オリンピック憲章では以下の内容が述べられています。
- 出身国または政治的意見など、いかなる差別にも影響されない(オリンピズムの基本原則#6)
- 国際オリンピック委員会(IOC)が政治的中立性を維持し、オリンピック運動に影響を与えるあらゆる形態の差別に対して行動を起こす(規則2.5、2.6、および16.1.3)
- 日本オリンピック委員会(JOC)も、オリンピック憲章の遵守を確保し、日本国内で行われるあらゆる形態の差別に対して行動を起こす(規則27.2)
以上の事を考えると、現在IOCとJOCは各委員会が持つ権利を正しく行使出来ていないと言えるでしょう。その為に台湾の選手は平等であるべきオリンピックの場で未だ出身国による差別を受けており、今すぐに手を打つべき問題であることは確かです。
オリンピックに参加するすべての国は、正式な名前、自国の旗、および国歌を使用することが許可されています。しかし、台湾は唯一の例外として今もあり続けています。台湾のアスリートは40年もの間、架空の国(「チャイニーズタイペイ」)の代表としてこの国際大会に出場し、代替の国歌が演奏されている間、偽の国旗を掲げるという屈辱に耐えることを余儀なくされてきました。台湾の女子バスケットボール史において最も顕著な活躍をした選手の一人として知られるローサ・チェンは、台湾が勝利した後表彰式で彼女が流した涙は、勝利の涙ではなく、台湾の本物の旗の代わりにチャイニーズ・タイペイ・オリンピックの旗が表彰式で掲げられことで流れた涙と言う事実を認めました。
2020年の東京オリンピックで、自国の旗と国歌を使用することを許可されない唯一の他の国はロシアであり、それは国家ぐるみのドーピング問題が明らかとなり罰せられているためです。そこに台湾がまとめられるという事実はあってはならないことです。
台湾で生まれたアスリートに対するIOCの差別の根拠は、1つの主な理由が挙げられます。つまり、IOCは政治的中立性を放棄し、台湾に対する主権を中国と共に誤って主張し、更には台湾に対し侵略し戦争を開始すると脅迫している中国の権威主義体制を支持したことになります。中国共産党(CCP)は、台湾が中華人民共和国の一部ではなかったとしても、台湾が別の国であることを示唆する名前でオリンピックに出場することに執拗に反対しています。北京は2022年の冬季オリンピックを主催しているため、CCPは、必要なものを手に入れるためにIOCに対してかなりのレバレッジを発揮することができます。
台湾に「チャイニーズタイペイ」という名前での競争を継続させるというIOCの決定は、差別的で政治的な動機があるだけでなく、オリンピック憲章の規則30.2にも違反しています。「NOC [国内オリンピック委員会]の名前は、その国の領土の範囲と伝統。」
「チャイニーズタイペイ」という名前は、台湾の領土を反映していません。 272平方キロメートルの台北の首都は、台湾の土地面積の1%未満を占めています。さらに、最近の世論調査によると、台湾の人々のわずか2.4%が「中国人」と認識しているのに対し、圧倒的多数は代わりに「台湾人」と認識しています。
「チャイニーズ・タイペイ」という名前は、1981年にIOCと、当時台湾を統治していた権威主義政府との間の妥協案に由来しています。それから多くの事が変化を遂げています。中国はまだ過去に固執し続けている間に台湾は大きく前進しています。現在、台湾は世界で最も自由で、最も民主的な国の1つですが、中国はこれらすべての改革に大きく遅れをとっています。中国の指導者である習近平は、手段を選ばず台湾を取り上げると脅迫しているなかでも、台湾の蔡英文大統領はいかなる特別な主張や応戦した脅迫等も行っておらず、彼女は代わりに「平等と尊厳の条件下で」対話を呼びかけています。
近年、「チャイニーズタイペイ」という言葉は、台湾の人々から中国による恥と抑圧の象徴と見なされるようになりました。ニューヨークタイムズの作家は最近、アメリカの読者に向けて「英国のワシントン」として国際的なイベントに出場することを余儀なくされた場合にどのように感じるかと投げかけました。
「チャイニーズ・タイペイ」という名前は、当然のことながら台湾の人々に否定的な感情を呼び起こします。また、地図上でも台湾の名前を探すことは出来ません、世界中の人々にとって、混乱や誤解の原因となっている名前です。しかし中国は激しく誤った主張を続けるばかりでその名の永続化についての合理的な説明はまるでありません。
台湾は2018年に国民投票を行い、東京2020オリンピックに「チャイニーズ・タイペイ」ではなく「台湾」として出場するかどうかを投票者に決定するよう求めました。投票の数日前に、IOCは、台湾が「台湾」として競争しようとした場合、台湾がオリンピックから排除されることを示唆する書簡を発行することにより、その結果にひどく干渉しました。 IOCの圧力により、多くの有名な台湾のオリンピック選手が、キャリアを台無しにすることを恐れて、国民投票に反対して公に出てきました。彼らは、まったく競争しないよりも差別的な状況下で競争する方が良いと推論しました。
その結果、国民投票は失敗しましたが、しかしそこまでの大きな失敗ではありませんでした。有権者の45%は、台湾がオリンピックから追放される可能性があることを知っていたにもかかわらず、台湾が独自の名前を使用してオリンピックに出場することに投票しました。世界中、他のどの国もそのような選択を迫られる危機に直面していません。台湾だけがそういった経験をし続けています。それは間違いなく大きな誤りであり、今こそ正しい答えを出すべき時です。
東京が最後にオリンピックを開催した1964年、台湾は「台湾」として競い合い、自国の国旗を使用しました。台湾は排除されることを恐れずに、東京2020で再び台湾として競争する機会を与えられるべきです。
2013年からIOCの会長として、トーマス・バッハは台湾のアスリートの差別的扱いについて責任を問われるべきです。彼のリーダーシップの下で、IOCは与えられている使命を遂行し、独自の規則に従うことができませんでした。それについて弁解の余地はありません。
1976年のモントリオールオリンピックで自国が分裂したときに金メダルを獲得したドイツ人として、バッハ氏は西ドイツ(ドイツ連邦共和国)と東ドイツ(ドイツ民主共和国)の両方がその時、彼ら自身の名前、彼ら自身の国旗、そして彼ら自身の国歌を使用しました。同じことが今日の北朝鮮と韓国にも当てはまります。多様性が認められてきた歴史の中で、台湾だけが例外的な扱いを受けるべきではありません。
#BeijingBachが中国共産党に立ち向かい、台湾のアスリートに対するIOCの差別を終わらせる道徳的な勇気を持っていないのであれば、彼はIOCのリーダーとしてとても値しません。すべての国から参加するアスリートたちが平等と敬意を持って扱われるという初歩的で基本的な原則を支持する組織を再形成する意味でも、彼は新たなリーダーに席を譲る選択をするべきです。
