가주태평양연회 한인교회협의회 결의문

지난 4 월 21 일 (수), 가주태평양연회 하기야 감독은 세 개의 한인연합감리교회  (남가주 주님의교회, 밸리교회, 샌디에고교회)의 담임목사에게 감리사를 통하여 일방적인 재파송불가를 통보하였다.  그 이유는 세분의 목사님들이 “교단분리 이슈에 대하여 하기야 감독의 입장과 방향을 따르지 않았다”였다. 이에 대하여 세 교회의 임원회와 목회협조위원회는 연합감리교회의 법인 장정의 규정과 절차를 준수하지 않고, 협의를 거치지 않은 절차의 부당성을 지적하고 처벌적 파송의 철회를 요청하였다.

연합감리교회는 2019 년 세인트루이스에서 열린 교단특별총회에서 전통주의 장정을 받아들이고 처벌조항을 강화하였다. 그럼에도 불구하고 서부지역 가주태평양연회 (California Pacific Conference)는 장정에 대한 불복종을 공공연히 선언하고, 실제로 장정을 지키지 않고 있다.

교단내에서 법적 갈등으로 일어날 분쟁과 손실을 막고, 새로운 미래를 준비하자는 “은혜로운 화해와 결별의 의정서(The Protocol)”를 합의한 총감독회와 진보, 중도, 전통주의 측은 서로에 대한 비난을 자제하며 교단총회의 결과를 기다리고 있다. 그런데 장정에 따라 은퇴년령이 이미 지나 퇴임했어야 할 하기야 감독이 코비드 사태로 인해 임시로 은퇴가 연기된 상황에서 “서로 해를 가하지 말라”고 하면서 한인교회에 직접적인 해를 가하고 있다. 하기야 감독은 “연회가 교회를 위해 있는 것”이라며, “한인교회 파송에 대해 한인 코커스의 의견을 듣겠다”고 말했으며, “감독과 감리사는 장정을 준수하며, 정치적인 목적을 지닌 파송은 있을 수 없을 것”이라고 공언했다. 그러나 현실은 정반대이다.

하기야 감독은 2020년 2월 11일 감독서신을 통해 “저는 개체교회의 사역에 초점을 두고 깊은 관심을 가져왔습니다. 그러나 신념의 차이로 인한 교단의 갈등은 “세상을 변화시키기 위해 예수 그리스도의 제자를 길러내는” 교회의 진정한 선교적 사명을 저해하는 결과를 가져왔습니다.”라고 한인교회를 향해 밝혔으나, 이번 재파송 불가통보 과정을 통해 개체교회 사역에 전혀 관심을 두고 있지 않으며, 한인교회의 선교적 사명을 방해하는 결정을 일방적으로 밀어붙이고 있다.  

이러한 사태를 좌시할 수 없었기에, 지난 5월4일 가주태평양연회  한인교회(Korean Churches in California-Pacific Conference) 비상대책회의에 참여한 87명의 한인 목회자들과 평신도 리더들은 전국 평신도연합회가 감독에게 보낸 공개서신Open Letter to the Bishop을 지지하였으며, 한인연합감리교회 교인들과 함께 다음과 입장을 천명한다.

1. 코로나 팬데믹으로 인한 심각한 정신적, 재정적 어려움과 아시안 혐오 범죄 급증으로 사회적 불안에 처한 한인교회에 대한 이번 재파송 불가명령은 한인교회의 현실에 대한 이해와 고려, 목회적 돌봄이 없는 것이다.

2. 개체교회의 새로운 파송 요구가 없었고, 해당 목회자와 목회협조위원회의 협의절차가 없었던 일방적 파송 결정통보는 연합감리교회 장정이 정한 규정과 절차를 어긴 것이다.

3. 감독의 입장을 따르지 않는다고 불시에 재파송 불가라는 처벌적 파송을 통보한 것은, 마치 담임목사와 같은 입장을 취하지 않는다고 교인들에게 다른 교회로 가라고 하는것 같은 비상식적, 비윤리적 처사이다.

4. 감독의 입장과 연회의 방향과 다른 견해를 가진 한인교회의 세 목회자를 표적으로 재파송 불가통보를 한 것은 현재 연회가 보여주고 있는 심각한 차별Discrimination의 한 예표와 증거이다.

5. 신학적/신앙적 입장의 차이로 교단분리 문제가 논의중인 상황에서 불필요한 오해가 생길 수밖에 없는 교회와 목회자가 요청하지 않은 파송은 교단분리안으로 합의한 은혜와 화해의 정신을 깨는 것이기에, 교단총회의 결정이 나오기 까지 유보되어야 한다.   

