കേരള സംസ്ഥാനത്തെ പൊതുവിഭവ വിതരണ വിവരങ്ങൾ ഉൾക്കൊള്ളിച്ചു ധവളപത്രം പ്രസിദ്ധീകരിക്കാൻ അഭ്യർത്ഥന.

സർ,

താങ്കളുടെ നേതൃത്വത്തിൽ പുതുതായി ചുമതലയേറ്റ 23-ആം കേരള മന്ത്രിസഭക്ക് എല്ലാ വിധ ഭാവുകങ്ങളും നേരുന്നു.

താങ്കളുടെ തന്നെ ചുമതലയിലുള്ള ന്യുനപക്ഷക്ഷേമവകുപ്പിന് കീഴിൽ അവകാശ സംരക്ഷണ, ശാക്തീകരണ പദ്ധതികൾ സമഗ്രമായി നടപ്പിലാക്കാ൯ ശ്രദ്ധ ചെലുത്തുമെന്നു പ്രതീക്ഷിക്കുന്നു. എന്നാൽ കുറച്ചുനാളുകളായി പ്രസ്തുത വകുപ്പിനെ സംബന്ധിച്ചും ന്യുനപക്ഷക്ഷേമ പദ്ധതികളെക്കുറിച്ചും നിർഭാഗ്യകരമായ ചില പ്രചാരണങ്ങൾ ഉടലെടുത്തിരിക്കുന്നു. ഇവയിൽ ഏറ്റവും പ്രധാനമായത് ഒരു പ്രത്യേക സമുദായം അർഹമായതിൽ കവിഞ്ഞ് അവകാശങ്ങളും വിഭവങ്ങളും കൈക്കലാക്കുന്നു എന്നൊരു നുണയാണ്. 

വികസനത്തിന്‍റെയും ക്ഷേമത്തിന്‍റെയും ചർച്ചകൾ സാമൂഹ്യനീതിയുടെ സങ്കൽപങ്ങൾ ആധാരമാക്കിയാണ് രൂപപ്പെടേണ്ടത്. എന്നാൽ ഇതിനുപകരം, വസ്തുതകൾ വളച്ചൊടിച്ച്, സമൂഹത്തിന് ഹിതകരമല്ലാത്ത രീതിയിലുള്ള ആക്ഷേപങ്ങളും ആഖ്യാനങ്ങളും ചിലർ പ്രചരിപ്പിക്കുന്നത്, ന്യൂനപക്ഷക്ഷേമ വകുപ്പിനെതിരെയുള്ള  ദുരാരോപണങ്ങള്‍ക്ക് പി൯ബലമാവുന്നുണ്ടെന്ന് ഞങ്ങൾ കരുതുന്നു. കേരളത്തിലെ സാമൂഹികാന്തരീക്ഷവും സൗഹാർദവും ദുർബലപ്പെടുത്തുവാൻ വേണ്ടിയുള്ള ചില തത്പര കക്ഷികളുടെ ശ്രമങ്ങളുടെ ഭാഗമാണോ ഇവയെന്നും സംശയിക്കേണ്ടിയിരിക്കുന്നു.

സർക്കാറിനും സംവിധാനങ്ങൾക്കുമെതിരെയുള്ള ഇത്തരം ദുഷ്പ്രചരണങ്ങൾക്ക് കൃത്യമായ വസ്തുതകളാണ് മറുപടിയെന്ന് ഞങ്ങൾ വിശ്വസിക്കുന്നു. ഈ സാഹചര്യത്തിലാണ് സമഗ്രമായ ഒരു ധവളപത്രം ഇവ്വിഷയകമായി പുറത്തിറക്കമെന്ന ആവശ്യം ഞങ്ങൾ  സർക്കാറി൯റെ പരിഗണനയിലേക്ക് മുന്നോട്ട് വെക്കുന്നത്. 

നിലവിൽ ഓരോ ജനവിഭാഗങ്ങളും അനുഭവിക്കുന്ന സാമൂഹ്യ പാശ്ചാത്തല വികസനത്തി൯റെ സ്ഥിതി വിവരക്കണക്കുകളും പൊതുവിഭവങ്ങളിൽ ഉള്ള പങ്കാളിത്തവും സമഗ്രമായി വിലയിരുത്തുകയാണ് ആദ്യപടി. തുടർന്ന്, സാമൂഹ്യ പിന്നോക്കാവസ്ഥ പരിഹരിക്കാനും നീതിയുറപ്പാക്കാനും ഭരണകൂടം നടത്തിപ്പോരുന്ന വിവിധ പരിഹാര പദ്ധതികളും വിതരണവും കണക്കുകളായി അവതരിപ്പിക്കുന്ന ധവളപത്രവും പൊതുസമൂഹത്തിനു മുൻപിൽ സർക്കാർ പ്രസിദ്ധീകരിക്കുന്ന പക്ഷം ഇത്തരം പ്രചാരണങ്ങൾ നിഷ്പ്രയാസം നിലക്കും.

