The Federal Congressional Payroll Reform Bill is to be sponsored by State Legislatures, such as in Alabama it would be Senator J.T. Waggoner and Representative Jim Carns of Alabama.
Here’s a little background, in 1787 there were long deliberations by the Framers to narrow Citizen’s powers and influence. To do this the Framers moved their payroll from their respective State Treasuries to the U.S. Treasury. In 1992 this hidden act became part of the US Constitution. 

Because of this actionour Politicians have diminished the role of responsibilities and accountabilities as Public Servants to a livelihood of Self Serving Political Servitude.

Our Federal Staffers (Congress) have transformed our Great Nation from  'WeThePeople' to "Me The People", by way of tax laws that take what Americans make, with The Elites saying "Let Them Eat CAKE!"

The People of our Nation have always had the power because of 'Supply & Demand', which WeThePeople have the power when we 'Gather To Gain'.