6. 세 교회는 물론 캘팩연회에 속한 모든 한인교회는 이러한 형태의 파송을  반대하며, 이렇게 일방적이고도 강압적인 파송을 시도할 경우 새로운 목회자를 받지 않을 것이며, 교단의 법 장정이 지켜지고, 존중받을 수 있는 법적 대응을 할 것이다.

7. 감독은 이번 사태로 인하여 한인교회에 공분을 일으키고 상처를 입힌  것에 대하여  납득할 만한 해명을 공개적으로 하여야 한다. 교회로부터 돌봄을 받는 감독은 교회를 위하여 있는 것이지 교회가 감독을 위하여 있는 것이 아니다.

The Resolution of the California-Pacific Annual Conference Korean Church Caucus

On April 21st, 2021, Bishop Hagiya of the Cal-Pac Annual Conference and District Superintendent (under the direction of Bishop Hagiya) unilaterally and without any consultation informed three Korean pastors (Bell Memorial UMC, Valley Korean UMC, Korean UMC of San Diego) that their appointments shall terminate as of June 30, 2021. The Superintendents further elaborated that even though there were no charges or complaints from church members, the sole reason for the termination was because the three Korean pastors “did not follow Bishop Hagiya’s position and direction with respect to the Church Separation Issue.” In response, the Admin Council and the Staff Parish Relations Committee of the three respective churches requested the withdrawal of the punitive appointment, citing that the bishop did not comply with the provisions and procedures of the UMC Book of Discipline and neglected proper consultation.

At the 2019 Special General Conference held in St. Louis, the UMC accepted the traditional Book of Discipline and strengthened disciplinary measures. Nevertheless, the California Pacific Annual Conference of the Western Jurisdiction has publicly declared disobedience to the Book of Discipline and currently is not in keeping with it.

The Council of Bishops, the progressives, the centralists and the traditionalists are waiting on the adoption of the “Reconciliation and Grace through Separation and Restructuring” proposal during the next General Conference. Meanwhile, we’re all refraining from doing harm to each other as we pursue an amicable separation of new denominations. However, Bishop Hagiya, who is past the retirement age and should have been retired according to the Book of Discipline, had his retirement temporarily postponed due to the COVID situation and is now inflicting direct harm to the Korean churches himself while saying “do no harm to each other.” Bishop Hagiya has publicly said that “The Annual Conference is there for the church,” and “I will listen to the opinion of the Korean Caucus regarding Korean church appointments,” “bishop and district superintendents obey the Book of Discipline and politically motivated appointments will not take place.”  But the reality is the exact opposite.

Bishop Hagiya said in a bishop's letter dated February 11, 2020, “I have been deeply interested in the ministry of the local church. Although he stated to the Korean churches that the conflict within the denomination caused by difference in theology has resulted in hindrance to the true mission of the church which is “raising disciples of Jesus Christ to transform the world,” it is apparent from his notification to terminate appointments that he, in fact, does not have any concern for the ministry of local church and is unilaterally imposing his decision that hinders the missional ministry of Korean churches.

Since this situation could not be overlooked, a Task Force Meeting of the Korean Churches in California-Pacific Conference met on May 4th where 87 Korean pastors and lay leaders who attended approved the Open Letter to the Bishop, and along with lay members of the Korean United Methodist Church, affirmed the following position

1.     The appointment cancellation orders handed to the Korean churches, already facing serious social anxiety due to severe mental and financial difficulties resulting from the corona pandemic and hate crimes against Asians, show no understanding and consideration of the Korean church or pastoral care.  

2.     The unilateral notification of the decision to cancel appointment, in which there was no request for a new appointment by the local church, no consultation procedure with the pastor or the SPRC, violates the rules and procedures set by the United Methodist Church’s  Book of Discipline.

3.     The irrational and unethical treatment to unexpectedly notify a punitive appointment order for not following the bishop’s position can be likened to asking church members to go to another church for not taking the same position as the senior pastor.

4.     Targeting and notifying the three pastors of the Korean church who have different views from the bishop's position and direction of the Annual Conference is a type and evidence of the serious discrimination displayed by the current Annual Conference.

5.     In a situation where the division of denomination is being debated due to differences in theological/belief positions, appointments that are not requested by the church or the clergy will raise unnecessary misunderstandings which breaks the spirit of the “Reconciliation and Grace through Separation and Restructuring” and therefore must be withheld until a decision is made by the General Conference.

6.     Not only the three churches directly affected but all Korean churches belonging to the Cal-Pac Annual Conference oppose this form of appointment, and if such a one-sided and coercive appointment attempts are made, churches will not accept a new pastor, and legal actions will be taken to keep and honor the law of the denomination, the Book of Discipline.

7. The bishop must openly provide an understandable explanation for causing frustration and harm inflicted on the Korean church due to this situation. The bishop, who is cared for by the church, is there for the church, not church for the bishop.
