Because the MLS is going nowhere and have more become of a league for money and NEVER anything like the European League, we need to remove certain methods that are implemented in MLS.

Don Garber's motives of so much investments of money into the league will cause huge financial problems in the World Economy.  Also, his NFL inspirations with $150 million (now $200 million) expansion fees, except low fees with promotion/relegation has caused problems for more than 100 lower division clubs who want to go professional into the top division. In addition, Garber implemented uniquely stupid ways to make the league lose less money, add gain more revenue and profits for the businessmen themselves.

One of them is GAM and TAM (Europe uses all money in bank for everything like a regular business),

Another method is the MLS trades, where they can trade players to other teams in league, for no profit for players, and an average of $100,000 to their accounts, whether it is GAM or TAM (they even trade money to teams!!). His rule has also allowed less US Soccer players to play in the league, and more international players to come to the league. They use a structure where they dump the American players for other less useful leagues below MLS, and bring out the younger players from their academy.

Another method used is the MLS Allocation Order. 

The final method used is the MLS Superdraft, where university and college players are drafted into MLS. 

In addition to the promotion/relegation that should be implemented in MLS with USL, it provides excitement for the bottom league teams towards the end of the season, while in American sports, people stop caring about the teams that are in last-placed very early in the season. Teams that end up very badly get dropped or americanly trading all their players for little money, try to completely rebuild their team with younger players, which is simply their relegation. But with relegation and promotion, fans have a reason to be interested in all of the teams, including their own all year long, with the benefit that teams in the lower leagues can play in the top division if they provide good results, while the teams that do bad, punish them they sending them to the lower league, which gives teams a bigger incentive to try and perform better.

With Australia and India hating Garber's MLS franchise model of no promotion/relegation and are working with the federation on getting it on their soccer model (with India's planned merge of league). The previous USSF president Sunil Gulati dismissed having this model having it being a bad idea and horrible for the economy.
