيد نظام الفصل العنصري (الأبارتهايد) في جنوب أفريقيا في أعلى حالاته. إن الشعب الفلسطيني في جميع أرجاء وجوده، داخل أراضيه وفي الشتات، يتوحد اليوم في مواجهة هذه الخطة وخطط قوات الاحتلال الإسرائيلي المستمرة في التنكيل بحقوق الشعب الفلسطيني، على الرغم من الخلافات السياسية القائمة بين قادته. كما تستمر الشعوب العربية في مناصرة الشعب الفلسطيني وقضيته ومناهضة الممارسات الإسرائيلية في فلسطين وفي الجولان، على الرغم من تخاذل وتردد بعض هذه الحكومات.

نحن نقف اليوم تضامناً مع فلسطين ومع الشعوب العربية التي ما زالت تعتبر قضية فلسطين قضيتها الأولى، وندعم حق الفلسطينيين في استخدام كل أشكال الطرق المشروعة في مقاومة الاضطهاد والتمييز العنصري، بما في ذلك حقهم في النضال من أجل المقاطعة وسحب الاستثمارات، وفرض العقوبات على إسرائيل. وهذه الطرق أدوات نضالية سلمية استخدمها بنجاح الإيرلنديون والهنود وشعوب جنوب أفريقيا في نضالهم العادل ضد الاستعمار والطغيان. وتُستخدم هذه الوسائل النضالية اليوم من جانب الأميركيين السود في دعوتهم إلى مقاطعة المؤسسات التي تساهم في اضطهادهم وقمعهم. ونحن ندعم هذه الحركات، ونعلن أن الشعب الفلسطيني لديه الحق في استخدام كل الطرق المشروعة في نضاله ضد الحملة الإسرائيلية المستمرة في سلب أراضيه ومنعه من ممارسة حقوقه القومية والمدنية.

إننا نعلن أن كل ما تقوم به حكومة نتنياهو وإدارة ترامب في تمرير هذا المخطط الذي أدانته أغلبية الدول المنضوية تحت الأمم المتحدة، سيبقى غير قانوني وغير شرعي. إن اقتصار ردات الفعل على بيانات دبلوماسية باهتة، واستنكارات شكلية لن يثني إسرائيل عن التمادي في اضطهاد الشعب الفلسطيني ومصادرة أراضيه، ذلك بأن أي خطوات جدية في هذا المجال يجب أن تشمل الدعم العربي والدولي المادي لشعب فلسطين في نضاله نحو الحرية والسيادة على أرضه، كما يجب أن تشمل مجموعة من خطوات المقاطعة وفرض العقوبات على إسرائيل من جانب الأسرة الدولية. فقط هذا النوع من الإجراءات سينجح في فرض تكلفة باهظة على ممارسات دولة الاحتلال، وفي مجابهة الخطر العالمي للسلام والأمن، والمتأتي من خطة ترامب – نتنياهو. نحن الموقعين أدناه نلتزم بالعمل معاً على المساهمة في تعزيز الخطوات اللازمة لتأمين حل عادل لهذا الصراع بحيث يؤدي إلى الاعتراف بالحقوق القومية والجماعية والفردية للشعب الفلسطيني.

Greetings,

Based on an initiative that Lakhdar Brahimi addressed to a number of friends in the Arab world regarding the blatant injustice and aggression against the Palestinian people’s rights, dignity and his land, this appeal has been drafted in the three languages: Arabic, English and French, which we hope will be signed jointly by us and by as many people as possible, to deliver it to the United Nations, the League of Arab States and other regional organizations around the world, and for presentation to Arab and international public opinion.

We hope that this initiative will be the start of continued Arab and international action in defense of Palestinian rights and in support of the just struggle of the Palestinian people against the injustice imposed on them.

Declaration

We the undersigned, Arab intellectuals, former officials, human rights activists, academics, jurists, scientists, artists, and concerned politicians, address the following letter to international public opinion, and invite others to join in signing:

The systematic dispossession of the Palestinian people is reaching a critical inflection point with Israel’s moves to formally annex even more of Palestine, based on the Trump-Netanyahu “Deal of the Century.” In bringing the Zionist design, which goes back to Theodore Herzl, for absolute control of all of Palestine close to complete fulfilment, this Israeli-American plan defies the universal principles of self-determination and peace based on justice. It also involves the most blatant U.S. support ever for these maximalist objectives, in flagrant contravention of international law, and decades of UN resolutions.