ജനസംഖ്യാനുപാതത്തിലും നിലവിലെ സ്ഥിതി വിവരങ്ങളുടെയും അടിസ്ഥാനത്തിൽ ഓരോ ജനവിഭാഗങ്ങൾക്കും സർക്കാർ വിഭവങ്ങളിൽ നിന്ന് ഭരണഘടനാപരമായി അർഹതയുള്ള ഓഹരി ശതമാനവും, നിലവിൽ ഓരോ വിഭാഗത്തിനും ഇത് വരെ ലഭ്യമായ ഓഹരിയും ധവളപത്രം വഴി പ്രസിദ്ധപ്പെടുത്തുന്നത് തെറ്റിദ്ധാരണകളെയും ദൂരീകരിക്കും. വിഭവവിതരണത്തിൽ ഏതെങ്കിലും സമുദായങ്ങൾക്ക് സവിശേഷമായി കമ്മിയും ശേഷിപ്പും ഉണ്ടെങ്കിൽ അക്കാര്യങ്ങളും ധവളപത്രത്തിൽ വ്യക്തമാക്കണമെന്നും അഭ്യർത്ഥിക്കുന്നു.

വിവരങ്ങൾ കൃത്യമാവാ൯ പൊതുവിഭവങ്ങൾ ഓരോന്നായി പ്രത്യേകം തരം തിരിക്കൽ അനിവാര്യമാണ്. താഴെ സൂചിപ്പിക്കുന്ന മാതൃകയിൽ ഓരോ വിഭവവും പട്ടികയാക്കി തരം തിരിച്ചു അനുസൃതമായ സമുദായിക പ്രാതിനിധ്യവും ശതമാനാടിസ്ഥാനത്തിൽ കമ്മിയും ശേഷിപ്പും വിശദമാക്കി വിവരങ്ങൾ വെളിപ്പെടുത്തുന്നത് ഉചിതമായിരിക്കും.

11. കേരള സംസ്ഥാനത്തിൽ എയ്‌ഡഡ്‌ വിദ്യാഭ്യാസ സ്ഥാപനങ്ങൾ അനുവദിച്ചു  നൽകിയതിൽ ഓരോ സമുദായത്തിനും ലഭിച്ചിരിക്കുന്ന ഓഹരി (ജനസംഖ്യാനുപാതത്തിൽ)

ഈ മാതൃകയിൽ ഒരു ധവളപത്രം പ്രസിദ്ധീകരിക്കുക വഴി കേരളീയ സമുഹത്തിൽ അസഹിഷ്ണുതയും അനൈക്യവുമുണ്ടാകാ൯ കാരണമായേക്കാവുന്ന അപവാദപ്രചരണങ്ങളെ അവസാനിപ്പിക്കാ൯ മുൻകൈയ്യെടുക്കണം എന്ന് മുഖ്യമന്ത്രി സമക്ഷം അഭ്യർത്ഥിക്കുന്നു. താങ്കൾ ഇക്കാര്യത്തിൽ സാനുകമ്പം വേണ്ട നടപടികൾ എടുക്കും എന്ന് പ്രതീക്ഷിക്കുന്നു.

Appeal for the publication of a White Paper containing information on the distribution of public resources in the State of Kerala. 

Submitted to Honourable Chief Minister of Kerala Shri Pinarayi Vijayan,

Sir,

We congratulate and wish all the best for the newly appointed 23rd Kerala Cabinet under your leadership. We hope you will focus on the comprehensive implementation of empowerment programmes and protection of rights under your Minority Welfare Department. But in the last few days, there have been some unfortunate narratives about the department and its minority welfare schemes. The most important of these is the lie that a particular community is taking away rights and resources beyond what it deserves. 

Discussions on development and welfare should be based on the concepts of social justice. However, distorted and unfavourable arguments and narratives are being spread by some vested interests, which, we assume, are the reasons behind such allegations against the Department of Minority Welfare. One may also doubt whether these are part of the efforts of any section to weaken the social atmosphere and religious harmony in Kerala.

We believe that facts are the answer to such propaganda against the Government and the system. In this context, we bring to the notice of the Government the need for a comprehensive White Paper on this subject. 

The first step is to comprehensively assess the social context and the current status of progress achieved by each community in Kerala and their share of public resources. The second step is the publication of a White Paper by the Government which statistically presents the distribution of various relief schemes by the Government aimed to address social backwardness of different communities and ensure justice for all, a document that provides the most updated and comprehensive data regarding the distribution of public resources among all communities in Kerala till date.

This White Paper, we hope, will bring to halt rumour-mongering and pejorative narratives about communities and government schemes. By providing information and current status regarding the constitutionally legitimate share of government resources for each community within the population based on demographics, the White Paper will dispel many misconceptions currently taking root in our society. 

The White Paper should also clarify if any community has a particular deficit or surplus in resource allocation by the Government in Kerala. It is essential to categorise public resources individually so that the information is accurate. It would be appropriate to disclose information detailing the deficit and surplus in terms of community representation and resource allocation for each community with percentage statistics as per the list provided below.

Community Representation in Public Resources: (Indicate separately appointments made through PSC or other selection process and appointments directly made by the Government)

1. In the bureaucracy (provide data for various categories of posts separately)

2. In the police (provide data for various categories of posts separately)

3. In the Judiciary (provide data for various categories of posts separately)

6. In appointments made directly by the Government (provide data for various departments and categories of posts separately in proportion to population)

7. Percentage of reservation provided to each community in recruitment to various posts in government jobs in proportion to population

8. The community-wise share of currently admitted seats from the total number of seats in educational institutions (Government, Aided) (provide data regarding school, college, university and other public educational research institutes separately)

9. Percentage of reservation provided to each community in admission to educational institutions (Government, Aided) (provide data in proportion to population)

10. The share received by each community in the allotment of government land in the State of Kerala (provide data in proportion to population along with details of the land value and title deed)

The Honourable Chief Minister is humbly requested to take progressive steps to end the propaganda that may cause intolerance and disunity in Kerala society by publishing a White Paper on this model. We hope you will take sympathetic action in this regard.
