Moving Halloween to the last Saturday in October accomplishes several things. 

• First, the kids will have more fun than on a school night and have all day to prepare with Sunday to enjoy their haul. 
• Second, the adults will have more fun.  Halloween falls on a Friday or Saturday every few years and when it does, everybody gets hyped up for it. 
• The parties and costumes are always better on a weekend Halloween and without having work the next day, people are more apt to enjoy themselves more. 
• A lot of cities already have their Halloween Pub Crawls on the Saturday closest to Halloween anyway.