The full import of this plan can only be understood in light of the 2018 Israeli basic law, “Israel as the Nation State of the Jewish People”, which states that “the right to exercise national self-determination in the State of Israel is unique to the Jewish people.” As Israel formally annexes and extends its absolute control over all of Palestine, it denies the inalienable right of the Palestinian people to existence and sovereignty in their own homeland both in theory, via this law, and in practice via this plan. It also destroys the basis of any solution based on the tenets of international law, while further entrenching a legal system of institutionalized discrimination, segregation, and inequality throughout the entirety of historic Palestine – with different laws for different ethnicities – that is comparable to South African apartheid at its height.

The Palestinian people – whether under occupation in Jerusalem, the West Bank or the Gaza Strip, inside Israel or living as refugees and forced exiles in the diaspora – are fully united in their opposition to this plan and to the Israeli military occupation’s unceasing human rights violations and murderous disregard for Palestinian life, in spite of lamentable political divisions among their leaders. The Arab peoples continue to support the Palestinian cause and to oppose Israel’s oppressive policies in Palestine and in the occupied Golan Heights, in spite of the halfhearted and feeble response to this plan of many of their governments. We stand in solidarity with Palestinian opposition to this plan, and with the Arab people, who still consider the cause of Palestine their own.

Moreover, we fully support the right of the Palestinians to utilize all forms of legitimate resistance to this plan and to the dispossession, occupation, oppression and systematic discrimination to which Israel subjects them, including their right to campaign for boycott, divestment and sanctions against Israel. Effectively utilized by the Irish, Indian and South African peoples to win their freedom from colonialism, these are time-honored non-violent means of struggle. These methods were used as well in the civil rights struggle of Black Americans, who today rightly demand boycotts of and divestment from institutions that contribute to their oppression, and call for investment in basic human services to allow their communities to thrive.  We support these demands, and declare that the Palestinian people, too, have every right to use these and any other means sanctioned by international law in their struggle against Israel’s ongoing theft and colonization of their land and denial of their national, political, religious and civil rights.

We declare that whatever the Netanyahu government and the Trump administration do in fulfillment of this plan, which has been condemned by virtually every UN member state, will remain illegal and illegitimate, null and void. This scheme should bring down on both of its sponsors the opprobrium of the entire world.

A passive response, confined to vague diplomatic statements or formal condemnations, will not prevent Israel from continuing to carry out the methodical dispossession and oppression of the Palestinian people. A serious riposte must involve both significantly increased material support by Arab and other states for the Palestinians as they struggle for their right to freedom, justice, equality, and sovereignty in their homeland, and a broad range of effective sanctions by the world community that has respect for international legality and human rights. Only such a firm reaction would impose a high price on the perpetrators of this blatant violation of fundamental principles of international law, and would rise up to the level of the grave threat to world peace and security that the Trump-Netanyahu plan represents.

The undersigned shall work together and with others to insure that a legitimate process is put in place to achieve a just solution to the conflict whereby at long last the individual, collective and national rights of the Palestinian people will be fully recognised.

Partant d’une initiative addressee par Lakhdar Brahimi à un certain nombre d'amis du monde arabe concernant l'injustice et l'atteinte flagrante au droit du peuple palestinien ainsi qu’a sa dignité et sa terre, cet appel a été préparé en trois langues, l’arabe, l’anglais et le français, que nous espérons qu’il soit signé avec nous par le plus grand nombre possible d’amis, en vue d’être remis à l’Organisation des Nations Unies, à la Ligue des États arabes et à d’autres organisations régionales dans le monde, et présenté à l’opinion publique arabe et internationale.

Nous espérons que cette initiative sera l’ébauche d’une action arabe et internationale continue pour la défense du droit palestinien et pour soutenir la juste lutte du peuple palestinien contre l’injustice qui lui est imposée.

