ՊԱՀԱՆՋՈՒՄ ԵՆՔ ուժը կորցրած ճանաչել 2016թ-ին Ամուլսարի ծրագրին նախորդ կոռուպցիոն կառավարության տված փորձաքննական դրական եզրակացությունը (որպես մասնագիտական ու իրավական հիմնավորում ԷԼԱՐԴ և Թի-Ար-Սի ընկերությունների փորձագիտական զեկույցը, ինչպես նաև Բնապահպանության և ընդերքի տեսչական մարմնի հիմնավորումներն ավելին, քան բավարար են)։

Հարգելի պարոն նախարար,
Կարիք չտեսնելով կրկնել Ամուլսարի խնդրի շուրջ վերջին առնվազն ութ տարում ներկայացված փորձագիտական հիմնավորումները Հայաստանի և առավելապես Վայոց ձորի տարածաշրջանի էկոլոգիայի, անգին ջրային պաշարների, տնտեսության ներկայում ակտիվ տարբեր ճյուղերի՝ ներառյալ խաղողագործության ու գինեգործության, Ջերմուկ ջրաբուժական հայտնի առողջարանային քաղաքի, համայնքների ժողովրդագրության, Հայաստանի պետբյուջեի և միջազգային պարտավորությունների (բնապահպանական կոնվենցիաների մասով) վրա բացասական ազդեցության մասին,

Հիմք ընդունելով ԷԼԱՐԴ և Թի-Ար-Սի միջազգային փորձագիտական ընկերությունների զեկույցը ՀՀ կառավարությանը, որը հստակ ու առանց տարընթերցումների մատնանշում է Լիդիան ընկերության Շրջակա միջավայրի վրա ազդեցության գնահատման (ՇՄԱԳ) և այլ փաստաթղթերի թերություններն ու ամփոփում է, որ դրանց հիման վրա հնարավոր չէ եզրակացություն տալ, ուստի անհրաժեշտ է նոր ու գիտականորեն հիմնավորված ՇՄԱԳ,

Հիշեցնելով 2018թ․ Բնապահպանության և ընդերքի տեսչական մարմնի ընդունած ակտերն ու գրությունները Բնապահպանության նախարարին, որպեսզի ուժը կորցրած ճանաչվի Լիդիան ընկերությանը տրված ՇՄԱԳ փորձաքննության դրական եզրակացությունը,

Ինչպես նաև հիմք ընդունելով Ջերմուկ խոշորացված համայնքի ճնշող մեծամասնության դիրքորոշումը (շուրջ 2900 հոգու ստորագրությամբ և ամրագրված ավագանու որոշմամբ) իրենց միջավայրում ավերիչ հանքարդյունաբերական գործունեության մասին։

ՊԱՀԱՆՋՈՒՄ ԵՆՔ

Ուժը կորցրած ճանաչել 2016թ-ին Ամուլսարի ծրագրին նախորդ կոռուպցիոն կառավարության տված փորձաքննական դրական եզրակացությունը (որպես մասնագիտական ու իրավական հիմնավորում ԷԼԱՐԴ և Թի-Ար-Սի ընկերությունների փորձագիտական զեկույցը, ինչպես նաև Բնապահպանության և ընդերքի տեսչական մարմնի հիմնավորումներն ավելին, քան բավարար են)։ Որևէ այլ միջանկյալ գործողություն, որոնց հիմքով հանքարդյունաբերական այս ծրագրի կյանքը կերկարացվի, կլինի ՀՀ օրենքների, ՀՀ վարչապետ Նիկոլ Փաշինյանի՝ միջազգային անաչառ փորձաքննություն անցկացնելու խոստումի կոպիտ խախտում։

Ընդհանուր տեղեկություններ Ամուլսարի ծրագրի մասին
Նախկինում օֆշորային Ջերսի կղզում գրանցված, այնուհետև սնանկացած և ներդրումային ֆոնդեր հանդիսացող պարտատերերին անցած Լիդիան ընկերությունը ընդամենը տասը տարվա ընթացքում նախատեսում է․

