نطالب وزارة الاتصالات اللبنانية بزيادة سعة الإنترنت وسرعته وتخفيض الأسعار خلال أزمة فيروس كورونا

قررت الحكومة اللبنانية، في إطار تشجيع المواطنين على البقاء في منازلهم للحد من انتقال عدوى فيروس كورونا، يوم الخميس 12 آذار/مارس، أن تقو هيئة "أوجيرو" بمضاعفة سرعة وسعة اشتراكات الإنترنت الثابت للمستخدمين حتى آخر شهر نيسان/أبريل. وقال مدير عام "اوجيرو"، عماد كردية، في حديث مع تلفزيون "المؤسسة اللبنانية للإرسال"، إنّ هذا القرار سيستفيد منه حوالي 370 ألف مشترك بدءاً من يوم الاثنين المقبل.

لم يوضح كريدية إن كان القرار يشمل شركات الإنترنت الأخرى الخاصة، علماً أنّ في لبنان 114 مزوّداً مرخصاً لخدمات الإنترنت، بحسب بحث أجرته منظمة "سمكس"، وأنّ هناك عدداً غير معروف من مزوّدي الإنترنت غير المرخّصين.

لم يشمل القرار أيضاً شركتي الخلوي "ألفا" و"تاتش" اللتين توفران أيضاً خدمات الإنترنت المحمول. وعندما سألت "سمكس" الشركتين تخفيض الأسعار وزيادة السعات عبر "تويتر"، في إطار حملة أطلقها مواطنون على "تويتر"، أجابت الشركتان بأنّا "سنسمع أخباراً جيدى قريباً". وكانت "جريدة الأخبار" ذكرت أنّ الشركتين تعملان على تقديم إنترنت مجاني للتطبيقات التعليمية.

تقديم إنترنت مجاني للتطبيقات التعليمية فقط لا يشمل شريحة كبيرة من الطلاب خصوصاً الأكثر فقراً الذين لا يمتلكون اشتراكات في الإنترنت الثابت أو المحمول. في حين تستخدم الكثير من المؤسسات التعليمية تطبيق "واتساب" للتواصل مع الطلاب وتزويدهم بالمواد التعليمية، وذلك لأنّ هذا التطبيق يمتلك شعبية كبيرة في لبنان خصوصاً وأنّ شركتي الخلوي توفر باقات رخيصة نسبياً (ولكنّها غير عادلة) تبدأ من 3 دولارات.

بالإضافة إلى ذلك، لا تؤثر أزمة فيروس كورونا (COVID-19) على الطلاب فحسب، بل تطال أيضاً الكثير من المجتمعات المستضعفة والأكثر فقراً في لبنان. ولذلك، ينبغي للحكومة اللبنانية وشركات الإنترنت بما في ذلك "أوجيرو" وألفا" و"تاتش" اتخاذ خطوات تضمن توفير الإنترنت لهؤلاء خلال هذه الأزمة.

• نطالب الحكومة اللبنانية والشركات الخاصة بالتصرف بمسؤولية خلال هذه الأزمة وتطبيق التوصيات التالية:
• أن يشمل قرار تخفيض الأسعار وزيادة السعات والسرعات كل مزودي الإنترنت وليس "أوجيرو" فقط
• رفع القيود المفروضة على سعة الاستهلاك بحسب الإشتراك شهري وتخفيض الأسعار
• زيادة سعات الإنترنت عبر الهاتف المحمول لجميع المشتركين على الشبك
• تمديد فترة هذا القرار لأنّ عدد الموظفين والطلاب العاملين من المنزل أو الذين لا يعملون يزداد باضطراد
   

We Demand Ministry of Telecommunications Open the Fixed and Mobile Internet Capacity and Reduce Prices During the COVID-19 Crisis

In a decision to encourage citizens, including students, to stay home during Coronavirus crisis, the Lebanese government announced on Thursday, March 12, that Ogero, the national internet service provider (ISP), will double the speed and capacity for users until the end of April. Ogero chairman, Imad Kreidieh, said to LBC that this decision will benefit around 370,000 subscribers and will be ready Monday.

Kreidieh did not clarify whether the decision includes other private-owned ISPs. There are 114 licensed ISPs according to research conducted by SMEX, while the number of unlicensed ISPs remains unknown.

In addition, the decision did not include Lebanon’s only mobile internet providers Alfa and Touch. When SMEX and other Twitter users asked the companies to reduce prices and provide additional capacity, they both replied that “you will hear good news soon.” In addition, Alfa and Touch are working on providing free Internet for educational apps, according to Al-Akhbar newspaper.

Providing free data for specific learning apps will exclude a large segment of vulnerable students who do not have access to fixed internet subscriptions and/or mobile internet. Many schools are using WhatsApp to communicate and teach their students. WhatsApp remains the most popular app, with the price starting at 4,500 LL.

Moreover, the COVID-19 crisis is impacting not only students, but vulnerable communities across Lebanon. Ogero, touch, and Alfa should take measures to ensure that those without work can also access the internet in this time of crisis.

We call on the government and private companies to act responsibly during this crisis and implement the following recommendations:

Enforce the inclusion of other private ISPs in the government’s decision
Remove bandwidth quotas and caps and reduce prices
Extend the free mobile internet quota to cover all users of the network
Extend the duration of this offer as more residents and students are now working from home or not working at all.
