**Please help spread awareness of this issue in a time when media is consumed by the COVID-19 pandemic.**

  During a time of crisis, US congress Rep. Henry C. Johnson Jr had taken it upon himself to introduce another heinous gun control bill. The bills proposes many changes to current statutes, including the addition of, and alteration of many definitions and standards across current gun control legislation. Though parts of the bill are agreeable as so called “common sense gun control” there are many sections in which the ill informed anti-gun community values are being pushed as potential law.

The following information is listed in order, as I have interpreted the bill, EXCEPT this: 

contained in this bill: H. R. 5717, Section VIII

**SEC. 801. REPEAL.

Sections 2, 3, and 4 of the Protection of Lawful Commerce in Arms Act (15 U.S.C. 7901, 7902, and 7903) are repealed.

***SECTION 2 OF (15 U.S.C. 7901) reads: (2) The Second Amendment to the United States Constitution protects the rights of individuals, including those who are not members of a militia or engaged in military service or training, to keep and bear arms

THIS REPEAL IS EFFECTIVELY THE REVOCATION OF AN INDIVIDUALS RIGHT TO BEAR ARMS.  

     The first glaring example of heinous action against the pro-second amendment community is Section V. The redefinition of assault weapons is proposed to be:

“(A) A semiautomatic rifle that has the capacity to accept a detachable magazine and any 1 of the following:

“(i) A pistol grip.

“(ii) A forward grip.

“(iii) A folding, telescoping, or detachable stock, or is otherwise foldable or adjustable in a manner that operates to reduce the length, size, or any other dimension, or otherwise enhances the concealability, of the weapon.

“(iv) A grenade launcher.

“(v) A barrel shroud.

“(vi) A threaded barrel.

 

“(B) A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.

 

“(C) Any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machinegun.

 

“(D) A semiautomatic pistol that has the capacity to accept a detachable magazine and any 1 of the following:

“(i) A threaded barrel.

“(ii) A second pistol grip.

“(iii) A barrel shroud.

“(iv) The capacity to accept a detachable magazine at some location outside of the pistol grip.

“(v) A semiautomatic version of an automatic firearm.

“(vi) A manufactured weight of 50 ounces or more when unloaded.

“(vii) A stabilizing brace or similar component.

 

“(E) A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.


“(F) A semiautomatic shotgun that has any 1 of the following:

“(i) A folding, telescoping, or detachable stock.

“(ii) A pistol grip.

“(iii) A fixed magazine with the capacity to accept more than 5 rounds.

“(iv) The ability to accept a detachable magazine.

“(v) A forward grip.

“(vi) A grenade launcher.

 

“(G) Any shotgun with a revolving cylinder.

 

    This legislation would make featureless firearms the standard across the country. Though individual states have passed their own I’ll informed legislation; it’s agreed amongst the educated gun community that these features mean little to nothing when it comes to the lethality of a firearm. It only succeeds is rendering common hunting and sporting firearms illegal, or altered to the point being unusable. In general legislation like this has only succeeded in creating a broad, arbitrary legal definition of an assault weapon that only affects the law-abiding majority of gun owners, while doing little to mitigate damages of atrocities committed by the criminal minority.

    The latter half of Section V goes on to lists hundreds of firearms by name that would be considered assault weapons and subsequently banned. The list is as follows: 

“(i) All AK types, including the following:

“(I) AK, AK47, AK47S, AK–74, AKM, AKS, ARM, MAK90, MISR, NHM90, NHM91, Rock River Arms LAR–47, SA85, SA93, Vector Arms AK–47, VEPR, WASR–10, and WUM.

“(II) IZHMASH Saiga AK.

“(III) MAADI AK47 and ARM.

“(IV) Norinco 56S, 56S2, 84S, and 86S.

“(V) Poly Technologies AK47 and AKS.

“(ii) All AR types, including the following:

“(I) AR–10.

“(II) AR–15.

“(III) Alexander Arms Overmatch Plus 16.

“(IV) Armalite M15 22LR Carbine.

“(V) Armalite M15–T.

“(VI) Barrett REC7.

“(VII) Beretta AR–70.

    The following listed parts of section V are especially troubling in their ability to expand the scope of the assault weapons ban to applying to almost every manufactured firearm, and also home made firearms.

“(B) A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.

“(L) Any combination of parts from which a firearm described in subparagraphs (A) through (K) can be assembled.

“(M) The frame or receiver of a rifle or shotgun described in subparagraph (A), (B), (C), (F), (G), (H), (J), or (K)

    The second glaring example of heinous action against the pro-second amendment community is Section VIII; specifically section 803. Increase of excise tax related to firearms.                                             

SEC. 803. INCREASE IN EXCISE TAXES RELATING TO FIREARMS.
 

(a) In General.—Section 4181 of the Internal Revenue Code of 1986 is amended to read as follows:

“SEC. 4181. IMPOSITION OF TAX.

“There is hereby imposed upon the sale by the manufacturer, producer, or importer of the following articles a tax equivalent to the specified percent of the price for which so sold:
 

“(1) Articles taxable at 30 percent:

“(A) Pistols.

“(B) Revolvers.

“(C) Firearms (other than pistols and revolvers).

“(D) Any lower frame or receiver for a firearm, whether for a semiautomatic pistol, rifle, or shotgun that is designed to accommodate interchangeable upper receivers.

“(2) Articles taxable at 50 percent: Shells and cartridges.”.

     The imposition of these taxes serve no purpose but the be another blatant cash grab. The exorbitant  taxation of legally acquired firearms from a 10% tax rate, to a 30% tax rate , and ammunition from a 11% tax rate to a 50% tax rate would be collected and subsequently distributed are vaguely defined use detailed in Section 4181 (d), and  Section IX.

Section 4181: (d) Appears at a glance to be properly defined and elaborated on. I have little grievance with this section aside from the imposed increase in taxation. However, Section IX of the bill is broadly defined and proposes to allocate hundreds of millions of dollars to well funded Department of Justice over time, opposed to social government systems that are in dire need of funding.

SEC. 902. FUNDING FOR RESEARCH ON FIREARMS SAFETY OR GUN VIOLENCE PREVENTION.
 
(a) Department Of Justice.—

(1) IN GENERAL.—There are authorized to be appropriated to the Attorney General $50,000,000 for each fiscal year for the purpose of conducting or supporting research on firearms safety or gun violence prevention. The amount authorized to be appropriated by the preceding sentence is in addition to any other amounts authorized to be appropriated for such purpose.

(2) REPORTS TO CONGRESS.—Not later than 2 years after the date of enactment of this Act, and every 2 years thereafter, the Attorney General shall submit a report to Congress detailing how the funds authorized to be appropriated under this section were used.
