Petition to remove China from the UN Security Council permanent members

To: General Secretary of the United Nations and World Leaders

Dear Madams, Sirs,

Since many years China has violated the United Nations’ Purposes and Principles as shown in the very first lines of the UN Charter:

“to reaffirm faith in fundamental human rights, in the dignity and worth of the human person”: by imposing during many years an authoritarian regime in China, by invading Tibet, Xinjiang and inflicting on the inhabitants there an inhuman, culture and ethnic cleansing regime. By oppressing the early doctors’ and scientific alarms on Coronavirus and hiding its devastating affect and delaying in stopping the spreading of this virus to the world, that causes now a huge human and economic calamity to mankind, China shows their irresponsibility and disrespect to the health, “dignity and worth of the human person” in the world.

“to save succeeding generations from the scourge of war”: by using violence to invade Paracel in 1974 and Spratly islands in 1988, China refused “to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used”.

“to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained”: By arbitrarily drawing the U-shaped line covering most of the South China Sea. Although this line and China’s claims have been judged illegal by the Permanent Arbitration Court in 2016, China continues to violate the freedom of navigation in the South China Sea and infringes the sovereignty and sovereign rights of the neighbouring countries. China violates the UN’s ends "to practice tolerance and live together in peace with one another as good neighbours".

Articles 1, 2 on the UN Principles and Articles 3, 4 on the UN Membership: China violates all these Articles, particularly those regarding the sovereign equality of all UN Members and the responsibility of the UN Members towards non Member by removing, refusing the membership of Taiwan to the UN and influencing to stop Taiwan from participating in different UN organisations, including the World Health Organisation.

Because China persistently violates the Principles of the UN, we believe that China does not fulfil its role and responsibility as a world power. We therefore call for China to be removed from the five permanent members of the UN Security Council, following the same route as the removal of a Member from the UN, complying with Article 6 of the UN Charter.

"Article 6: A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council."

To examine the UN membership of China, we call for a special session of the General Assembly requested by the Security Council as stipulated in Article 20. To do so a member of the Security Council is to bring the issue in front of the Security Council and win the affirmative vote of 9 Security Council Members as stipulated in Article 27.

It is the responsibility of the Security Council to investigate this route as in Article 34 that stipulates “The Security Council may investigate…any situation which might lead to international friction...or situation is likely to endanger the maintenance of international peace and security”.

Considering China’s persistent violations of the UN Principles, particularly its irresponsibility and the non-respect of "dignity and worth of the human person" as shown in the current Covid-19 pandemic, we call for the removal of China from the five permanent members of the UN Security Council. By doing so, we believe in a more secured and better world.
