国の天然記念物であるオオワシやオジロワシなどの猛禽類が、鉛中毒によって大量に死んでいる現実をご存知でしょうか？

中毒死したオオワシの胃から、鉛弾（ライフル弾や散弾）の破片が発見されています。オオワシは狩猟の際に撃たれたエゾシカの死体と一緒に鉛弾の破片を食べ、鉛中毒になり死亡しているのです。

ワシの鉛中毒死は現在も続いています。これまでに150例以上が確認されていますが、もちろん人知れず死んでいる個体も多いものと推定され、この数字は氷山の一角に過ぎません。

北海道では、2004年からヒグマを含む全ての大型獣の狩猟で鉛弾が使用禁止になり、2014年からは、エゾシカ猟の際に鉛弾を「所持」することが条例で禁止されました。しかし、鉛弾の誤食による野生動物の鉛中毒を根絶するためには、全国規模で狩猟に使われる鉛弾を規制し、無毒の銅弾などに移行することが必要です。規制のない道外からハンターが鉛弾を持ち込み、使用している可能性が高いこと、そして鉛弾で撃たれたものの致命傷とはならず、逃げ延びた獲物がどこか別の場所で死に、オオワシなどに限らずこれを食べた他の動物が鉛中毒の被害に遭っている可能性が高いからです。

そして鉛弾の規制が遵守されていない現状を打破するためにも、鉛弾をカスミ網などと同様の「使用禁止猟具」扱いにし、狩猟時の鉛弾については使用のみならず、流通や所持に関しても原則的に規制することを求めます。

流れは確実に規制強化の方向へ動いています。いま私たちが声をあげれば、全国規模の規制の後押しとなります。

野生動物の鉛中毒根絶元年が宣言される日が、一日でも早く来ることを心から願っています。

In 2020, we will be inviting people all over the world to Japan with full of Omotenashi (hospitality). However we have to admit that Japanese approach to animal rescue and welfare is still far behind compared to other countries.

In spring 2014, to make the best of this golden opportunity to take a second look at the coexistence with the animals, I started this general incorporated foundation, CHRISTEL VIE ENSEMBLE, in order to put into practice a world where humans and animals could coexist and live together in harmony.
I believe that the compassion and wisdom that Japan originally had, will revive by letting our consideration be with the animals as much as possible and by getting back a healthy relationship with them.
This time, from the foundation, I’d like to talk about the crisis that the Steller’s Sea Eagle has been facing.
Do you know that many raptors, such as Steller’s Sea Eagles (Haliaeetus pelagicus) and White-tailed Eagles (Haliaeetus albicilla), which are nationally protected species in Japan, die of plumbism(Lead poisoning) ? Lead bullets for rifle and buckshot have been found from stomachs of Steller’s Sea Eagles which had died from lead poisoning. They ingest fragments of lead bullets while they prey on sika deers which are shot with lead bullets by hunters.
Eagles have been killed by plumbism and it is happening even now. More than 150 eagles has been found poisoned with lead but there may be much more poisoned eagles that couldn’t been found. So this number is just a tip of the iceberg. 　
In Hokkaido the use of lead bullets when they hunt all large animals including brown bear has been banned since 2004 and hunters have not been allowed to have the lead bullets when they hunt Yezo-sika Deers (Cervus nippon yesoensis) from 2014 by a regulation.
But we need to regulate the use of lead bullets for hunting all over Japan and change from lead bullets to nontoxic copper bullets in order to exterminate the incident of wildlife poisoned by accidental ingestion of lead bullets.
To regulate the use of the lead bullets all over Japan is very important because there is possibility that hunters bring the lead bullets into Hokkaido from prefectures which don’t have any regulation for lead bullets if the regulation isn’t enforced all over Japan. And they are possibly poisoning not only the eagles but also any animals that harvest on wounded prey that are shot by lead bullets.
And in order to break the status quo that the prohibition of the lead bullet isn’t followed, we request to handle the lead bullets as the prohibited tool just like Japanese mist nets and prohibit not only the use of them but also the distribution and possession of the lead bullets.
The movement of lead bullet prohibition is certainly getting stronger. If we raise the voice right now, we can assist the prohibition in the country.
We truly wish the day that we declare the eradication of the lead poisoning of wildlife will come soon.
