Office of the High Commissioner for Human Rights in the United Nations has called for an investigation to be carried out by an independent body to clarify the cause of death.

We, the undersigned, join international human rights organizations to call upon the UN Human Rights Counsel and the Special Rapporteur on the independence of judges and lawyers, the Special Rapporteur on the promotion and protection of human rights while countering terrorism, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non- recurrence, and the Working Group on Arbitrary Detention, OHCHR Egypt, to formally open an investigation into the death of Former President Mohamed Morsi.

The conditions of systemic medical negligence and solitary confinement that Mr. Morsi was subjected for six years to are in violation of Egypt’s obligations under article 6 and 7 of the International Covenant on Civil and Political Rights (ICCPR) and article 1 of the Convention against Torture (CAT).

Morsi’s death is one of a growing number of cases in which political prisoners die in detention due to increased ill-treatment. It also highlights the on-going impunity of police officers and security personnel in Egypt. A proper investigation will also ensure that other prisoners facing medical negligence get their most basic right to proper treatment.

We, therefore, request the United Nation’s intervention with the Egyptian authorities to ensure that authorities investigate these allegations in a prompt and impartial manner, and that the perpetrators be identified and brought to justice.
