Berkeley Mayor Jesse Arreguin has recently announced the draconian Tenant Opportunity to Purchase Act (TOPA). 

Proponents say TOPA is another "tool" to protect low-income tenants from displacement by granting them first right of refusal to negotiate a purchase with the owner, prior to the property hitting the open market! However, this if far from the truth.

Enacting TOPA would be the biggest violation of private property rights Berkeley has ever seen. Not only does the Berkeley City Council and nonprofit special interests want to control rents, they want to take it one step further by controlling how owners are able to sell their property, to whom they can sell, and control the price th owners can sell it for!
