Police incentive funding was made thru two federal task forces named MECTF (Missing and Exploited Children Task Force) and ICAC (Internet Crimes Against Children). These were implemented in an attempt to supplement state law enforcement resources specifically in the fight against sex trafficking and sexual child abuse. A very noble and worthy cause, fully supported by the public.

   Unfortunately loopholes and corruption have allowed zealot, self righteous, fear mongering and sanctimonious persons to put a price tag on 'Thought crimes' and free speech. Police then 'sell' the public, through puppet media that repeats their well designed lies.When you see a news article that publishes an arrested persons name, address, and photo BEFORE conviction - it's corruption and brain washing! What happened to 'innocent before proven guilty'?

   For instance in my sons case: The media reported "11 men arrested after replying to fake ads offering sex with minors" by KATU News Monday, February 20th 2017. Then followed with 'Within 10 minutes, several people responded "clearly stating their interest in having sex with a child"' between the ages of 6 and 14 years old' My son responded to an ad labeled "jus gamer gurl sittin home on sunny day - w4m'. No mention of a minor in the title or Ad anywhere. My son never said a word about wanting to have sex with a minor, nor has he ever said or wanted such a thing.

He was convicted, served his time, and is now on lifetime probation and lifetime registration as a sex offender - effectively ruining his life and permanently, negatively, altering the lives around him. While the police laugh at how easy it is to get convictions through these loopholes that involve no actual children, and receive  the millions in funding awarded each state for such.

In a recent Florida case, an appeal judge wrote "Government agents may not originate a criminal design, implant in an innocent person's mind the disposition to commit a criminal act, and then induce commission of the crime so that the Government may prosecute." Munoz, 629 So. 2d at 99 (quoting Jacobsen v. United States, 503 U.S. 540, 548 (1992)).

Yet tens of thousands of such convictions, prosecuted solely for financial gain by Police, fill our jails and communities.The police exploit the 'Strange Danger' image created back in the 1990's, even though it has been statistically shown that well over 90% of sexual abuse is committed by family members and close friends of a victim. These innocent, yet convicted men, are disenfranchised as citizens and human beings - often jobless, homeless, kept from family and the productive life they once led, all the while police thump their chests and claim they are keeping their communities safe.
