米子ソウル便早期運航再開を求める要望書

2019年9月12日、韓国の航空会社エアソウルは米子ソウル便の10月からの運休を発表しました。日韓関係の悪化に伴い、平均70％近くあった搭乗率が9月には30％まで落ち込んだことを受けての決定でした。折しも今年は1994年に鳥取県が韓国・江原道と友好交流を締結して25周年。その成果とも言える米子ソウル定期便が、2001年の就航以来初の運休となったことで、各所に衝撃が走っています。

今回の運休はまた、鳥取県がインバウンド（外国人旅行者誘致）で世界の注目を集め始めた矢先のことでした。2019年3月に楽天トラベルが発表した「インバウンド人気上昇都道府県ランキング2018年」で、鳥取県は1位に輝きました。47都道府県で人口最小、衰退を余儀なくされていた鳥取県が世間を驚かせた快挙でした。そして、鳥取県を訪れる外国人のうち4割を占めるのが韓国人です。米子―ソウル便、そしてそれに乗って地元に来てくれる韓国人旅行者は、地域経済を活性化してくれることはもちろん、鳥取に暮らす私たちに自信と希望を与える存在でした。

また、米子―ソウル便のおかげで、山陰地方にたくさんの人の交流が生まれました。韓国各地と姉妹都市提携を結ぶ自治体や、修学旅行で韓国を訪れる高校、サッカーやウォーキングなどを通じた市民交流の数は、鳥取県が全国随一とされます。開発から取り残されてきた鳥取県民にとって米子―ソウル便は、都会を経由することなく世界に打って出ることのできる、あるいは近隣諸国の活力や諸外国の先進的な取り組みに学ぶことのできる、「可能性の窓」の役割を果たしてきました。

そんな「可能性の窓」が、中央政府間の関係悪化により閉ざされてしまう事態は、皮肉を越えて悲劇と言わざるを得ません。鳥取に生を受けた子供は、機会の格差による相対的剥奪感を抱え、そこに暮らす大人は閉塞感にさいなまれる――そんな未来が訪れることのないよう、米子―ソウル便の早期の運航再開を願う次第です。鳥取県と江原道、そしてエアソウル株式会社各位の格別なるご配慮をお願いいたします。

運航再開のためには、今回の関係悪化で日本に背を向けた韓国の人たちに、鳥取県と江原道の25年にわたる交流が、平和を希求し、手を取り合って地域を繁栄させようとするものであること、直近の政府間の対立と一線を画すものであることを伝える必要があります。私たちもその責務を負い、鳥取県と江原道、そしてエアソウル株式会社の繁栄を支える世論形成に努めてまいります。

Request for early resumption of Yonago-Seoul flights

The Korean airline company Air Seoul, announced on September 12th 2019 that they would suspend the flights between Yonago and Seoul from October of the same year. The decision was made due to the worsening of Japan-Korea relations, with average boarding rates dropping from nearly 70% to just 30% in September. This year marks the 25th anniversary of Tottori Prefecture's friendship exchange with Gangwon-do, which was founded back in 1994. The regular flights between Yonago and Seoul regular flights, which can be said to be the result of this, have been suspended for the first time since their inception in 2001. This has resulted in negative impacts on many different aspects of life in Tottori.

The suspension of flight was made at a time when Tottori Prefecture's inbound travel (attracting foreign tourists) program had begun to attract worldwide attention. In March 2019, Rakuten Travel announced that Tottori Prefecture ranked first in the “Rising Popularity for Inbound Tourism Prefectural Ranking 2018”. This was an incredible achievement for Tottori Prefecture, which has the smallest population in Japan which is in further decline. Until that time, 40% of foreigners visiting Tottori Prefecture were Korean. The Yonago-Seoul flight and the Korean tourists who came to the local area on them were not only importantto revitalize the local economy, but also to give confidence and hope to the people of Tottori.

The Yonago-Seoul flights created lots of chances for new interactions in the Sanin region. Tottori Prefecture has the highest number of local citizen exchanges through sister city ties with various parts of Korea, high schoolstudent visitors from Korea on school excursions, football programs, and walking. For the Tottori citizens who have been left behind in terms of development, the Yonago-Seoul flights opened the door to the world without first travelling to big cities at extra expense. It also gave the opportunities tolearn about the vitality of neighbouring nations. The Yonago-Seoul flights actedas a “window of possibility”.

The situation in which this “window of possibility” is closed is due to the deterioration of the relations between our central governments is a tragedy beyond irony. Children who were born in Tottori feel relative deprivation due to a disparity in opportunities, and adults living there are also affected. Please give special consideration to Tottori Prefecture, Gangwon-do, and Air Seoul Co., Ltd., to avoid this situation will happen.

In order to resume the flights, the 25-year exchange between Tottori Prefecture and Gangwon-do will seek better relations with Korean people who have turned their back on Japan due to the worsening of this relationship. It is necessary to convey that it should be considered as a completely different issue from therecent conflict between our governments. We are also responsible for thissituation, and will endeavor to form a public opinion that supports the prosperity of Tottori Prefecture, Gangwon-do, and Air Seoul Co., Ltd.