• ապականել Ջերմուկի միջավայրն ու տասնյակ տարիների ընթացքում ձեռք բերած հայտնի առողջարանային կենտրոնի համբավը,
• հանքի թթվային ապարների դրենաժի արդյունքում վտանգել Որոտան-Արփա-Սևան ջրատար թունելն ու տարածաշրջանի քաղցրահամ ջրերի խոշորագույն պաշար հանդիսացող Սևանա լիճը, ինչպես նաև Որոտան և Արփա գետերի ավազանները՝ Սպանդարյանի և Կեչուտի ջրամբարների հետ միասին,
• վերացնել եզակի և վտանգված բուսատեսակների և կենդանատեսակների բնակատեղի ու էկոմիգրացիայի միջանցք համարվող Ամուլսարը,
• ոչնչացնել Վայոց Ձորի զբոսաշրջային ու գյուղատնտեսական (այդ թվում՝ եզակի խաղողագործական ու գինեգործական) ներուժը,
• խաթարել Ջերմուկի սոցիալական հյուսվածքը, զրկել կանանց զբոսաշրջային, առողջապահական և գյուղատնտեսական ոլորտում ներկայիս աշխատանքից ու մղել նրանց սեռական շահագործման շուկա,
• անուղղակիորեն տեղահանել Գնդեվազ գյուղը, որից ընդամենը 1 կմ հեռավորության վրա նախատեսված է տեղադրել 120 հեկտար տարածք զբաղեցնող թունավոր ցիանիդի միջոցով ոսկու տարալվացման հարթակը՝ վերջում Հայաստանին «ընծայելով» ծանր և վտանգավոր մետաղներով հարուստ 100 միլիոն տոննա թունավոր թափոն։

WE DEMAND to revoke the positive conclusion (permit) granted to the Environmental Impact Assessment of Lydian’s gold mining project at Amulsar in 2016 by the former corrupt government of Armenia.

Honorable Minister Petrosyan,

Seeing no need to repeat the numerous expert findings during the past 8 years regarding the negative impact of gold mining at Amulsar on the ecosystem of entire Armenia and especially of Vayots Dzor region, on the invaluable water resources, on the currently active sectors of economy, including viticulture and winemaking, on the famous mineral water health resort town of Jermuk, the demographics of the adjacent communities, the state budget and the international obligations of Armenia (re. environmental conventions),

Referring to the report of international expert groups ELARD and TRC commissioned by the Government of Armenia, which clearly and unambiguously points at the shortcomings of the Environmental Impact Assessment (EIA) and other documents of Lydian, and leaves no space for misinterpretation by stating that a positive conclusion (permit) cannot be given to the project based on those documents and a new, scientifically rigorous EIA is required,

Recalling the legal acts and documents issued by the Environmental and Mining Inspectorate and addressed to the Minister of Environment in 2018, urging the annulment of the positive conclusion of the EIA given to Lydian,

In addition, recalling the position of the overwhelming majority of the Jermuk consolidated community with regard to destructive mining activities in their environment (the petition signed by 2900 citizens of the community and confirmed by the decision of the Community Council).

WE DEMAND

to revoke the positive conclusion (permit) granted to the Environmental Impact Assessment of Lydian’s gold mining project at Amulsar in 2016 by the former corrupt government of Armenia. As a professional and legal justification, the expert report of ELARD and TRC companies, as well as the findings of the Environmental and Mining Inspectorate are more than sufficient. Any other intermediate action, on the basis of which the life of this mining project will be extended, will be a gross violation of the RA laws and the promise of Prime Minister Nikol Pashinyan to conduct an impartial international examination based on which a decision will be taken..

General information about the Amulsar project

Lydian corporation, formerly registered offshore in Jersey Island, which later went bankrupt and passed to the ownership of its senior shareholder hedge funds, in just ten years plans to:

• ruin the environment of Jermuk and the reputation it has gained in decades as a famous mineral water health resort center,
• endanger, as a result of acid rock drainage, the Vorotan-Arpa-Sevan water tunnel and the largest freshwater reserve of the region - Lake Sevan, as well as the basins of Vorotan and Arpa rivers together with Spandarian and Kechut reservoirs,
• eliminate Amulsar as a habitat and migration corridor for unique and endangered plant and animal species,
• destroy the tourism and agricultural potential of Vayots Dzor (including unique viticulture and winemaking),
• disrupt the social fabric of Jermuk, deprive women of their current jobs in the tourism, healthcare and agriculture sectors and push them into the sexual exploitation market;
• indirectly evacuate Gndevaz village, just 1 km away from which it is planning to place a gold leaching platform with toxic cyanide occupying an area of 120 hectares, at the end leaving 100 million tons of toxic waste rich in heavy, hazardous metals as a “gift” to Armenia.