Déclaration

Nous, soussignés, intellectuels arabes, anciens responsables politiques, militants des droits humains, universitaires, juristes, scientifiques, artistes, nous adressons à l’opinion publique mondiale et l’appelons à se joindre à nous en signant ce document à leur tour.

La dépossession du peuple palestinien de ses droits est arrivée à un tournant décisif, Israël ayant entamé l’annexion de larges pans des territoires occupés en se basant sur le plan Trump-Netanyahu, dit « le marché du siècle ». Ce plan israélo-américain, destiné à réaliser le rêve sioniste de Théodore Herzl, celui d’une mainmise sur la totalité de la Palestine historique, viole les principes de l’autodétermination et de la paix fondée sur la justice. Il illustre en outre, plus que jamais, le soutien absolu des États-Unis à la politique annexionniste israélienne, faisant fi du droit international et des résolutions votées par l’ONU pendant plusieurs décennies.

La portée de ce plan se révèle à la lumière de la loi constitutionnelle israélienne de 2018 qui stipule que « l’exercice du droit à l’autodétermination dans l’État d’Israël est un droit exclusif du peuple juif ». En étendant son autorité sur l’ensemble des territoires palestiniens, Israël dénie en théorie, selon cette loi,  et en pratique, selon ce plan, les droits inaliénables du peuple palestinien d’exercer sa souveraineté sur son sol. Il détruit les fondements de toute solution fondée sur le droit international et étend à toute la Palestine historique un système juridique de discrimination institutionnelle, de ségrégation et d’inégalité  - y compris la promulgation de lois spécifiques pour chaque groupe ethnique de la population – et cela à l’instar de l’apartheid qui sévissait en Afrique du Sud.

Le peuple palestinien, sous l’occupation à Jérusalem, en Cisjordanie et à Gaza, en Israël et les réfugiés ou exilés en diaspora, en dépit des divergences politiques entre ses dirigeants, serre ses rangs pour résister à ce plan et à toutes les violations de ses droits commises par l’occupation militaire israélienne.  Il bénéficie toujours du soutien des autres peuples arabes qui s’opposent à la politique  israélienne en Palestine et dans le Golan - quelle que soit la réaction très molle de certains gouvernements au plan Trump-Netanyahu.. Nous proclamons notre solidarité avec le peuple palestinien comme avec les autres peuples arabes qui considèrent que la cause palestinienne est la leur aussi.

Nous soutenons le droit des Palestiniens à user de tous les moyens légitimes pour résister à l’occupation, à l’oppression et à la discrimination, y compris leur droit d’appeler pour y mettre fin aux boycott, désinvestissement et sanctions économiques et financières. Ce sont des moyens pacifiques déjà utilisés avec succès par les Irlandais, les Indiens et les Sud-Africains dans leurs justes luttes contre le colonialisme, de même que par  les Noirs aux États-Unis qui appellent de nos jours au boycott des institutions qui les oppriment. Nous les soutenons et ne cesserons de défendre le droit des Palestiniens de recourir aux mêmes méthodes et autres moyens reconnus par le droit international dans leur combat contre l’annexion de leurs terres et leur privation de leurs droits nationaux et politiques, religieux et civiques.

Nous considérons que toutes les  démarches entreprises par le gouvernement de Netanyahu et par l’administration de Trump pour réaliser leur plan, d’ailleurs condamné par la grande majorité des membres de l’ONU, sont illégales et illégitimes, nulles et non avenues. La communauté internationale ne peut cependant se contenter de déclarations diplomatiques tièdes et de protestations verbales qui ne feront jamais cesser la dépossession des Palestiniens de leurs terres et de leurs droits. Seules des mesures concrètes de soutien arabe et international au peuple palestinien dans sa lutte pour la liberté, la justice, l’égalité et la souveraineté nationale, ainsi que des sanctions internationales à l’encontre d’Israël feront reculer Netanyahu et Trump en leur faisant cher payer le coût de leur plan qui constitue une menace à l’encontre de la paix mondiale et la sécurité.

Nous, soussignés, nous engageons à agir ensemble et avec d’autres dans un processus légitime en vue de parvenir à une juste solution du conflit, respectant les droits individuels, collectifs et nationaux des Palestiniens.
